STATEMENT OF WORK
1.0 SCOPE
1.1 This Statement of Work (SOW) establishes the requirement for aircraft Depot Level Maintenance (DLM) services on aircraft, aircraft engines and associated components/material, involving the rework of existing aviation end items, systems, and components and manufacture of items and component parts otherwise not available. This is to include modernization, conversion, in-service repair, assembly, disassembly, and all other categories of aircraft maintenance and associated business program support for Fleet Readiness Center Southwest (FRCSW) San Diego, currently including, but not limited to, the following remote sites in the Western Pacific Region:

2.0 APPLICABLE DOCUMENTS
2.1 The Contractor shall comply with the following list of applicable documents and any other documents, instructions, notices, and procedures as applicable during the performance of this contract. These applicable documents may be revised during performance of the contract. 3.0 GENERAL REQUIREMENTS: Sections 3.1 thru 3.6 (apply to CLINS 0X01-0X05 for Direct Labor)
3.1 The Contractor shall perform DLM on types of aircraft, which include, but are not limited to the following AV-8, C-130, C-2, E-2, EA-6B, F/A-18, H-1, H-53, H-60, MQ-8, P-3, P-8, F-35 and V-22; emerging new aircraft workload, and associated systems, equipment and components, such as LM2500, T34, T44, T45, T700 and Voyage Repair Team (VRT) services which cover the repair, maintenance, and overhaul of shipboard aircraft launch and recovery equipment. Services shall be performed by skilled/qualified artisans, hereinafter called the Contractor. DLM services shall be provided at the FRCSW San Diego including remote sites listed in paragraph 1.0. The Contractor shall travel to provide DLM services for deployed aircraft to Fleet squadrons within the United States, as required in the work order(s). In addition, the Contractor shall provide intermediate and DLM support for aircraft deployed away from FRCSW sites but within the United States, as required by the customer.
3.1.1 The Contractor shall comply with NAVAIRINST 3710.1G (or its current series) in the development of and use of specific Ground Operating Procedures (GOPs) for the efforts performed under the scope of this contract. The Contractor is responsible for writing, implementing and enforcing their own procedures, and for identifying and correcting discrepancies in the GOPs. The Contractors GOPs must be in accordance with all guidance identified or referenced by this SOW. When a publication provided by the Government is subsequently revised, supplemented, replaced or rescinded, the Contractor shall comply with all subsequent revisions, supplements and replacements. The Contractor shall submit the Contractor GOPs to the Government Ground Flight Representative (GGFR) for approval during the first thirty days of the mobilization period of 7.1 The Contractor will review and revise the Contractor GOP annually in Accordance with CDRL A0011.
3.1.2 DLM Work Task Guidance: The Contractor shall comply with all NAVAIR Publications, Local Engineering Specifications (LES), Technical Data, and Engineering Changes/ Modifications denoted on each of the work order tasking documents and as provided within the work packages (see Attachment 1). Current work instructions will be provided by the Government with each work order. The Contractor artisan shall remain current and compliant with all aviation maintenance procedures.
3.1.3 Contractor Work Task Determination: The specific work tasks requiring Contractor support will be determined by the FRCSW Production Manager. FRCSW personnel will issue work orders/documents for the needed repairs. The work order document defines procedures and processes required for specific repairs. Contractor personnel shall participate in work planning meetings. The work order documents will be given to the site Contractor Work Leaders for personnel assignment. The Contractor shall supervise and exercise control and direction over his/her employees. All work shall be performed, as directed, on authorized work orders and must comply with FRCSW Instructions and Standard Operating Procedures as referenced on the work orders. The Contractor shall advise the COR if additional technical or engineering data is necessary in order to perform the work.
3.1.4 Service Guidance:
3.1.4.1 The Contractor shall comply with the guidance of referenced SECNAV, OPNAV, NAVAIR, CNAF, and FRCSW instructions including the following Special Emphasis programs in the accomplishment of DLM tasks. These programs should also be used in the development of Contractor GOP and incorporated as required by NAVAIRINST 3710.1G:

3.1.5 FRCSW Tool Control Program: The contractor shall be subject to U.S. Navy and FRCSW Tool Control Program requirements. Requirements for identification, shadowing and inventory shall be in accordance with COMNAVAIRFORINST 4790.2 (series) and FRCSWINST 10290.1 (current revision series) Tool Control Program (TCP). Tool Control requirements will be monitored by the Contractor’s Quality Assurance Program Monitor and FRCSW Quality Assurance Representative.
3.1.5.1 The contractor shall provide an inventory listing of all contractor tools and tool container(s) to FRCSW, Central Tool Control and FRCSW QA at commencement of contract and update the list each time a new tool box is added to the inventory or when a tool box is removed. Results will be reported to Central Tool Control and QA in accordance with FRCSWINST 10290.1.
