Aircraft Maintenance Helper (Aircraft Equipment Cleaner Worker)
Contractor personnel shall determine the proper cleaning method to minimize the work requirements and still obtain the desired finish and cleanliness. Contractor personnel will remove paint, rust, carbon, grease, dirt, oils, sludge, and coatings, using such methods and equipment as burnishing, steam cleaning, high pressure spraying, ultrasonic cleaners, and chemical tank processing. All cleaning is accomplished without doing structural damage to parts cleaned and obtain the proper smoothness and finish required. Contractor personnel must have the ability to interpret cleaning manuals, technical publications, specifications and instructions concerning the parts to be cleaned and the degree of cleanliness and finish required. This position requires the knowledge of stripping compounds, cleaning solutions, chemical mixtures (including length of application), and the equipment required to perform the cleaning processes; e.g., cleaning tanks, steam cleaning equipment and ultrasonic cleaners. Contractor personnel must be able to make proper adjustment to cleaning equipment for proper temperature and pressure for maximum cleaning efficiency. As part of preservation, Contractor personnel shall paint exposed equipment surfaces as directed to maintain precision manufacturing equipment. Contractor personnel shall determine the appropriate tools, equipment, materials and cleaning agents to utilize in the cleaning process depending on the type metals or surfaces being cleaned. Contractor personnel on occasion will have to add chemicals to the chemical tanks, using all safety precautions required through hazardous chemical training and the MSDS sheets of each chemical. Contractor personnel will comply with the Tool Control Program, and be required to utilize Personal Protective Equipment (PPE) commensurate with assigned tasks. Aircraft Mechanic (Aircraft Mechanic II)
Contractor personnel, based on blueprints job orders engineering specifications and or maintenance instructions, shall disassemble, repair, rework and install various systems and components such as wings, control surfaces, control systems, landing gear, arresting gear, fuel cells, instrumentation, and engines. Contractor personnel shall install hydraulic tubing, actuating cylinders, and cable controls. Contractor personnel shall rig, adjust and perform preflight tests on various flight systems including landing gear, flight controls, instruments, oxygen/ environmental systems and power plants. Contractor personnel shall install complete fuel systems including self-sealing fuel cells.

Aircraft Worker
Contractor personnel, under journeymancontractor oversight, shall assist in disassembly, repair, rework and installation of various systems and components such as wings, control surfaces, control systems, landing gear, arresting gear, fuel cells, instrumentation, and engines. Contractor personnel shall assist with installing hydraulic tubing, actuating cylinders, and cable controls. Contractor personnel shall assist in rigging, adjustment and tests on various flight systems including landing gear, flight controls, instruments, oxygen/ environmental systems and power plants. Contractor personnel shall assist in the installation of fuel system components to include self-sealing fuel cells and assist with the preservation or depreservation of aircraft or aircraft components. As directed, Contractor personnel may be required to take hydraulic or fuel contamination samples, perform corrosion control treatment, including chemical or mechanical removal of corrosion deposits, Form-in Place (FIP) seal removal and a variety of general labor tasks relating to aircraft or aircraft systems maintenance.

Electrical, Maintenance
Contractor Performs a variety of electrical trade functions such as the installation, maintenance, or repair of equipment for the generation, distribution, or utilization of electric energy. Work involves most of the following: Installing or repairing any of a variety of electrical equipment such as generators, transformers, switchboards, controllers, circuit breakers, motors, heating units, conduit systems, or other transmission equipment; working from blueprints, drawings, layouts, or other specifications; locating and diagnosing trouble in the electrical system or equipment; working standard computations relating to load requirements of wiring or electrical equipment; and using a variety of electrician's hand tools and measuring and testing instruments. In general, the work of the maintenance electrician requires rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience. Electronic Technician I
Contractor personnel perform simple or routine tasks following detailed instructions. Performs such tasks as replacing components and wiring circuits; repairing simple electronic equipment; and taking test readings using common instruments such as digital multimeters, signal generators, semiconductor testers, curve tracers, and oscilloscopes.

