2. Question: RFP states: The contractor shall provide an employee roster identifying each employee and the employee’s associated NAVAIR Standard Labor Category. (See Ref. B). Please provide Ref. B.
Answer: Ref. B was a typo. Please disregard the attachment relating to Ref. B. The table provided in PWS Section 3.1.5 is the table being referenced. Note, the table provided in PWS Section 3.1.5 is just a sample. As such, the offeror is not limited to the categories identified in the table.
3. Question: Regarding Section L, Volume 2 Past Performance the Contract Data table lines 6 & 11 appear to request information that can be provided on the same line. Line 12 request the same information required in subsequent paragraph (b) – Relevancy.
Answer: The lines are not redundant and will remain in the RFP. The contract data table requests information relating to contracts the offeror is submitting for past performance evaluation. The subsequent paragraph (b) requests the offeror to give further narrative relating to relevancy.
4. Question: RFP states that this is an “unclassified contract,” yet in the next section, Personnel Security, it states “Access to SECRET information is required in the performance of this contract…” and “All Contractor personnel shall possess a clearance and need to know commensurate with the requirements of their positions.” These last two statements are inconsistent with the statement that this is an “unclassified contract.” Please clarify the contract and personnel security requirements. (Issue: Personnel clearance requirement).
Answer: The security information has been updated in the PWS as of this amendment.
5. Question: There appears to be no software development requirements in the PWS. However Sections L & M indicate a requirement to provide extensive software development certification and past performance. Since this requirement does not require software development or labor categories to support such tasking, we request this requirement along with associated certifications, be removed from the RFP. (Issue: Rationale for Software development requirements).
Answer: Please see RFP Amendment as the clauses have been removed.
6. Question: Please clarify if the intent of this table is to list all contracts for which Past Performance Questionnaires (Section L Past Performance 3.2) were sent. Also, is it the governments preference to include this table at the end of the past performance volume?
Answer: Please see RFP Amendment as the table in Section L 3.2 has been removed.
7. Question: Within the proposal - 5.3 Price/Cost Information - shall provide the most current DCAA Provisional Billing Rate Approval Letter, DCAA Final Billing Rate Approval Letter, and/or DCAA Forward Pricing Rate Agreement recommendation, payroll verification for currently employed proposed personnel, and any other information necessary to substantiate the rates proposed.
To better organize this proposal volume, will the Government allow copies of any agreements, as mentioned above, to be placed in an Appendix in this volume?
Answer: Agreements can be provided as an appendix and will not be considered in the page limitations identified in the RFP.
8. Question: There is a reference to “…labor rates listed in Section B – Compensation” which does not seem to be provided or included in Section B. Is there a document missing from the solicitation package? If so, please provide. If not, please remove the reference from the CLIN description.
Answer: The Section B – Compensation will be negotiated and included at the time of award. The description will not be changed or removed.
9. Question: Par 3.1.5.3 makes reference to “NAVAIR Standard Labor Category” “Ref. B”. This same document is also listed in Par 2.0 under Applicable Documents. Please provide the document.
Answer: See question #2. Note, the applicable documents refer to all NAVAIR Standard Labor Categories. The table provided in PWS 3.5.1. is merely a sample. As such the offeror is not limited to the labor categories identified in the table.
10. Question: Please confirm that Wage Determination No. 05-2043 dated June 25, 2013 for Kern County California is the correct Wage Determination for this program. A wage determination was not attached.
Answer: Yes, the Wage determination is provided as an attachment in the RFP Amendment.
11. Question: Please define the flexible work schedule. If for example, in one week personnel work 50 hours and the next they work 30, under FLSA/SCA, the OT in the week where 50 occurs is required to be paid at time and a half. Please confirm that OT incurred is in accordance with FLSA/SCA will be paid under the OT CLIN.
Answer: http://www.dol.gov/dol/topic/workhours/flexibleschedules.htm The NAWCWD flexible work schedule refers to eight 9-hour workdays and one 8-hour workday per pay period, with the first Friday of each Government pay period off. Contractors would be expected to follow the “Flex Friday” schedule to the extent that core hours are covered and the Flex Friday weekends are typically non-work days for Government personnel.