3.1.5.2 The contractor shall provide their employees with common tools required for each trade. The contractor shall ensure all tools supplied by the contractor are inventoried and legibly marked prior to entry or use in FRCSW workspaces. Contractor shall have adequate safeguards in place to ensure all tools are accounted for and documented on a daily basis. Marking on tools shall provide traceability to the owner/custodian of the tools in accordance with FRCSW Tool Control Instruction FRCSWINST 10290.1.
3.1.5.3 The contractor shall insure that employees are provided Tool Control Logbooks in accordance with FRCSWINST 10290.1 for use by its employees for documenting all inventory actions. Upon completion of the contract, the contractor shall turn over all logbooks to the TCP Manager. Logbooks are subject to and shall be made available for review by FRCSW QA or TCP managers upon request.
3.1.5.4 The contractor shall inventory tool container(s) IAW section 2.3.2 and report results to FRCSW QA, when requested. The contractor shall ensure that any tool not accounted for is immediately reported to the FRCSW supervisor of the shop where the loss was identified. Contractor lost tool incidents shall be handled according to the procedures outlined in FRCSWINST 10290.1. FRCSW will not replace any lost/missing tool. All lost tools shall be reported to the COR. This information shall be provided to the COR in accordance with the assigned CDRL.
3.2 SPECIFIC PROCESS REQUIREMENTS:
3.2.1 The Contractor shall perform DLM functions, alongside Government civilian and military personnel, that consist of the rework of existing aviation end items, systems, and components, which include maintenance and modification functions; manufacture of items and component parts otherwise not available; in-service repair, disassembly and all other categories of aircraft DLM. FRCSW Production Manager(s) determines the workload and required labor categories necessary to complete that workload. Initially, in coordination with the COR, the FRCSW Production Manager(s) will determine which IPT’s and specific shops require contractor support in an effort to satisfy the completion of planned workload for each specific shop. Once established, the number of personnel assigned to an IPT and specific shops will change infrequently.
3.2.2 Maintenance Repair and Overhaul: Maintenance functions include those functions required to maintain or restore the inherent designed service levels of performance, reliability, and material condition. They span complete rebuild through reclamation, refurbishment, overhaul, repair, replacement, adjustment, servicing, and replacement of system consumables. The contractor shall perform maintenance as detailed in the latest revision of technical publications, technical directives, local specifications and the Planned Maintenance Interval (PMI) specifications for each aircraft type model series (TMS). The applicable technical directives and local specifications for each TMS are detailed in Attachment 1.
3.2.2.1 Maintenance Repair and Overhaul of aircraft includes the induction phase, paint removal, disassembly and evaluation of aircraft condition, structural modification phase, assembly, functional test phase, flight line test phase, final paint and log sell, assigned contractor personnel shall perform these maintenance and repair functions as required in the aircraft work orders.
3.2.2.2 Induction Phase: The contractor shall ensure that the initial aircraft level functional testing is performed to determine incoming discrepancies, defueling the aircraft, removing any ordnance, and preservation of the aircraft, engines and guns as needed.
3.2.2.3 Paint removal Phase: The contractor shall mask off unaffected areas prior to paint removal. The contractor shall then remove the paint by using the methods specified in the LES and Local Process Specification (LPS).
3.2.2.4 Disassembly Phase: The disassembly phase includes removal of major components that are evaluated and repaired in other areas of the facility. The contractor shall remove these components as identified within the aircraft’s work order(s). Wings, engines, landing gear, tires, and doors shall be removed and shall be sent to the cognizant shops for repair, processing and modification by component artisans.
3.2.2.4.1 Contractor Machinists shall perform mandatory inspections in accordance with applicable publications and instructions referenced in Section 2.6 of Attachment 1 that include measurement and documentation of structural fastener hole edge distance and hole quality. The contractor shall report noted discrepancies to FRCSW engineering.
3.2.2.5 Metal/Composite Modification Phase: The contractor shall repair/upgrade/modify the aircraft structure. Aircraft may go through multiple phases of structural modifications and repairs depending on work content and level of repair. Machinist and sheet metal mechanics shall perform metal and composite repairs to the aircraft. Formers, stringers, etc. are removed and replaced. Fastener holes shall be cleaned-bushed, and corrosion shall be removed. Cracks shall be repaired. Airframe changes shall be installed to incorporate new material like doors, shelves, formers. Metal and Composite skins shall be repaired to meet specifications.
3.2.2.6 Assembly preparation phase: The contractor shall ensure that components and other materials shall be rerouted and staged at the aircraft prior to assembly. Production controllers shall assemble kits of material provided by the supply system. Production control shall ensure that components, manufactured material and reworked components are returned to the aircraft for assembly. Major components like landing gear, critical structural doors and wings shall be installed to facilitate movement of aircraft.
