About this file

This is a Questions & Answers document addressing clarifications on a federal contract solicitation for document shredding and container management services.

The contract involves providing mobile shredding services and document storage containers at three Naval facilities: NETPDC/Building 603, NETC N6/Buildings 603 and 3819, and NETC HQ/Building 628, with separate CLINs for each location. The total container requirement is 44 65-gallon rolling lockable containers and two 32-gallon executive consoles. The final contract period runs from September 1, 2031, through March 1, 2032, with pricing structured in six-month increments. Personnel performing shredding services must obtain base access, which may overlap with the September 1st performance start date, with initial deployment coordinated with the contracting officer following award and access processing completion. The incumbent contractor is Treasured Trash Junk Removal, LLC, under previous contract N6883624P0223, valued at $64,500 for the base and four options, which covered 16 95-gallon containers. The previous solicitation number was N6883624Q0220. Technical proposals must address Section 13.0 (Performance Requirements Summary) in a five-page Technical Capability volume demonstrating compliance with the contract requirements.

Questions & Answers

1. CLIN Mapping: Please confirm whether the three annual CLINs correspond as follows:

CLIN X001 – NETPDC/Bldg. 603; CLIN X002 – NETC N6/Bldgs. 603 and 3819; and CLIN X003 – NETC HQ/Bldg. 628.

Response: It is confirmed that the three annual CLINs match the above notes.

2. FAR 52.217-8 Period: PWS Section 3.0 identifies the final period as September 1, 2031 through August 31, 2032; however, CLINs 5001–5003 and Section F identify a six-month period from September 1, 2031 through March 1, 2032. Please confirm the correct period to be priced.

Response: The correct final period is September 1, 2031, through March 1, 2032.

3. Technical Volume: Section L references a narrative demonstrating how Section 3.0 of the PWS will be met, while Section M evaluates the offeror's understanding of Section 13.0, Performance Requirements Summary. Please confirm whether the five-page Technical Capability volume should specifically address Section 13.0.

Response: The solicitation will be amended to reflect section 13.0

4. Personnel/Base Access: Please confirm the specific access/background requirement applicable to personnel performing routine mobile shredding services and whether DBIDS with the applicable background screening is sufficient. Considering the August 24 quote closing and September 1 performance start, please also advise how initial access processing will be coordinated for the successful contractor.

Response: Establishing base access may overlap with the performance start date of September 1st.

5. Container Quantity: Please confirm the total requirement is 44 65-gallon rolling lockable containers and two 32-gallon executive consoles. Technical Exhibit 1 references “seventeen (15)” 65-gallon containers for NETPDC, while PWS 2.1.1 identifies fifteen 65-gallon containers plus two 32-gallon consoles.

Response: The total is 44(65-gallon rolling) and 2 (32 gallon). Will make corrections to the technical Exhibit to reflect the correct quantity of (15) 65-gallon containers.

6. Initial Deployment: Please confirm whether all required containers and consoles must be delivered and positioned by September 1, 2026, or whether initial deployment will be coordinated with the DGR following award and completion of required access processing.
