Since this is an IDIQ contract, EVMS will be required for orders exceeding $20M.
50L1.1.1 Offeror SummaryThe Offeror shall provide an Offeror Summary consistent with Table 1, and submit it within this section and as a separate electronic file. The Offeror shall provide a written explanation if multiple CAGE codes/DUNS for the same physical location are provided in Table 1, Offeror Summary. The written explanation shall detail the distinct roles and responsibilities for entities with different CAGE codes/DUNS at the same physical location for where the work is being performed or from where the work is being directed. The description shall include all changes in the organization as a result of a corporate acquisition, reorganization, merger, or other administrative reason.Depending on the number of teammates on a proposed team, Table 1, Offeror Summary, could be lengthy. Given that the allotted page count for the Executive Summary is only two pages, will the Government consider allowing the teammates to be identified in an Appendix to the Executive Summary and exempt the Appendix from page count?The Government will allow information requested in Table 1 to be included in an Appendix to the Executive Summary and exempt from the page count.
52L1.4.1 OrganizationalThe Offeror shall provide an overview of its proposed organization, including an organization chart showing interfaces, locations, and lines of communication among the Government, the Prime, and its subcontractors. Specifically show where the proposed Key Personnel is located in the organizational chart and their lines of reporting and authority. Use Table ES‐1, Offeror Summary, to demonstrate that all future work has been considered.Table 1 in Section 1.1.1 is identical to Table ES‐1 in Section 1.5.1 and included in the solicitation as Appendix L2. 9SOW5.1 MaterialThe Contractor must obtain prior approval from the Contracting Officer’s Representative (COR) for any purchases valued over $3,500. The Contractor shall submit all consent packages to the COR for either approval of material purchasing over $3,500 or initial review of material purchasing over $25,000.00.As the micro-purchase threshold has increased from $3,500 to $10,000 (FAR 2.11 published July 2, 2020), will the Government update the references in Section 5.1 from $3,500 to $10,000?At this point in time, the Government WILL NOT be updating section 5.1 from $3,500 to $10,000.

A-1 to A-2SOWAppendix AThe scope of the instrumentation and EW threat system upgrades shall include: research, development, procurement, sustainment, upgrade, technology insertion, integration, testing, networking, cybersecurity, and Configuration and Data management (CM/DM).Does the government have current and complete baseline technical data packages with Software Source Code and Hardware assembly drawings, detail parts drawings, parts lists and part supplier information for all systems in Appendix A of the SOW? Are these available for use by the selected contractors receiving awards under this solicitation?The government owned data in relation to the systems identified in Appendix A varies. The government intends to provide applicable documentation at the order level.
A-1 to A-2SOWAppendix AThe scope of the instrumentation and EW threat system upgrades shall include: research, development, procurement, sustainment, upgrade, technology insertion, integration, testing, networking, cybersecurity, and Configuration and Data management (CM/DM).Is Government owned system and component test equipment available for use by the selected contractors for the purpose of troubleshooting equipment listed in Appendix A which is operating improperly and for recertifying proper operation after repair or are the selected contractors required to provide their own system and component test equipment.Repair, replacement or redesign shall generally be completed at the Contractor’s facilities. Specific requirements for completion of an effort at Government facilities will be identified at the task order level.
11SOW5.4The Contractor shall perform the above-delineated requirements at a variety of locations and using a variety of Government and Contractor provided facilities as required by the T/DO.After trouble shooting and determination of faulty performance at the appropriate test range, will the faulty systems, subsystems or replaceable units be shipped to the contractors facility for repair/ replacement/ redesign, or is that work to be done at Government facilities?In general repair, replacement etc. shall be completed at the contractors facilities. Any specific requirements for completion of effort onsite will be identified at the task order level.
9SOW5.2The Government will provide threat systems and equipment that will be called out in applicable IPBs applicable to each order. (CDRL A00T)Please provide additional information regarding SOW paragraph 5.2. Does the Government intend to provide a "golden system" and system/ component test equipment for each of the systems in Appendix A or is the selected contractor expected to provide some/ all of the unique items needed for a system integration lab for the items in Appendix A.The government does not intend to provide a golden system for the systems identified in Appendix A. The contractor will be responsible for Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) as identified at the order level.
A-1 to A-2SOWRFP 2.0VOLUME 2: PAST PERFORMANCE (Page 53)“If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation.”Does this mean only the period of the contract used as a Past Performance that was executed within the last 5 years will be evaluated? For example, if a 5 year contract that ended 4 years ago is used as a Past Performance, will only the last year CPAR be considered? Will that one year of CPAR Past Performance be of equal weight as a 5 year contract that was executed all in the last 5 years (i.e. 5 CPAR ratings) assuming the CPAR ratings were all of equal score/rating?All contract performance references will have to have been performed within 5 years of the RFP posting date. Regarding PP references, the Government does not intend to implement a weighting system for references.
A-1 to A-2SOW5.4The Contractor shall perform the above-delineated requirements at a variety of locations and using a variety of Government and Contractor provided facilities as required by the T/DO.With regard to Contractor provided facilities, are there facility capabilities required? Such as warehousing, manufacturing, software development, specific location(s), etc.The contractor facility shall be capable of facilitating completion of requirements identified in the SOW.