3.2.2.6.1 Aircraft may need partial painting of the intakes before further assembly. The Contractor shall perform surface preparation using metal flame spray and painting before the aircraft is returned to the hangar for assembly.
3.2.2.7 Contractor personnel shall comply with all FRCSW requirements during cleaning, paint removal, priming, and painting to prevent injury to personnel and damage to Government equipment. Contractor personnel shall use grounding, as required, use correct materials, protect open lines and ports, wear protective clothing, and work in an approved area with authorized Government furnished equipment.
3.2.2.8 Aircraft final assembly Phase: This phase is performed by a wide variety of mechanics and electricians under the guidance of crew leaders and supervisors. Contractor personnel shall install doors, components, major aircraft structures, avionics, cockpit instrumentation, hydraulic and flight control components, engines, etc. Preliminary functional testing shall be performed by the Contractor on electrical, hydraulic, flight control, and avionics components.
3.2.2.9 The flight line and flight test phases shall occur after assembly is completed. The aircraft shall be fueled and inspected for leaks. The engines shall be started and functionally tested. All full system ground tests shall be performed. Discrepancies shall be documented and repaired prior to flight test. Discrepancies detected during flight test shall be repaired as necessary. Discrepancies documented prior to and during the flight test shall be repaired by the Contractor.
3.2.2.10 The aircraft shall be painted after all repairs and maintenance is complete. The painting operation shall include surface preparations to include masking and taping. Some aircraft painting operations require Contractor artisans certified to perform painting operations that require a higher level of security classifications.
3.3 Management Requirements:
3.3.1 Daily work assignments shall be directed by contractor work leaders and/or supervisors. The contractor supervisors and/or work leads may receive changing task direction from the FRCSW Production Manager(s) or delegated Government representative. Contractor work leaders and/or supervisors are responsible for receiving and transmitting changing priorities to their workforce. Contractor work leads and supervisors are responsible to ensure that tasks are assigned to contractor personnel that are trained and qualified to perform those tasks. Contractor work leaders and supervisors will be assigned by site as noted in Table 3-1. Specific assignments by Integrated Program Teams may fluctuate due to workload. Any Changes to the initial number of contractor supervisors and work leaders per site and program due to workload fluctuations will be coordinated with the COR and the FRCSW Production Managers during the first 30 days of the mobilization period of 7.1. Any additional changes/moves due to fluctuating work requirements will be approved by the COR in advance.

3.3.2 Contractor’s Response: Contractor work leads/supervisors shall ensure that all employees are on task during working hours, excluding lunch and scheduled breaks. Overtime, if and when required, will be requested and monitored by the COR and will be reimbursed in accordance with the terms of this contract. All overtime requests will be based on temporary workload increases in excess of manpower staffing levels or mandatory completion dates on aircraft and must be authorized by the COR in advance.
3.3.3 Contractor Medical Surveillance Program: The Contractor shall establish a Medical Surveillance Program to ensure that Contractor personnel receive appropriate medical screening per OSHA 29CFR1910 for the tasks that they perform under the DLM services contract in accordance with Attachment 4.
3.3.4 Industrial Hygiene: The contractor shall establish an industrial hygiene program in accordance with 29 CFR Part 1910 and conduct workplace monitoring to determine appropriate hazards and controls for contractor’s personnel.
3.3.5 Work Attire: Contractor employees shall wear suitable attire for services being performed.
NOTE: For Fuel Cell Maintenance and Heavy Metal Support Only: The Government will provide and maintain the FRCSW Occupational Safety & Health (OSH) Office approved cloth coveralls for Contractor use. Disposable coveralls (Tyvek and paper) shall be provided by the contractor.
3.3.6 Work Records: The Contractor shall make available to the COR completed records of work, results of internal quality inspections, training and certifications upon request. Personnel investigations/disputes, and employee physicals will also be made available to the COR upon a need to know basis. Work order/documents will be reviewed by the Government on a systematic basis for accuracy and completeness, and revisions necessary to prevent recurrence of deficiencies will be reported by Navy activities.
3.4 ACCIDENT REPORTING AND INVESTIGATION
3.4.1 Contractor Response: The Contractor shall immediately contact appropriate local emergency responders and secure the accident area and wreckage until released by the accident investigative authority as designated by the FRCSW Safety Officer (such release will be accomplished through the COR).
3.4.2 The Contractor shall report each instance of damage to government property or personal injury to the COR and the FRCSW shop supervisor within two hours. Documentation of all available facts relating each instance of damage to the Government property or personal injury shall be submitted to the quality assurance/safety office, as appropriate. The Contractor shall properly document the incident and provide to the COR in accordance with the assigned CDRL(s) A002 or A003.
3.4.3 If the government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist the government personnel until the investigation is completed and all action items resolved.