Receives technical guidance, as required, from journayman contractor or higher level contractor technician. Work is spot-checked by contractor supervisor or worklead for accuracy.

Electronic Technician II
Contractor personnel under contractor journeyman oversight, shall assist in the repair, removal, modification, troubleshoot, test, calibration and installation of electrical systems to insure performance and reliability and correct any electrical system malfunctions disclosed by ground and flight tests. Contractor personnel, under journeyman supervision, shall be able to replace defective wiring and install new wiring for aircraft electrical changes, using overhaul and maintenance manuals, aircraft changes, bulletins, local engineering instructions, blueprints and wiring diagrams and schematics. Contractor personnel, under journeyman supervision, shall be able to overhaul and repair, test and modify aircraft electrical systems and accessories such as motors, dynamotors, inverters, voltage regulators, relays, engine synchronizers, DC generators, AC alternators, AC/DC electrical controls, cockpit air conditioning controls, engine temperature controls, and transistorized control equipment. Contractor personnel, under journeyman supervision, shall be able to disassemble to the extent necessary to repair and the units mentioned above. Contractor personnel shall have knowledge of test equipment such as, oscilloscopes, frequency meters, voltmeters, and watt meter ammeters, and use basic hand and power tools in-accordance with trade requirements.

Electronic Technician III (Aircraft Electrical Mechanic)

Contractor personnel shall remove, repair, modify, test, troubleshoot, calibrate, and install electrical systems, equipment and accessories used in aircraft; make functional checks on electrical systems to ensure performance and reliability and correct malfunctions disclosed by static, ground, and flight tests; and replace defective wiring and install new wiring for aircraft changes, modifications and repairs. Contractor personnel shall overhaul, repair, modify and test aircraft electrical system accessories such as motors, dynamotors, inverters, voltage regulators, relays, cutouts, engine synchronizers, electric motor driven air compressors and activators, DC generators, AC alternators, DC/AC electrical controls, cockpit air conditioning controls, engine temperature controls, and transistorized control equipment, etc. Contractor personnel shall install, troubleshoot, calibrate, and test complex electrical systems and devices on military aircraft to ensure precise performance and reliability of all electrical systems. Contractor personnel shall set up test positions using test equipment such as oscilloscopes, audio signal generators, frequency meters, voltmeters, watt meters and ammeters. Contractor personnel shall test the various units for compliance with the proper tolerances prescribed for transient time, noise amplitude, and frequencies; adjust resonant circuits, compute alternative current loads; and make all necessary adjustments to bring the units up to prescribed operational standards. As a condition of employment, Contractor personnel will be required to pass a FRCSW administered certification skills examination. Contractor personnel will rack parts for electroplating operation; remove wax from aircraft parts and fixtures; store racks; and perform baking operations.

Aircraft Rubber Equipment Repairer (Fuel Cell Mechanic)
Contractor personnel shall perform repair(s) on aircraft components such as fuel cell, propeller blade, life raft, seat pan and other rubber or rubberized equipment parts. Contractor personnel shall set up and operate all types of conventional machinery and related equipment in the rubber shop; disassemble, modify, repair, and reassemble complex aircraft components; and perform work based on work orders, blueprints, and specifications, and plan and lay out the work. Contractor personnel shall examine, install and repair all type of propeller de-icers, and manufacturer parts from rubber, cork, and other assorted gasket materials. Contractor personnel shall utilize basic hand tools, drawing equipment and power tools, such as pneumatic power drills, buffers, belt sanders, band saws and high speed grinders, and operate devices such as exhaust blowers and breathing apparatus. Contractor personnel shall use ovens, other heat controlling devices, and vacuum pumps. Contractor personnel will work with hazardous chemicals such as decon, epon, epoxy cements, resins, and accelerators, and manufacture close tolerance templates, gaskets, and seals.

