In addition, the LCAT titles are not a 100% match.
These two sections are inconsistent with each other, please clarify which takes precedence.

Engineering Technician (TTS LCAT) and Test Technician (BLS LCAT) appear to be swapped in Section B's Table. There is no Test Technician listed as a SCLS or BLS LCAT in the PWS yet it appears as a BLS LCAT in Section B.
Please confirm whether the Test Technician is SCLS or BLS and update Section B and the PWS accordingly.
Test Technician has been updated to Engineering Technician and is a SCLS code in the RFP Secton B table to match the PWS 3.14.5

The Management Analyst and Mechnical Engineer are only BLS coded. The SCLS codes (12-0000 & 17-0000) have been removed for these two LCAT from the PWS 3.14.5 table.

The Section B Table Column 2 Header states the LCATs listed below are all BLS LCATs (Professional Staff); however, there are a number of SCLS LCATs included since the SCLS positions are Wage Determination dependent upon specific location, Please confirmed that the SCLS LCATs should be removed and therefore only include the BLS LCATs applicable to the Total Compensation Plan.
The Total Compensation Plan should include only the LCAT in PWS Table 3.14.5 that have BLS SOC codes listed (column 4). The table in the RFP Section B Level of Effort column 2 name has been updated to show both job title categories
(BLS/SCLS).

The offeror respectfully requests a one‐week extension, to May 6, which will allow adequate time for offerors to collect salary surveys and address the Compensation Plan requirements.
The Government will grant an extension until May 5th.

Will the government please clarify the intent of the rate table information?
The Government is assuming the rate table being referenced is that of 5252.211-9503 of which that table is intended to notify industry of the labor categories and associated man hours. The government did remove the "level" column within the table to reduce confusion and modified the BLS category column to also annotate SCLS.

Q&A #11 reads, " The Offeror shall be include these labor categories for both the prime contractor and the subcontractors in the Compensations Plan. The table in the Level of Effort, Section B of the RFP has been updated to correspond to the updates applied in the PWS."
For the IDIQ or MAC level, some offerors may not require subcontractors to fulfill the requirements of the PWS. Please confirm that if or when subcontractors are added at the task order level they may supply their compensation plan at that time.
In the instance that a subcontractor is added at the order level, the subcontractor may provide their compensation plan at that time.

Tables in PWS sections 3.14.4 Service Contract Labor Standards Covered Labor Categories and 3.14.5 Direct Labor Categories
For the Contract labor Standard labor categories, the government provided the SCLS Occupational code in 3.14.4 of the PWS. However, section 3.14.5 has a “level” added to the category. Levels defined in section 3.14.2 typically apply to professional labor categories and are not applicable to SCLS labor categories because the technical rating is already a part of the SCLS labor category name.
Additionally, the levels as described in 3.14.2 all required degrees where the SCLS categories do not require degrees.
Is it the government’s intent that offerors have the flexibility to select the technical rating required to meet the described level modifier (3.14.2)? Would there be a waiver for the required degree given that categories defined by SCLS do not require them? Can you confirm that the intent is to provide SCLS technicians, rather than professional level categories?
The Government aplogizes for the confusion and has modified the table to remove the reference to "journeyman", etc. for SCLS categories.

Direct Labor Categories
The LOE section of the RFP (5252.211‐9503) references SMEs as the level modifier for Electronics Engineer and Electronic/System Engineer. PWS (section 3.14.5) does not map to the positions directly, sometimes mixing labor category descriptions from column one, and sometimes using Bureau of Labor Statistics (BLS) Labor Categories from column 2. Additionally, the level modifiers in RFP (5252.211‐9503) indicate SME, while the PWS (section 3.14.5) shows Journeyman through SME.
Please clarify the government’s intent.
