The Government has not assigned a page limit for the SB Utilization Strategy and it shall be incorporated into Volume 1.

1.2 states “…the following four categories in the proposal which will be evaluated equally:…”

There is confusion which items are the "four categories?" Please clarify the four categories that are being evaluated equally?

The four categories are subsections of 1.2 and are numbered as follows: 1.2.1, 1.2.2, 1.2.3, 1.2.4.

7 Dynetics 62 L, Part A, 3.0

The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its Volume/paragraph number matches the Proposal Instructions Volume/paragraph number provided in section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs.

The proposal instuctions uses three different numbering systems in Part B Specific Instructions sections after the third level paragraph numbers. For example: Sections 1.1, 1.2, and 1.3 uses traditional paragaph numbering 1.1; 1.1.1; 1.2.1 etc. Section

1.4 uses a); b); c) etc. Section 1.5.2 and 1.6 uses (1); (2); (3) etc after second and third level paragraph numbering.

Would the Government consider replacing the (letters) and (#) levels with traditional third and fourth level numbers to allow offerors to add lower tier subparagraphs for easier matching for a one-to-one comparison?

The Government has updated the numbering schema as requested.

8 CGW Is it expected that work under this solicitation be awarded on a competitive bases?

The Government is expecting Multiple Awards to be made at the Basic Level and orders to be competed amoungst Awardees.

9 CGW Can a prospective bidder bid only portions of the Solicitation?

The solicitation calls for Offerors to be a capable independently or as a bidder team to address all portions of the contract.

If awarded the base contract as part of the MAC, would the team members (subcontractors) be permitted to bid on competitive work?

No, only the prime would be permitted to bid directly on the competitive work. Subcontractors/Team members would included in the prime contractor proposals as subcontractors.

L 2 “The offeror shall submit no more than five Past Performance Information Forms as the Prime Contractor and two Past Performance Information forms for each Subcontractor.”

Section L, Paragraph 2.0, Past Performance indicates that the offeror should submit NO MORE than 2 past performance citations for each subcontractor. The Government's response to Q&A #12 indicates that each offeror MUST submit 2 past performances for each subcontractor. Many niche subcontractors do not have past performance that meets the relevance and/or recency requirements for this solicitation. Can the Government please clarify if 2 past performance citations MUST be submitted for EACH proposed subcontractor?

Subcontractors shall obtain a CPAR or CPAQ from contracts for which they were the prime. Where no past performance is available/applicable please note that in your proposal. Also, see Section M, Part A, 3.0 regarding a neutral rating.

"The technical proposal shall provide details that will demonstrate the offeror’s understanding of the work and capability to perform the tasking described in the Performance Work Statement (PWS) paragraph 3.1 thru paragraph 3.14."

In responding to the Q&A, the Government removed PWS 3.7 (Ground Threat Simulation Systems Integration) from the PWS and renumbered the remaining paragraphs. However, the Government did not update the Section L, paragraph

1.2.1 to reflect the new numbering. Can the Government confirm that this paragraph should read "paragraph 3.1 thru paragraph 3.13."

Yes, with the removal of 3.7 the requirements have been renumbered and the categories have been updated in Section L, Part B, 1.2 to reference 3.1 through 3.13.

The question asks; “Instructions provide guidance for Graphs which differ from Graphics or illustrations such as Organization Chart and process graphs. Can graphics or illustrations be presented in no smaller than a 10 pt font with no grid?” The Government’s response was; “10 pt font is only allowed when a grid is present.”

Given the limited page count, the large volume of information we are being asked to provide, and most Proposal standards, we would like to request that all Tables and Figures can utilize the 10 pt font

Note 1: The SB Subcontracting Plan must be submitted to be eligible for award; however, the acceptability of the SB Subcontracting Plan content will be assessed separately. Therefore, changes to the SB Subcontracting Plan to correct issues may occur after selection of the successful Offeror, during the contract award process, and will not be considered a part of discussions.

NDAA 2013 requires that a SB Plan includes dollar amounts, however, please confirm that as this is an IDIQ MAC and no pricing is required that percentages will be sufficient.

No pricing is required for the SB Subcontracting Plan and Percentages are acceptable.

2: Past Performance

Under the Q&A responses, Item #13 the response to the question was "The Offeror shall submit two Past Performances for each subcontractor"

Please confirm that Past Performance for Subcontractors is optional and that it may be "up to" 2 submittals for each subcontractor.

The primary source of past performance information will be CPARs. If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the receny period specified above, for that contract/order, will be used for evaluation. Issue: Normally, CPARS are between the Contractor being rated and the Government, or Government-to-Government via the Past

Performance Information Retrieval System (PPIRS).

1. Please clarify whether the Government expects the prime offeror to provide CPARS for each contract citation where they are serving as a prime contractor? Are subcontractors also expected to provide CPARS for each contract citation where they are serving as a prime contractor? 2. Subcontractors are often reluctant to provide CPARS to primes they’re teamed with, given the proprietary nature of the data in the CPARS. Will the Government consider allowing subcontractors whose work we’re citing to submit their CPARS directly to the Government, or can the

Government access CPARS from PPIRS based on the information provided in the citation?

