3.15.2 Levels of Experience
"...Senior – A senior labor category has over 10 years of experience and a MA/MS degree. A senior labor category typically works on high‐visibility or mission critical aspects of a given program and performs all functional duties independently. A senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job..."
In reviewing the PWS, specifically sections 3.15.2, 3.15.5 and 3.15.7, the labor category levels and years of experience do not complement each other. For example, Section 3.15.2 states a “senior” level labor category has over ten (10) years of experience and requires a MA/MS degree.
Section 3.15.5 is requiring that many of the labor categories are to be proposed at the senior level, one in particular is the Administrative Assistant. Section 3.15.7 states the Administrative Assistant needs five (5) years of experience which differs from the senior level requirements when reviewing the other two tables. Will the Government please clarify how the Offeror is to use these tables in order to propose the desired skill levels with the appropriate years of experience?
The Government deconflicted the3.15.5 table to make clearer the requisite level of experience.

1.5 Management
Plan
1.5.3 Subcontract
Management
Demonstrate the ability to manage large amounts of subcontractors working many different delivery/task orders. Provide past/current contracts that are considered relevant under the Past Performance factor that would substantiate the experience related to this effort. Specifically identify the number of subcontractors and delivery/task orders managed, the dates of performance, and its role and responsibility on that contract.
Will the Government please clarify whether “contracts considered relevant under the Past Performance factor” includes any contract meeting the relevancy criteria defined in Evaluation Definition.4.0 (p.73), exclusive of Recency, or whether only those citations included in the Past Performance volume may be cited?
Individual Past performance examples must meet both the recency and relevancy criteria to be included.

Section L‐1 PART B
2.0 Volume 2: Past
Performance
The Offeror shall submit no more than five Past Performance Information Forms as the Prime Contractor and two Past performance Information Forms for each Subcontractor.
Please confirm that it is the Governmnet's intent for Offerors to submit up to two (i.e., 0, 1 or 2) Past Performance Information Forms for each subcontractor.
That is correct. The Offeror shall submit two Past Performances for each subcontractor
Solicitation
Section L‐1 PART B
2.0 Volume 2: Past
Performance
In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment L‐1, to the Program Manager who is the Assessing Official. All CPAQs should be received by the Government concurrently with the Offeror’s proposal submission.
Companies who served as a subcontractor on a past performance contract do not receive a CPAR evaluation from the Government, nor a comprehensive evaluation from their Prime. Also, as a subcontractor, often the Government assessing official is not known. Consequently, will the Government consider adding the following sentences to the referenced paragraph? "For companies who served as a subcontractor on a past performance contract, CPAQs are not required. CPAQs are only required for contractors who served as the Prime on a past performance contract."
Subcontractors shall obtain a CPAR or CPAQ from contracts for which they were the prime.
See Section M, Part A, 3.0 regarding a neutral rating when past performance is not available.

Section L‐1 PART B
1.1.1
The Offeror shall provide an Offeror Summary consistent with Table 1, and submit it within this section and as a separate electronic file.
The Offeror shall provide a written explanation if multiple CAGE codes/DUNS for the same physical location are provided in Table 1, Offeror Summary. The written explanation shall detail the distinct roles and responsibilities for entities with different CAGE codes/DUNS at the same physical location for where the work is being performed or from where the work is being directed. The description shall include all changes in the organization as a result of a corporate acquisition, reorganization, merger, or other administrative reason.
Depending on the number of teammates on a proposed team, Table 1, Offeror Summary, could be lengthy. Given that the allotted page count for the Executive Summary is only two pages, will the Government consider allowing the teammates to be identified in an Appendix to the Executive Summary?
If multiple CAGE Codes/DUNS requires additional pages to support teammates and subcontractors then those can be included as an attachment to the ES. The Prime Offeror shall be included within the page limitation. Please reference in the Offeror Summary Table is an attachment has been included.

In addition, the TTS contracts does not appear to be on the authorized contracts list for requiring CMMC certification in its contract. Also, the Federal Government has not made the final ruling with regards to this. The RFP also does not specify what CMMC level it requires for the contract.
Agreed. The Government will remove 252.204‐7021.

"An email shall be submitted to Brad Watson at john.b.watson@navy.mil no later than 12:00 PM PST three (3) days prior to the submission date requesting a “Drop‐Off Request Code.” The “Drop‐Off Request Code” email must specify a point of contact name and email address for the Prime contractor and for each individual Subcontractor. The Prime and Subcontractor(s) will each be provided a unique “Drop‐Off Request Code” which will allow them to submit proposal documents to the Government independently as needed. The Prime and Subcontractor points of contact will receive an email that contains their unique “Drop‐Off Request Code” no less than 2 days prior to the proposal due date. This code authorizes access to submit proposal documents securely via DoD SAFE. Each submission package in DoD Safe is limited to 25 documents totaling 8 GB. If a proposal includes more than either of these limitation, the Offeror shall request an additional Drop‐Off Request Code."
If the company is able to utilize the DOD Safe Drop Off without needing to use the Drop‐Off Request Code is it the Government's preference for us to still request and utilize the email that contains the unique "Drop‐Off Request Code"?
If DoD Safe Access is not required please notify Mr. Watson 3 days prior that you intend to submit your proposal and do not require a Drop‐Off Request Code.
30 5 Section B 5252.211‐9503 "The level of effort estimated to be ordered during the term of this contract is 615,574 man‐hours of direct labor including authorized subcontract labor, if any. The estimated composition of the total man‐hours of direct labor by classification is as follows:"

33 69 Section L Part B 2.0 The primary source of past performance information will be CPARS. If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation.
Can the government clarify if they want CPARs provided with the proposal as an Attachment/Annex or within the body of Volume 1: Technical?
CPARS should be included within the body of Volume 2 not Volume 1 and should not be an Attachment/Annex.
61 &
Section L Part A 2.0 Part B 2.0
A 2.0 "When using Government supplied templates, no modifications to font or scaling required. " B 2.0 "The Offeror shall complete the Past Performance Information Form, Attachment L‐3 in either Microsoft Excel or Word format, for each past performance reference (contract or delivery/task order) performed within five years of the solicitation release date."
Please clarify whether you want the PPI form in the original Excel; format (as eluded to in A2.0) or if copying and pasting into the Volume 2 Word document, which will need to be scaled to fit within the required 1" margins, is allowable (as mentioned in Section B2.0).
The Government would prefer the PPI form be included as a separate excel file
35 11 Section F 5252.211‐9507
"(a) The contract Ordering Period shall commence on [Contract Award date] and shall continue [60 months].
However, the period of performance will be provided at the order level.
(b) If DFAR Clause 252.216‐7006, "Ordering", is incorporated into this contract, then the period in which the Government can issue orders under the contract will be extended at the exercise of an option, and extended to the end of that option period"
What length of period does the government anticipate the Task Orders to be? And will they be structured with option periods. This is critical for assessing B&P investments and employee management, among other considerations.
The Length of each order has varying periods of performance and will vary based on sponsor requirements. Historically, orders have varies from 1 to 5 years. We cannot determine a more definite answer until each order is confirmed.
36 69 Section L, Part B Part B 2.0 "The Offeror shall submit no more than five Past Performance Information Forms as the Prime Contractor and two Past performance Information Forms for each Subcontractor. "
As a prime contractor at the MAC level RFP, is it required to identify specific subcontractors? Or is it acceptable to assemble the subcontractors based on each TO to provide the government the best possible team solutiuon based upon each TO?
Subcontracting teams should be organized now in order to demonstrate the ability to technically deliver all fo the requirements in the PWS.