12. Question: Given the time requirements for repair and repair action plans, is access provided 24/7 for contractors to perform work in all Government facilities?
Answer: 24/7 access is provided only at the Michelson Lab Machine Shop location at China Lake. Access to Point Mugu and Salt Wells will be provided upon request to the Government. Note, repairs can be done during normal working hours. PWS Section 3.2.2 requires an action plan to be provided within 3hours does not require repairs to be done in that time.
13. Question: Are the labor categories identified in Section C required as stated in this paragraph or suggested as stated in Section C?
Answer: Clause 52.222-42 Statement of Equivalent Federal Hires depicts labor categories that the Government estimated. The offeror is not limited to those categories. The provided labor categories are solely based on the Government’s estimation.
14. Question: Similarly, the Service Contract Act requires that employers of individuals subject to the Act use the individuals’ anniversary date as the reference point for vacation eligibility. The anniversary date is based on an employee’s continuous service and includes the time spent employed by the: (1) current contractor in any capacity; and/or (2) predecessor contractor(s) in the performance of similar services at the same facility.
Additionally, state labor laws are different from state to state and affect the accrual of vacation.
Based on these requirements of the Service Contract Act and state employment law, can the Government please provide the following information to allow all bidders to accurately price the benefits cost for SCA staff under this contract:
A list of all current SCA employees by labor category, location, and initial hire date. Data similar to that provided by the table below ensures that all bidders are able to provide the Government the most accurate pricing on this contract and reduce the additional cost associated with the risk of not having this information.
* Labor Category
* Location
* Initial Hire Date
Answer: Please note the following:
The Government will not be furnishing this information.
15. Question: Considering the SCA requirements to offer right of first refusal to incumbent personnel, please confirm that the employee roster is not a proposal requirement but rather is a post-award requirement.
Answer: The employee roster is a post-award requirement within the PWS.
16. Question: Par 3.2.2 states “Equipment failures and emergencies are defined as any non-scheduled interruption in service.” Are all equipment failures emergencies?
Answer: No, the COR will make the determination based on need and schedule.
17. Question: In order for the contractor to more accurately estimate the level of effort, will the Government please provide historical information on the number of equipment failures and emergency work orders per month over the last contract period?
Answer: See answer to question #1.
18. Question: “The Contractor shall respond to the emergency work order with an action plan to outline their assessment of the emergency and identify needed parts for repairs within 3 hours of notification.” Given that Point Mugu is approximately 3.5 hours from China Lake (without traffic), please clarify the contractor’s responsibilities and response times for Point Mugu?
Answer: The requirement is for a plan of action, not necessarily the resolution. The first stage of an action plan might include the trip to Point Mugu to complete an assessment of the emergency, could outline a schedule and identify personnel needed to evaluate and complete the repair. The Government understands that this is an estimate/proposed action plan, but expects the contractor to begin preparations for repair as soon as possible.
19. Question: Please confirm that the daily routine maintenance is currently performed according to the manufacturer’s specifications.
Answer: PWS 3.2.1 within the RFP indicates that routine maintenance shall be conducted in accordance with OEM specifications and guidance.
20. Question: Is there currently an equipment replacement plan in place? If so and in order to more accurately estimate the required level of effort please identify any planned equipment changes (removals, additions) expected during this contract period of performance?
Answer: The turnover rate for equipment is under 5%. The Government and contractor will track maintenance and repair costs by machine and make a determination whether replacement of equipment is more cost-effective than a large amount of maintenance and repairs. During this contract period, the Government will be acquiring a new Vertical Machining Center and a Metallic Additive Manufacturing unit. The Metallic Additive Manufacturing unit will likely be under warranty for 1 year, however, and then under an outside service contract for the duration of this contract period of performance.
21. Question: Will the Contractor be responsible for heat treatment recipes?
Answer: The contractor is NOT responsible for heat treatment recipes.
22. Question: Please explain how the propane-operated floor sweepers are used to conduct material handling.
Answer: This piece of equipment was used in the past at China Lake but is not currently in use. Any use for this type of equipment would only be used for the annual floor maintenance and not for day-to-day operations.