LM2500 Mechanic (Aircraft Engine Mechanic)
Contractor personnel shall disassemble multiple type aircraft engines, engine assemblies and accessories, and remove tubing, fuel controls, pumps etc. as required. Contractor personnel shall break down major assemblies in proper sequence and inspect for visual defects; determine if parts are functional and reusable; examine, evaluate, recondition and assemble subassemblies. Contractor personnel shall maintain, repair and/or test different types of engines in aircraft test cells or maintenance shops. Contractor personnel shall be able to analyze problems such as fuel fluctuation, compressor instability or excessive vibration and take remedial action, disassembling to the extent necessary to make needed corrections. Contractor personnel must have knowledge of preservation and de-preservation techniques used and required in shipping and or long term storage of aircraft gas turbine engines.

Contractor personnel shall have thorough knowledge of the installation, operation, and repair of gas turbine aircraft engines and accessory systems, and have a thorough knowledge of engine repair practices. Contractor personnel must be skilled in the use of measurement and test instruments such as vibration analyzer, pyrometer, and various test benches. Contractor personnel must be skilled in the interpretation and use of technical orders, specifications, manufacturers’ catalogs, maintenance bulletins, conversion tables, graphs, blueprints and various technical manuals. Contractor personnel will observe instrument readings, make tentative diagnosis, and disassemble the engine or accessory system to locate the defect, and determine the cause and extent of repair work required.

Aircraft Machinist (Machinist) Contractor personnel shall set up and operate all types of conventional machines, computer numerically controlled (CNC) machines and related equipment in the manufacture, rework, and repair of aircraft parts and components. Contractor personnel shall set up and perform machining operations on conventional and CNC machine tools such as grinders, milling machines, lathes, and drills. Contractor personnel shall set up and operate 2, 3, 4, and 5 axis machining centers, electrical discharge machines, electron beam welders, electrolytic chemical grinders, and CNC grinders. Contractor personnel shall use a variety of machine tool attachments or related equipment to perform precision machine work; maintain accuracy in accordance with requirements of blueprints, drawings, sketches, work documents, aircraft technical documents, manuals, bulletins, and directives; produce assigned work in accordance with established standards; and perform all work in compliance with all safety rules and regulations in the production shop environment.

Aircraft Painter
Contractor personnel shall assemble staging, scaffolds and work stands necessary to perform the full function of the paint shop. Contractor personnel shall prepare aircraft, engines, support equipment, and components for finish using various chemicals, detergents, and solvents in conjunction with high pressure steam and water. Contractor personnel shall apply chemical conversion coating to bare substrate, sand and featheredge existing coatings using various grits of abrasives. Contractor personnel shall apply protective and decorative coating and paint finishes to aircraft, engines, ground support equipment and components; and paint insignias, lettering and designs on aircraft and components. Contractor personnel shall apply decals transfer and stencils to identify and decorate aircraft, engines, ground support equipment and components; perform high finish and critical tolerance painting on aircraft, engines, ground support equipment and components; apply sophisticated coating materials such as, but not limited to, waterbornes, elastomeric, and low volatile organic compounds materials to aircraft, engines, ground support equipment, and components; apply radiation-reflecting coatings to cockpit and canopy enclosures; mix primers sealers and topcoat material to required viscosity for individual job or entire paint shop; treat corrosion; and perform wet and dry tape tests. Contractor personnel shall have skills in the use of measuring devices and gauges used to determine thickness, viscosity, surface smoothness and gloss of the applied coatings. Contractor personnel shall prepare the substrate for coating using a variety of pretreatment methods using chemicals, detergents and solvents in conjunction with high-pressure steam and water. Contractor personnel shall perform sanding and featheredging to existing coatings and shall select proper grit abrasives necessary to ensure adequate substrate smoothness prior to the finish application. Contractor personnel shall mask and protect surfaces not to be finished by the use of masking tape, discs, fixtures, plugs and/or covers. Contractor personnel shall use and maintain conventional, electrostatic, and high volume low pressure (HVLP) paint equipment and shall use a variety of materials such as lacquers, enamels, sealers, urethanes, waterbornes, epoxies, elastomerics, and ceramic coatings. Contractor personnel shall manufacture and maintain stencils, patterns, layouts and apply national and foreign insignias, special markings and designs required by military specifications and individual activities. Aircraft Pneudraulic Mechanic
Contractor personnel shall disassemble, examine, repair, modify, overhaul, calibrate, test, and troubleshoot fuel control systems and components; carburetors; fuel, oil, and hydraulic pumps; anti-icing valves; and fuel heaters. Contractor personnel shall have knowledge of the specific systems’ operation and function in order to adapt the unit under test/calibration to the test stand by assembling segments of circuitry composed of connectors, fittings, adapters, valves, gauges, and electrical power. Knowledge of the operation of the complete engine system is required in order to define and analyze problems that affect the engine test function. Contractor personnel shall be knowledgeable in engine operating parameters, as simulated on the test bench, and how accessories are calibrated to provide for the proper fuel, air or oil metering in accordance with a predetermined flow schedule, which varies as a function of the pilot’s throttle lever position, engine burner pressure, compressor inlet pressure and temperature engine revolutions per minute (RPM) and altitude. Contractor personnel shall have knowledge of test stands and test equipment in order to perform specific periodic inspections to insure safe and proper usage, accuracy of instrumentation, and good housekeeping. Contractor personnel shall perform troubleshooting operations and shall solve individual problems by using methods, practices, and procedures as result of experience.