3.5 CONTRACTOR IN SERVICE REPAIR/FLEET MODIFICATION TEAM (ISR/FMT) DLM SUPPORT
3.5.1 At the Government’s request, the Contractor shall provide emergency repair, modification, and DLM support for aircraft deployed away from FRCSW but within the Continental United States (CONUS) as required by the customer. The site locations shall be determined and directed by the FRCSW in support of a particular work site or aircraft carrier. The site location(s) will be identified within the travel request and associated work order. The Contractor’s response to the travel request must be received by the COR within 24 hours after approval. Travel will be funded under the travel line items identified in Schedule B of the contract, and shall be in accordance with applicable regulations. If e-mail capability is unavailable, other methods such as facsimile will be used. All local trade skills, machinists, aircraft mechanics, aircraft electricians, electronics technicians and sheet metal mechanics, may be involved in a single request for travel. When the emergency repair requires a SECRET security clearance, the Contractor shall only send personnel who possess the appropriate clearance. All arrangements for tools, test equipment or material required for the task and their return will be organized by the FRCSW customer prior to Contractor departure.
3.6 TRADE SPECIALTY REQUIREMENTS:
3.6.1 DLM work shall be performed by skilled/qualified artisans in support of FRCSW assigned program workload. The Contractor shall comply with Quality Program Manual FRCSWINST 4855.1 (series) Certification Program and provide its artisans with the appropriate training commensurate with trade skill tasks. Employees that have current FRCSW certification(s) are not required to be recertified at start of contract but are required to keep certification(s) current. Employees previously not subject to FRCSW certification or who have lapsed or their certification expired are subject to FRCSW certification requirements at start of contract and subject to recertification to keep certification current in accordance with Quality Program Manual FRCSWINST 4855.1 (series). The Contractor shall provide the following trade specialties listed in Attachment 2 in performance of this Statement of Work as specified and in accordance with FRCSW assigned program workload.
3.6.2 Trade skill formal training must satisfy minimum quality standards that are consistent with government provided training. The government training lesson plans, learning objectives and course descriptions are provided in Attachment 3.
3.6.3 Most trade specialties have physical fitness requirements to ensure safe and efficient performance of the work described below. Contractor shall ensure that physical fitness and medical examinations are performed to ensure personnel are capable of performing safely and efficiently. The specific functional requirements and environmental factors associated with each position are contained in Attachment 4.
3.7 Maintenance Repair and Overhaul Indirect Support (apply to CLINS 0X06-0X08 for Indirect Labor)
3.7.1 The contractor shall provide general support of the maintenance, repair and overhaul process to include ensuring that all repair parts are accurately ordered, received and issued. Support activities include warehousing, inventory management and transportation. Support duties include ordering, receiving and issuing parts, general supplies; use of current operating computer systems (i.e., CONOPS, MTO) to account for all governments supplies and inventory records for all parts in warehouses and storerooms.
4.0 OTHER PERTINENT INFORMATION
4.1 Security:
4.1.1 The security requirements specified herein shall apply to the contractor and all subcontractors. The contractor shall comply with applicable Government security regulations and the requirements of the DoD Contract Security Classification (DD Form 254). The contractor shall provide personnel with the appropriate personnel security clearance levels for the work to be performed. Some contractor personnel will require access to Classified Material Information (CMI) up to and including SECRET information during the performance of this contract. Any personnel clearance requirements shall be processed in accordance with the DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), applicable DoD personnel security regulations. Initial personnel security requirements will be established in conjunction with the COR during the first thirty days of the mobilization period identified in 7.1. During contract performance the contractor shall maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the COR, contract, and DD Form 254. All contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions. For those contractors requiring access to CMI, the contractor’s Facility Security Officer shall initiate the investigations through the Joint Personnel Adjudication System (JPAS).
4.1.2 The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), DoDM 5200.01, Information Security Program Manual, and FRCSWINST 5500.5A, Command Security Manual. The DoD Contract Security Classification Specification, DD Form 254 defines program specific security requirements. All controlled unclassified technical information shall be appropriately identified and marked as For Official Use Only in accordance with DoDM 5200.01 (Information Security Program Manual) (Volume 4) and DoD 5400.7-R (Freedom of Information Act Regulation) (Chapter 3). All contractor facilities shall provide an appropriate means of storage for controlled unclassified and classified documents, equipment, and materials in accordance with Operational Security (OPSEC) requirements.
4.1.3 For Official Use Only information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01, Information Security Program Manual (Volume 4) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program, Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf. Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail.
4.1.4 Personnel: As a condition of employment, contractor personnel shall be required to qualify for and obtain either a Rapidgate credential or a Common Access Card (CAC) and FRCSW badge. The CAC shall be the principal identity credential for supporting interoperable access to installations, facilities, buildings, controlled spaces and required access to Navy information technology systems (e.g., Navy Marine Corps Intranet (NMCI).