23. Question: Par 1.0 identifies “custom packaging of AMTD-manufactured materials” as an outcome to be achieved, please clarify if the Contractor is expected to package AMTD-manufactured materials and if so provide a detailed PWS requirement so that the appropriate level of effort can be proposed.
Answer: Please refer to Section 3.2.1 of the PWS regarding this requirement. Work orders would be issued through the SIMS database for custom packaging/woodworking. A detailed PWS is not available as materials are not known in advance and are packaged as they are manufactured in the machine shop. This is not currently a full time position.
24. Question: Is there adequate inventory to support the Equipment currently for 30 days?
Answer: Yes, there is adequate inventory to support the Government’s requirement for 30 days.
25. Question: Requires contractor to replenish the minimum inventory. In order to more accurately estimate the level of effort, please identify the minimum inventory and provide a historical record of inventory replenishment actions.
Answer: The Machine Shop Tool Crib is Government owned and operated, and the Government has determined its required minimum inventory for all tooling, straps and rigging. The “replenishment of the minimum inventory” essentially requires the contractor to replace that which has been used and is no longer acceptable for re-use.
26. Question: Regarding PWS Section 3.5, is there currently calibration be conducted?
Answer: No, there is no calibration in PWS Section 3.5. However, PWS Section 3.2.3 there is calibration.
27. Question: What certifications, if any, are required to perform the furnace and gage calibrations?
Answer: Please see PWS Section 3.2.3 provided in the Amended RFP.
28. Question: Is all the equipment owned by the Government? If no, is the contractor expected to perform maintenance on third-party equipment and how would the contractual relationship work between the contractor and the third party?
Answer: All equipment is Government owned.
29. Question: Please confirm that the Government maintains the software license for all equipment and performs all required updates and upgrades.
Answer: Confirmed.
30. Question: Please confirm that any moves of the X-Ray cabinet would be done by the Government or another contractor with appropriate radiation certifications and knowledge to conduct such a move.
Answer: This piece of equipment will not be moved and is now permanently located in its existing location.
31. Question: This section requires the contractor to, "Provide concrete machine tool supports." Does the Government provide the supports and the contractor installs them or is the contractor responsible for the procurement of the supports? If the contractor is responsible for procuring supports, how often is this required?
Answer: Contractor would be responsible for procuring the supports, and typically this occurs very infrequently.
32. Question: Are the machines networked? If so, is the network isolated? Are there specific requirements for accreditation of components for IA purposes? If yes, please define those accreditation requirements.
Answer: Any networked Windows machines are in an isolated environment and are Government owned and managed; however, specific Non-NMCI machine controller computers (i.e. Fadal, Fanuk controls) are managed by the contractor and the contractor is responsible for maintaining backups of calibration and configuration data for disaster recovery.
33. Question: Please confirm that the Contractor under this contract will not have maintenance responsibilities for any networks at the sites.
Answer: Government is responsible for systems administration and information assurance of typical IT networks. Contractor is responsible for the RS232 based COM networks inside the machines.
34. Question: Are there tools, forklifts, pallet lifters, cranes in all the locations or only in the main facility at China Lake? If yes, please provide a complete list for all locations.
Answer: There are appropriate lifting devices at all of the PWS specified locations; however, tools will need to be transported to locations other than the main Machine Shop at China Lake.
35. Question: Who maintains the forklift and pallet lifter and crane?
Answer: The Government (NAVFAC) maintains the forklift and cranes. The pallet jacks do not require maintenance.
36. Question: Please provide historical data for volume of hazardous material waste handled/transported on a monthly basis. Please identify the types and sizes of storage containers utilized for storage and transport of hazardous waste. Please provide the locations of all satellite and 90-day collection storage points.
Answer: On average, there are 6-8 satellite accumulations in the China Lake Machine Shop, and approximately two 55-gallon drums of waste collected on a quarterly basis at Salt Wells. The largest container size at any location is 55-gallon drums. Echo Range is not included in the hazardous waste requirement as their requirements for hazardous waste/materials are managed by the Range Safety group. Government POC handles the storage of historical data. This requirement encompasses approximately 10 hours per week, on average. Weekly inspections of the areas would require 15 minutes per area. A typical manifest is 30 line items per quarter. Government POC prepares manifest for disposal based upon input and documentation from contractor.