Contractor personnel shall be able to use precision measuring devices; optical instruments, microscopes, vernier height and depth gauges, air gauging equipment, profilometers, micrometers, and dial indicators and shall be able to read, record, and calculate tolerances of .0001 inch and surface finishes of one Root Mean System (RMS). Contractor personnel shall be able to use pressure and differential pressure indicators, fuel flow meters, RPM indicators, temperature indicators, volt meters, ampmeters, and water or mercury manometers.

Sandblaster (Aircraft Worker)
Contractor personnel shall remove paint, scale, rust, corrosion and other surface imperfections from iron, steel, aluminum and other metals and non-metal surfaces. Contractor personnel shall examine and evaluate surfaces to identify the composition of metal and determine the proper method of treating and types of material to be used. Contractor personnel shall be proficient in adjusting sandblasting machines. Contractor personnel shall be able to follow oral and written instructions, read and interpret blue prints and all technical data determining extent of cleaning required and various techniques used to arrive at the finished product.

Sheetmetal Mechanic (Aircraft Mechanic II)
Contractor personnel shall perform a full range of aircraft sheet metal duties including, but not limited to, disassemble, modify, repair, and reassemble complex aircraft metal items and systems, e.g., bulkheads, airframes, spars, air scoops, wings, flaps, pylons, sponsons, fuselages, skins, ribs, gussets and fuel tanks. These items and systems have combined straight and curved edges and irregular curves and planes. Contractor personnel shall analyze and evaluate structural damage to metal systems and items; develop patterns using a combination of parallel and radial line development; fabricate, install, and repair a variety of items and systems made from a wide variety of metals, e.g., stainless steel, copper sheet, magnesium, honeycomb, alloys, aluminum; replace sections and patch old systems; cut, bend, shape, and form metals for items that have numerous irregular angles, planes, and curves with varying pitch and circumference; use a variety of assembly joints, complex fastening systems, riveted or welded joints, drill or punch holes; and assemble or repair items by seaming, soldering, bolting, screwing, riveting, tacking, and spot welding. Assembly methods shall meet appearance and strength standards, as well as critical tolerances. As a condition of employment Contractor personnel will be required to pass a FRCSW administered certification skills examination.

Contractor personnel shall use precision measuring instruments such as calipers, protractors, snap ring, height, depth, dial and screw pitch gauges, squares, rulers, trammel points, and sine bars. Contractor personnel will also be required to use oxyacetylene cutting torches and electric arc welding machines.

