About this file
This document is an amendment (SF 30) to a federal solicitation (N6883624Q0089) for digital intercom and loudspeaker systems at Naval Station Mayport. The amendment provides responses to vendors' questions, including details on the required equipment (e.g., base stations, 1-way and 2-way speakers), installation and maintenance requirements, and other contract terms.
The solicitation is seeking a contractor to install and maintain working digital intercom and loudspeaker systems across three Navy squadrons at Naval Station Mayport. The systems must be capable of broadcasting emergency, urgent, and safety-related communications to all personnel in the squadrons' work spaces, hangars, and outdoor areas. The contract will involve installing multiple base stations, office/warehouse speakers, 1-way announcement speakers, and 2-way speakers with microphones and call buttons. The contractor will be responsible for completing the work within 2 days to minimize system downtime, and providing quarterly maintenance visits. The solicitation was originally set aside for 8(a) firms but has been changed to a 100% small business set-aside.

ANSWERS TO ALL QUESTION
Vendor Questions Mayport Intercom Speaker system
1. What is the estimated budget for this project?
(Customer Response) – No comment at this time, Your pricing should be base on the requirement and was is neded to fullfill this requirement.
2. Is there any preferred equipment brand?
(Customer Response) – (AD1 Upp 22 May) there is no specific brand required. As demonstrated by HSM-50’s current equipment, we would like a similar or better VOIP system.
3. Can you confirm the number of base stations per squadron?
(Customer Response) – (AD1 Upp 22 May) Each squadron will require 3 base stations each per provided squadron layout. The ONLY base station that will have 2-way communication programmed will be each Squadron’s Maintenance Control station.
4. Can you confirm the total number of 2-way speakers required?
(Customer Response) – (AD1 Upp 22 May) per the provided squadron layout, all 2 way speaker requirements are indicated at a minimum. After conducting a second walkthrough only one additional office expressed interest in having a 2 way speaker.
5. Can you confirm the total number of 1-way speakers required?
(Customer Response) – (AD1 Upp 22May) 1 one speakers (are the speakers in the hall way) based on the site visit you should be suggesting to us what you think will provide sufficient coverage with no blind spot/ spaces that would not be missed for sound
6. How many loudspeakers are desired for the hangars?
(Customer Response) – (Mr. Angel on 20 May) Question 6 is about output volume and clarity. How they achieve this is up to the contractor. If we state how many speakers we want, that is what we will get (even if it sucks). They are the 'experts'.
They should tell us how many speakers it will take to produce the desired outcome.
7. Is it possible to work on weekends and how late can they work doing the weekday?
(Customer Response) – (AD1 Upp 22 May) Weekend work will not be authorized.
Weekday work shall not extend past 1800 (6:00 PM)
8. Will all existing conduits be reused?
(Customer Response)- (AD1 Upp 22 May) If feasible and applicable, all existing conduits may be reused.
9. Should we include the decommissioning of the 3 current systems?
(Customer Response) – (Mr. Angel on 20 May) I would recommend that for question 9 that all wires/cables be removed if not in use. This prevents confusion during future troubleshooting or the future install of additional services. It also prevents "Where does this wire go?" type questions.
10. How many preventive/corrective maintenance visits do you expect per year?
(Customer Response) – (AD1 Upp 22 May) The first year only the 3rd and 4th quarter visit, after that 1 visit per quarter (every three months) So Options years will be ( total of 4 visits, one per quarter) My response would also be to define how long the vendor would expect that quarterly visit to take. (how many hours in a day for that quarterly visit does the vendor expect it to think
11. How long is the system expected to be offline during the migration?
(Customer Response) – (AD1 Upp 22 May) The max allowable time for the existing system to be down/inoperable is no more than 2 days consecutively. It is preferred if the system has to be down that it be scheduled for a down time of a Friday and Monday. This is of course subject to change based on squadron mission requirements/squadron availability.
12. Is the use of Cable hooks above ceiling allowed to match the existing network system?
(Customer Response) – (AD1 Upp 22 May) Yes. Cable hooks above the ceiling are authorized to match existing network systems.
13. Is the use of conduit required in the high bay ares for the new Speaker System?
(Customer Response) – (AD1 Upp 22 May) This requirement should be determined by the contractor/system design base on the site visit walkthrough.
14. Is the old system devices needed to be removed? Speakers? Cabling? Control centers
(Customer Response) – (AD1 Upp 22 May) refer to question #9.
15. Does work Space require volume control on the speakers only? Halls and Cooridors at full power?
(Customer Response) – (AD1 Upp 22 May) All one way speakers will be a fixed volume. All 2 way speakers will require a volume control.
16. Does this project need to meet any Buy American Act for components?
(KO RESPONSE) YES and also in IAW FAR 52.204-24 which is included in the original solicitation.
17. Does exiting system need to remain operating during install of new system?
(Customer Response) – (AD1 Upp 22 May) refer to #11
18. Should we include the loud speakers to be installed in center of hanger locations to meet the desired range?
(Customer Response) – (AD1 Upp 22 May) This will be contractor/designer recommendation for loud speaker installation location.
19. Is a performance bond required for the project?
(Customer Response) – No, contractor is responsible to complete the requirement 100%
20. Can Work be done off shift to maximize production?
Answered by question #7
21. Are contractors required to have gov escort for duration of project?
(Customer Response) – (AD1 Upp 22 May) Contractors will be required to be vetted through Naval Station Mayport physical security officer to include, accurate 5512 form and background check for base access. Once vetted and approved through Base security all contractors will check in with the quarterdeck of the squadron work is being performed. After that requirement contractors will be given a point of contact (AD1 Upp) and be authorized to begin work.