37. Question: Is the hazardous material\waste that we are responsible for under this paragraph limited to the processes that we are directly responsible for or will there be materials/waste from other processes i.e. from composites, plastics or other fabrication and machining activities?
Answer: Contractor is responsible for all waste generated in the machine shops which could include composites, plastics, and all other fabrication and machining processes.
38. Question: Since Echo Range is a live range, when repairs or preventive maintenance are required, how does the contractor ensure that range activities are halted for the duration of the service call?
Answer: Preventative maintenance is not required at Echo Range. This area only calls for repairs. The contractor would coordinate with the Echo Range Shop’s Government employees for service availability. Range Safety prevents access to the entire area by closing the gate during range activities.
39. Question: Is prior travel authorization required (per NAVAIR Reg 5252.232-9509) for trips to Point Mugu? If so, how will the Contractor be able to meet the response time requirements for emergency repairs?
Answer: Yes, prior travel authorization is required. Per Clause 5252.232-9509(b)(1), 30 days advance notification is required, “when possible.” In the case of a maintenance contract, any repairs deemed necessary at Point Mugu would be included in the issuance of a work order provided by the Government; which would constitute approval. The emergency repairs requirement is not 3 hours. The response time of 3 hours is for the preparation of an action plan by the contractor.
40. Question: Please define all potential other locations including OCONUS locations. Historically how often do people go to locations other than China Lake and Point Mugu?
Answer: It is not possible to define ALL other locations. These would be vendor locations within a 200 mile radius where materials would need to be delivered or picked up and return to China Lake or Point Mugu. Frequency of these “road trips” would be once per month on average and would be completed within the 9-hour work day.
41. Question: Paragraph 4.1 states: “Access to SECRET information is required in the performance of this contract” and “the contractor shall maintain sufficiently cleared personnel to perform the tasks required by this PWS IAW the DD Form 254.” Please confirm the security clearance required for all positions and locations and provide the DD Form 254.
Answer: This language has been removed from the RFP. See RFP amendment.
42. Question: In the Equipment listings, will the Government please identify the physical location of each “Room” listed in relation to the Main Shop floor? i.e., Salt Wells, Echo Range, Michelson Lab, Point Mugu, etc.
Answer: Please refer to updated Equipment Inventory list.
43. Question: Please provide the age and approximate usage, in hours per week, of the equipment listed.
Answer: This information is not available.
44. Question: What is the square footage of each of the locations? Are there wood floors in all locations or only China Lake?
Answer: The following square footage estimates are provided:
Main Machine Shop: 110,000 sq. ft.
Wood Flooring in Main Machine Shop Only: 40,000 sq. ft.
Salt Wells: 15,000 sq. ft.
Pt. Mugu: 15,000 sq. ft.
Echo: 10,000 sq. ft.
Wood Flooring is only found in the main Machine Shop at China Lake.
45. Question: Would we ever need to enter a restricted or SCIF location to perform maintenance or remove hazardous materials?
Answer: No, this is not a requirement.
46. Question: How many FTEs currently maintain the wood block floor?
Answer: The waxing/recoating of the wood block flooring happens once per year, typically on a 4-day weekend or a 3-day “Flex” weekend, usually with 8-9 employees. This weekend would include the moving of all mobile equipment and toolboxes, using air tools to remove any loose debris from the machine shop floor, mopping the floor and then applying 3 coats of wax. The repair/replacement of the wood block flooring occurs infrequently during machine moves or damages incurred due to water leakage.
47. Question: Will the Government publish a list of site visit attendees?
Answer: No
48. Question: Graphs shall be presented in no smaller than a 10 pt. font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Would the Government also allow Tables to be 10 pt. font?
Answer: Tables shall be no less than 10pt font.
49. Question: The offeror will provide one complete copy of the written proposal to the PCO as electronic files fully compatible with Microsoft Office 2007. Section B prices shall be provided separately in one digital data copy in MS Office 2003 Excel format on CD-ROM media. Please confirm that the Excel should be provided in Excel 2007.