Sheetmetal Worker (Aircraft Worker)
Contractor personnel, under journeyman supervision, shall assist in the repair, manufacture, and modification of aircraft, components, and/or assemblies for assigned models of aircraft as well as incorporate technical directives. Contractor personnel shall: form sheet metal using basic hand and power tools; setup and operate power saws; shears, rollers, and brakes; assemble parts by bolting and riveting; use measuring and marking equipment; use basic hand tools such as drills, snips, squares, mallets, hammers, wrenches, files, countersinks, and deburring tools; use pneumatic drills, rivets, shavers, impact wrenches, and other pneumatic and electrically powered tools. Contractor personnel performing pattern and layout assignments must adhere to tolerances of plus or minus .030.

Aircraft Composite Fabricator Mechanic (Aircraft Mechanic II)
These items and systems have combined straight and curved edges and irregular curves and planes. Contractor personnel shall fabricate composite materials to form composite skin panels or repair composite parts. Contractor personnel shall be able to interpret/read engineering instructions, blueprints, drawings, technical manuals, etc. and shall have the ability to layout work and coordinate related work processes. Contractor personnel shall develop and fabricate individual ply flat patterns and accurately position and orient each lamina within the laminate; use these flat patterns to cut individual plies from a variety of unidirectional advanced composite prep; and cure layup panels utilizing ovens, autoclaves, localized heat blankets, vacuum bags and restraining fixtures under various controlled temperature and pressure cycles. Contractor personnel shall develop and coordinate repair mylars for each replacement ply of a laminate to be repaired.

Contractor personnel shall operate production shop equipment such as band saw, drill press, high speed router, sander, heat cure oven, electronic temperature controller, autoclave, automated honeycomb core carver, specimen cutting machine, ultrasonic measuring equipment, and vacuum system, as well as various types of gauges and meters. Contractor personnel shall have thorough knowledge of bonding and high pressure laminating techniques to repair, and/or fabricate aircraft structures comprised of composite materials. Contractor personnel shall have thorough knowledge of mixing adhesives and applying proper adhesives to maintain proper thickness.

Contractor personnel shall have knowledge of and shall be familiar with processes in carbon, boron, aramid (Kevlar), glass, fiber, aluminum, titanium, steel, and metallic honeycomb. Contractor personnel shall be experienced in structural adhesive bonding (metal to metal) and composite structural repair in accordance with SAE AIR4938. Contractor personnel shall verify this experience and make available documentation of experience upon request of the COR. Welder (Welder Combination Maintenance)
Contractor personnel will perform basic skills involved in the field of metal spraying processes including plasma, thermo, wire and various fusing processes to build up or coat metal assemblies, parts and components. Formal classroom training and testing will be required.

Contractor personnel shall have the ability to operate tools such as grinders and sanders. Must be able to read and interpret blueprints, work orders, technical data and simple drawings. Contractor personnel must be able to handle bulky heated parts; assemblies weighing up to forty (40) pounds; and being subjected to extreme noise. Contractor personnel work indoors with high temperature flames and may be exposed to dust, dirt and unpleasant odors. Contractor personnel must wear special protective clothing such as welding hood, gloves, earplugs and smock.

Aircraft Mechanic Helper
The Aircraft Mechanic Helper assists higher graded workers and mechanics with the simple routine repair and maintenance tasks. Contractor personnel shall remove and disassemble aircraft components of a routine nature under the guidance of a higher graded employee. Contractor personnel shall repair and replace aircraft components following detailed instructions or established written procedures. Contractor personnel shall clean and visually inspect aircraft components/parts and inspect components for damage as directed. Contractor personnel shall use basic knowledge of the trade to obtain the required tools, equipment and materials to accomplish the job. Contractor personnel shall ensure work area is maintained in a clean and safe manner. Contractor personnel shall sweep and cleanup work area daily. Contractor personnel shall assist higher graded employees in troubleshooting tasks of the aircraft mechanic trade by carefully following oral or written instructions and detailed written procedures. Contractor personnel shall comply with regulations and procedures such as, Hazardous Material (HAZMAT), Foreign Object Damage (FOD), and Tool Control.

