About this file

This document is an Amendment 0002 for Solicitation N6883625Q0021, providing official government responses to contractor questions regarding a fire extinguisher inspection, maintenance, and repair contract. The amendment addresses eight specific questions related to the solicitation, covering topics such as fire extinguisher transportation, inspection reporting, maintenance requirements, and financial documentation.

Key details include: (1) F&ES staff will relocate fire extinguishers to a central location, (2) NIST 800-171 requirements will remain in place, (3) recharging costs will be covered under specific Contract Line Item Numbers (CLINs X001-X008 for 6-year maintenance and CLIN X009 for repairs), and (4) contractors must submit a financial letter from their financial institution demonstrating adequate resources to perform the contract. The solicitation is issued by the Department of the Navy Naval Supply Systems Command and involves Amerex Halotron fire extinguisher maintenance across multiple locations, with contractors required to perform inspections in accordance with National Fire Protection Association (NFPA) Standards.

QUESTION ANSWER

Can you please provide any previous annual inspection reports for the fire extinguishers to be inspected?

Previous inspections reports are not available.

Section 5.0 Place of Performance states the fire extinguishers will be at a central location on each installation. Can you please clarify who is transporting the fire extinguishers from their present location to the central location?

F&ES staff will relocate the fire extinguishers.

Depending on the answer to question 4 above, if the contractor is not required to transport the extinguishers to the central location, is it necessary to require the contractor to hold a USDOT RIN?

No.

Would the government consider removing the requirements for NIST 800-171 as the scope of work for fire extinguisher inspection and maintenance does not require access, handling, or exchanging of CUI?

This could provide a significant cost savings to the government.

No.

Is the cost for recharging extinguishers covered under CLIN X009, or are the offerors required to plan recharging into the fixed inspection price for CLINs X001 to X008?

The cost of refilling with existing material, including top-offs, will be included as apart of the 6-Year Maintenance CLINs X001-X008 in accordance with PWS section 4.2 BASE YEAR - 6-YEAR MAINTENANCE. The cost of recharging will be covered under CLIN X009 (only if required) in accordance with PWS section 4.3 FIRE EXTINGUISHER REPAIR LABOR PARTS AND MATERIALS (CLINs X009).

Under the Price/Contractor Responsibility, Item 9 requires offerors to submit a financial letter. Can you please clarify what information you are requesting this letter to contain?