Answer: Excel shall be provided in MS Office version 2003 or later.
50. Question: This section refers to 5252.239-9500: Software Development Capabilities and Processes and the associated data required relevant to this requirement. Since software development is not the focus of this program and most companies engaged in this type of work would not have a CMMI Level 3 certification, is this requirement applicable? If it is applicable, does the response for this section count against the 15 page limit for the Cost Volume?
Answer: See RFP Amendment as the clause has been removed.
51. Question: Please confirm that the 15 page limit for the Cost Proposal excludes the pricing spreadsheets and the other required attachments.
Answer: The Spreadsheets are not counted within the page limits identified in the RFP.
52. Question: The incumbent would receive a competitive advantage if Transition Costs are included in the Base Period and evaluated as a part of the total cost. Will the Government consider adding a non-evaluated CLIN for Transition Costs for Labor and ODCs?
Answer: The CLINs identified in the RFP will remain as stated. This requirement is being evaluated as a tradeoff as noted in the RFP. Therefore, the aforementioned “advantage” is mitigated as much as possible.
53. Question: Historically how many ODC transactions and associated value are performed each year for this program?
Answer: ODCs make up a large part of this requirement as many of the required tools, parts, and components are consumables. Historical annual average of ODCs is approximately $700,000 per year.
54. Question: Is the RFP scope of work the same as the current contract? If not, what are the significant differences?
Answer: The RFP identifies the scope of work for this requirement. The requirement is fully defined in this RFP and RFP Amendment. Offerors shall not be compared to the current contract.
55. Question: For purchases less than $3000, this Offeror understands that the COR and PCO approval is required. Please provide the standard time frame for the approvals. For purchases greater than $3000, this Offeror understands that the COR and PCO approval is required. Please provide the standard time frame for the approvals. And how are those approvals obtained for emergency purchases?
Answer: COR approval is required for purchases less than $3,000. COR and PCO approval is required for purchases greater than $3,000. COR approval usually occurs within one business day. PCO approval is generally received within 3-5 business days dependent upon the level of detail the contractor provides in the request for approval. Purchases for emergency repairs are handled in the same manner.
56. Question: Please confirm that Rapid Gate costs are billable as ODCs.
Answer: Confirmed.
57. Question: In order to more accurately estimate the level of effort and to ensure the incumbent does not have an unfair competitive advantage, please provide the MTBF and MTTR statistics for each piece of equipment.
Answer: MTBF and MTTR statistics are not available. However, the table provided in answer #1 does identify frequency of tasking.
58. Question: The Government lists as a potential labor category a sheet metal worker. Reading the PWS, we do not see where a sheet metal worker would be required. Please define the role of a sheet metal worker under this program.
Answer: A Sheet Metal Worker has been utilized in the past on a very limited basis for cooling/ducting work inside the facility to individual pieces of equipment, and with regards to sheet metal panels on or around equipment that could become damaged. This should not be confused with Government welding work on the Machine Shop Floor.
59. Question: Can it be assumed that incumbent staff will be available for interviewing? If so, how do we schedule this?
Answer: This would be handled post-award.
60. Question: What are the gross square footages for the machine shops and any other facilities that we will be providing these services for?
Answer: See question 44.
61. Question: Please provide definitions for what is included and excluded for all CLINs.

85. Are we to assume that each position in the RFQ, section C, 3.1.5 is considered a full time position equal to 2080 hours per year?
Answer: The NAVAIR Standard Labor Categories provided are not mandatory and should not be considered equal to a full-time position.
86. Regarding paragraph 3.2.2 on the solicitation, is there room to change the 3 hour requirement on identifying parts needed for emergency repair? Experience dictates, in most cases, that disassembly to identify parts needed takes more time.
87. Is this contract subject to cost account standards?
Answer: Please refer to FAR PART 16, Clause 52.230-1 in Section K and DFARS Clause 252.242-7005 in Section I as it relates to the business systems. Note, an adequate accounting system is required for Cost Plus Fixed Fee Contracts.