Aircraft System Ordnance Mechanic (Aircraft Mechanic II)

Contractor personnel will be required to service or inspect egress systems, ejection seat pan assembly, ejection seats or explosive system devices. Contractor personnel will render safe egress/explosive system devices which have been involved in mishaps and dispose of according to instructions. Aircraft Launch and Arresting Gear Mechanic (Aircraft Mechanic II) Arresting Gear – sheaves banks, cross heads, MEC accumulators, and CRO valves and drive system, anchor dampers, sheave dampers, fairlead system, wire support system, barricade system and retractable sheave assemblies. Installs service changes, tests hydraulic cylinders, heat exchangers; repairs various valves and automatic controls and safety devices such as meters, safety valves, and automatic alarms. Performs and assists with onsite machining of parts using portable lathes or boring mills, and milling machines. Connects machinery and steam fuel lines, hydraulic systems, cooling and lubricating lines.

Assists with jobs normally assigned to trades in ALRE program, such as pipefitting, rigging, sheet metal and electrician.

The contractor personnel must have the ability to work from shop sketches, work documents, diagrams, specifications, service change bulletins, NAVAIR publications, written and oral instructions, engineering instructions and blueprints; use drafting instruments and other measuring devices to lay out templates for a variety of parts. In most cases, the finished product must meet plus or minus .001 inch. The contractor personnel must have broad trade knowledge of mechanical principles, standard shop methods and general shop mathematics as it pertains to complex machinery of various types; and have the ability to improvise jigs, fixtures, forms, and dies in order to manufacture, rework or alter metal parts and subassemblies.

The contractor personnel must also have the ability to set up, adjust and operate various types of machine tools, powered tools, and equipment; the capability of laying out machine operations from blueprints and sketches; ability to apply handbooks formulas in computing precise dimensions; capability to use precision measuring instruments such as torque wrenches, calipers, depth micrometers, gage blocks, height blocks, squares and straight edges.

Precision Measurement Equipment Calibrator (Instrument Mechanic) Analyzing circuits and preparing or interpreting detailed programs and schematics to effectively calibrate and certify a variety of complex electronic precision measurement equipment, instruments, and standards; applying tolerance accuracy ratio calculations to determine suitability of calibration; and evaluating the results of uncertainty analysis and calculations, fully documenting the uncertainty parameters in accordance with national or international standards.

Setting up system tests and various types of test equipment such as frequency meters, RF power meters, time frequency work stations, oscillators, voltmeters, electronic counters, oscilloscopes, attenuators, and other physical-mechanical and electronic tests.

In addition, the contractor personnel will use various precision measurement instruments and standards such as spectrum analyzers, network analyzers, pulse generators, frequency counters, voltmeters, and oscilloscopes, deadweight tester, mercury manometers, optical fixtures, proving rings, and laminar flow meters.

The contractor personnel must have the ability to apply a comprehensive knowledge of: electrical, mechanical, pneumatic, and /or hydraulic principles; operating electronic principles related to equipment which is: integrated with other devices and complicated by a variety of multi-component assemblies and devices with intricate functional relationships. In addition, calibrators apply knowledge and skills to: determine appropriate measurement tolerances; converts measurements between systems of units such as SI to English; use scientific notation for very large or small quantities lyse statistics to calculate measurement uncertainty; and use logarithmic decibel rations to compare two measurements with a reference quantity.