1. The Prime should submit past performance (CPARS/CPAQs) for each contract citation where they served as a prime, and submit 2 past performances for each subcontractor. Where no past performance is available/applicable please note that in your proposal. Also, see Section M, Part A, 3.0 regarding a neutral rating.

Subcontracting Plans are due at the time of Proposal submission. Either an Individual or Master Subcontracting Plan is acceptable.

Subcontracting Plan is required at the base contract level in order to demonstrate the abilbity to meet SOW requirements 3.1 through 3.13.

21 Dynetics 8 3.7 Please confirm the requirement for PWS 3.7 Ground Threat Simulation Systems Integration has been removed from the PWS.

PWS paragraph 3.7 has been removed. RFP and QASP have been updated accordingly to match the removal of the Ground Threat Simulation Integration requirement.

For the Cross reference matrix, can we assumed "all sections of the PWS" is in reference primarily to the Requirements 3.1 through 3.13 as noted in the pargraph at the top of page 6 and reflected in the example and CRM Table provided on that same page.

Yes, Sections 3.1 through 3.13 contain the requirements in the PWS and would be used to reference the PWS in connection to the Proposal Section L & M.

23 Amentum Q&As 4/1/2021 Q56 The Key Personnel should be employed by the Prime. Past Performance is required for the Prime and subcontractor as noted in the Solicitation.

Does this requirement apply to the MAC IDIQ/contract level or just the Task Order level?

The Key Personnel noted in the RFP (Program Manager) should be employed by the Prime at the MAC IDIQ/Contract Level and would oversee all Task Order actions awarded to each MAC holder.

Subcontracting teams should be organized now in order to demonstrate the ability to technically deliver all fo the requirements in the PWS. In the TTS Draft PWS Industry Comments & Gov't Responses posted on or about 29 Oct 2020, Question 14 asked about Teaming requirements/restrictions based on TO level versus contract level? The Government response was, "Teaming agreements will only be evaluated based on actual capabilities at the Task/Delivery Order level. "

Does the Government require/expect Teaming Agreements to be submitted with the IDIQ contract level proposal on 29 Apr?

The Government requires proposals submitted in response to the RFP demonstrate the ability to meet the all technical requirements n the Statement of Work. This can be fulfilled by a single contractor or through a teaming arrangement. However, the Government will allow the addition of subcontractors after award.

Should the SB Utilization be a part of the Volume 1 document itself (as an appendix/not counting against page count) or provided as a separate attachment?

The SB ulitization in Section 1.6 should be specific to the TTS solicitation and included in Volume 1. The SB subcontracting plan should be a separate attachment to Volume 1. The Government has not assigned a page limit for the SB Utilization Strategy and it shall be incorporated into Volume 1.

We will have Subcontractors that meet the small business goals. Some may not have extensive Past Performance/Experience. Can the Government confirm that all Subs do not need to provide PP for this submission -- that it is a maximum of two per Sub and no minimum.

Will the Government confirm that providing an overarching compensation plan for this stage will meet the requirements of the solicitation and MAC IDIQ. This compensation plan will be utilized, along with the employee salaries bid to evaluate the Total Compensation Package at the individual Task Order stage.

Correct, this MAC IDIQ submission is intended to be the sole request for a Total Compensation Plan.

31 Saleex L.A.3.0 N/A Total Compensation Plan Do subcontractors need to submit a Total Compensation Plan?

The provision found at FAR 52.222-46 -- Evaluation of Compensation for Professional Employees, if applicable per FAR 22.1103, requires Offerors, as part of their proposals, to submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. This requirement does not distinguish between Prime and Subcontractor “professional employees who will work under the contract,” but states: submit a total compensation plan for the professional employees who will work under the contract.

Although the provision at FAR 52.222-46 is silent with respect to flow down, it should be noted that the Prime Contractors are responsible for the actions of their subcontractors, as well as meeting proposal compliance obligations.

Clarifying language for submitting subcontractors Total Compensation Plans separately has been added in Section L, Part A, 2.0, paragraph 3, sentences 3-7.

32 Jacobs 62 2.0 4/last "The Offeror is encouraged to simplify the color palette used in creating figures; and minimize size of graphics files; and avoid scanned images."

Please confirm that images from pdfs of pages from PWSs, SOWs, and CPARS are acceptable.

PDFs images are acceptable, but need to be as clear as regular text.

33 Jacobs Q&A #5 N/A N/A Q&A #5 reads, "10 pt font is only allowed when a grid is present."

The Offeror respectfully requests to use 8-pt font for graphics, such as organization charts, instead of 12-pt font. Offerors must "provide an overview of their proposed organization, including an organization chart showing interfaces, locations, and lines of communication among the Government, the Prime, and its subcontractors.

Specifically show where the proposed Key Personnel is located in the organizational chart and their lines of reporting and authority." Using a smaller font will enable offerors to present the information more concisely.
