The following have been added by full text:

QUESTIONS & ANSWERS 3

Q1. Section L, Part B, 2.0 requires Key Personnel Summary, Resumes, and Letters of Intent for any Key personnel. In Section L, Part A, Section 3.0, it is noted that the resume does not count against the page recommendation. Could the Government please confirm that the Key Personnel Summary and Letters of Intent do not count against the page recommendation as well?

A1. Key Personnel Summary and Letters of Intent do not count against the page recommendation.

Q2. May bidders develop Attachment L-4 as a Word document that matches all the requirements in Attachment L-$ and submit this in lieu of Government provided Attachment L-4 PDF in Volume 3 - Past Performance? The Word version will accurately depict the page count to ensure we provided the Government with a compliant Past Performance submittal.

A2. This is permissible as long as the Word document contains all of the information presented in the PDF version.

Q3. Past Performance requires Attachment L-4 for each contract citation and Letters of Consent from subcontractors. Please advise if either of these items are excluded from the page recommendation on the volume.

A3. Attachment L-4 and Letters of Consent from subcontractors do not count towards the page recommendation.

Q4. In Section 4.7.2, Labor Hours, on Page 81 of the solicitation, labor categories falling under a Service Contract Labor Standards Category are denoted by a double asterisk (**). The Administrative Assistant category does not include a double asterisk. In Attachment 4 that was issued with Amendment No. 0002 (Rev 07 March 2022) , the Administrative Assistant position includes occupation code SCA 01020. Could the Government please confirm that SCA wage determinations apply to the Administrative Assistant category?

A4. The Administrative Assistant position is subject to SCA wage determinations.

Q5. Attachment 4 that was issued with Amendment No. 0002 (Rev 07 March 2022) , includes the following education requirements:

For Project Management (Specialist) (Key Person) (Senior)-BS or BA degree in engineering, computer science or information systems. ALLOWABLE SUBSTITUTION: an AS or AA degree in a "Relevant Technical Discipline" and eight (8) years of experience in engineering management and supervision of a project in systems engineering or the design of or field service of naval command and control, communication systems or other designated field.

For Management Analyst (Project Analyst) (Journeyman)- BS or BA degree in a Business, Management or "Relevant Technical Discipline". ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.

Would the Government consider allowing a substitution for the BS or BA, and AS and AE degrees based on some number of years of experience for the Project Management Specialist, similar to how it is done for the Management Analyst (Project Analyst) position?

A5. For the Project Management Specialist, a suitable substitution is an AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.