Logs and Records Clerk (General Clerk III)
Contractor personnel shall have at least two years of documented experience in Aerospace and/or Aircraft log and records procedures and processes. The Contractor shall provide verification to the COR of this experience during the first 30 days of performance and/or upon hiring. Contractor personnel shall review all incoming Ready for Issue (RFI) engine logbooks and included documentation for accuracy and completeness and maintain these logs throughout the depot custody of the engine. Contractor personnel shall review, screen, and transcribe into the logbook from completed work documents, the actual work performed on the engines in accordance with the CNAFINST 4790.2B. Contractor personnel shall screen for accuracy all Scheduled Removal Component (SRC) Cards, Module Service Record (MSR) Cards, Equipment Historical Record (EHR) Cards and Assembly Service Record (ASR) Cards to ensure all information is compatible with the latest technical publications and is in the format required by the CNAFINST 4790.2B. Contractor personnel shall, through analysis of completed work documents, ensure that all work directed, has been accomplished and certified in all respects and that applicable changes and bulletins have been incorporated and are in compliance with the most current technical publications. Contractor personnel shall review all Technical Directive bulletins and change configuration sheets from the shop processing documents reflecting those technical directives accomplished during the processing of the engine/accessories, for inclusion in the logbooks. Contractor personnel shall furnish a completed F404/F1D2 Engine/Module Log Record Data Sheet and F404/F1D2 Engine Parts Life Tracking Sheet with every F404/F1D2 Engine/Module for the purpose of Parts Life Tracking System/Comprehensive Engine Management System (PLTS/CEMS) entry by the Engine Production Data Technician.

Contractor personnel shall have the knowledge to interpret technical directives, engineering pertaining to inspections, modifications, maintenance and rework of engines. Additionally, Contractor personnel must have a thorough knowledge of the CNAFINST 4790.2B and make logbook entries consistent with the guidelines of the CNAFINST 4790.2B. Contractor personnel shall have the knowledge of production control functions, reporting procedures and have a thorough knowledge of the routing system that moves components and engines through the rework process. Contractor personnel shall input and extract technical directive information and SRC Cards, ASR Cards, MSR Cards tracking information for engines and components from various computer systems and programs. Contractor personnel shall be required, on occasion, to use their judgment (within established parameters specified within CNAFINST 4790.2B) to interpret the specific entry required for the logbook. Contractor personnel must be aware of the importance of correctly transcribing information into the engine logbooks, which may ultimately affect the airworthiness of an aircraft. Omissions and inaccuracies may create dangerous or questionable conditions necessitating expenditure of numerous man-hours to correct or prove entries, or if not corrected or proven could mean the loss of life and aircraft. Contractor personnel must be a qualified typist and have the ability to operate commonly used computer terminals.

Material Coordinator (Production Controller)
Contractor personnel shall be able to use computer systems to ensure all repair parts are accurately ordered, received and issued. In addition for supplies they provide warehousing, inventory management and transportation skills. Duties include ordering, receiving and issuing parts, general supplies; current operating computer systems (i.e., CONOPS, MTO) to account for all governments supplies and inventory records for all parts in warehouses and storerooms. Considerable knowledge of material processes and Kitting procedures coupled with assembly operations utilized in production shops. Also must have knowledge of the interdependency of each FRCSW building and the workload it supports. Be proficient and have knowledge in explaining the various production reports and associated criteria. Be able to obtain forklift license. Contractor receives instructions on priorities. Contractor should seek guidance from higher level production controller or supervisor involving deviation from process or unusual situations. Contractor will be pushing pick lists via CONOPs for ordering material. Contractor will also be required to make the necessary moves of sub-routes and close lines in CONOPs. Contractor is provided with detailed written and oral instructions for all assigned tasks. will use BOE to pull up Shortage Reports and Dispatch Reports for their respective shops. Material Expeditor (Production Control)
Contractor personnel provide on-site support to aircraft T/M/S Production Controllers assisting in the performance of their tasks. This involves inventory, packaging and handling of aviation depot level repairables (AVDLR); the movement of materials from one location to another, and general housekeeping. The use of forklifts, hoists and come-alongs could be required. Monitors progress of aircraft/ components through the Integrated Maintenance Concept (IMC) process and ensures availability of support and repair materials. Tracks back-shop progress at specified intervals. Work is performed in a heavily industrial environment. Utilize certain computer databases for limited use, or as required (i.e., CONOPS, MTO). Contractor is assigned to assist a higher level Production Controller (Aircraft), to perform tasks and input using management information systems for data collection; material inventory and collection, obtaining technical data for identification of support equipment and tooling for assigned tasks, inquiring as to causes of production delays and searching for lost parts. Contractor is provided with detailed written and oral instructions for all assigned tasks. All supporting data such as process instructions, forms and other data, as necessary, are provided by the senior Production Controller. Guidelines provided to the contractor are strictly adhered to. Any changes must be approved by the Supervisor or higher level Production Controller.

Program Manager
The Program Manager shall serve as the on-site general manager for the Contractor and is considered Key Personnel. The Program Manager shall be an employee of the prime Contractor. The Program Manager shall have demonstrated knowledge and working experience in military aircraft maintenance organizations governed under CNAFINST 4790.2(series). The Program Manager shall be experienced in all aspects of safety, documentation, HAZMAT, training/licenses/certifications, scheduling, production control and management. The Program Manager shall perform all management actions associated with his/her employees to include investigations and reports arising from any quality defect notices issued against Contractor employees. The Program Manager shall be well experienced in supervising, hiring, firing, training, planning, scheduling, controlling projects and managing personnel. His/her experience must include a functional knowledge of industrial operations and processes inherent to aircraft and component overhaul, repair and/or manufacturing at a depot maintenance level. Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management. The Quality Assurance Program monitor is considered Key Personnel and shall be an employee of the prime Contractor, The duties of this position are to perform, administer, and advise on work concerned with assuring quality of services as detailed in the Statement of Work. The work of this position involves: the development of plans and programs for achieving and maintaining product quality; monitoring operations to prevent the production of defects and to verify adherence to quality plans and requirements; and analysis and investigation of adverse quality trends or conditions and initiation of corrective action. The duties of this position requires analytical ability combined with knowledge and application of assurance principles and techniques, and knowledge of pertinent product characteristics and the associated manufacturing processes and techniques.

The Supervisor is considered Key Personnel and shall be an employee of the prime Contractor. The Supervisor shall perform all local management actions associated with his/her employees. Manages the service, repair, and overall maintenance of aircraft and aircraft engines to verify aircrafts are safe for flight. Acts as advisor to aircraft maintenance team regarding projects, tasks, and operations. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. Work Lead
A Work Leader shall assume several administrative and technical duties and responsibilities. Work Leads are required in the following areas: Sheet Metal, Electrical, Machinist, Aircraft Mechanic, Electronic Components, and Aircraft Engines. Work Leads shall maintain technical competence in their specialty by performing technical tasks in assigned shops. In addition they will certify assigned personnel in Individual Qualification Records (IQR) task certifications. Work Leads’ administrative tasks are in addition to the regularly scheduled maintenance tasks required to be completed. The administrative tasks include, but are not limited to: Daily Time and Attendance (TAA) verification (to be completed at the beginning of each shift); notification to FRCSW supervisors of personnel not in attendance (for maintenance planning purposes); correction of all assigned daily labor reports (to be completed NLT 0900 each day); TAA verification sheet turned in for payroll (NLT 0700 Mondays); training and monitoring new employees on MRP II requirements as well as labor transaction procedures concerning TAA; shall have access to training records quarterly and as needed to check on assigned artisan Individual Qualification Record (IQR); and attend any required work lead meeting.

Experience with office/administrative functions in the Industrial Maintenance and/or military aviation maintenance communities is considered beneficial. The administrative assistant’s responsibilities include screening telephone calls, assisting with planning new employee coordination meetings, compiling materials, maintaining employee database records, prioritizing and batching material for data entry, completing information analysis for procedures and reports. Strong computer skills are required, as well as, sensitivity to confidential matters. Contractor personnel shall have knowledge of aviation technical material and the ability to train and supervise others and be capable of data entry. Contractor personnel shall be proficient in basic word processing, spreadsheet and database programs. The administrative assistant will assist Project Manager and Supervisor with internal administrative functions, such as verification of employee payroll and data entry, processing training management requirements and verifying security access for employees. Contractor personnel shall have customer service background and possess good communication skills.
