Please clarify what is the Government's estimate for the number of FTEs required for this solicitation.

The Government's estimate for the number of FTEs required for this solicitation is based on the Government's estimate of total hours per year of 14,912. The reference to 6 FTEs has been removed from 52.222-42.

(pages 61-68): Is this requirement subject to Executive Order (EO) 14055 – Non-displacement of qualified workers?

Response 7.

This is a covered contract under E.O. 14055. Executive Order 14055, issued by President Joseph R. Biden, Jr., requires federal contractors and subcontractors on a covered successor contract to offer jobs to qualified employees employed under the predecessor contract.

Question 8.

RFP, Page 21-23, Para 4.2.1: Does the Government estimate any overtime hours to be used for this requirement?

Response 8.

No.

Question 9.

In the previous solicitation for this requirement (N6883618Q0163) the CLINs were for "3-M Instructional Support".

However, in the current solicitation (N6883624Q0029) the CLINs are "3M Maintenance and User Support"?

Please clarify if the objective/mission of the N6883624Q0029 requirements are different from the previous solicitation N6883618Q0163 for this effort.

Response 9.

The objective / mission of N6883624Q0029 has not changed from the previous solicitation N6883618Q0163.

Question 10.

Reference: RFP, Pages 21-23, Table 4.2.1a and 4.2.1b: The total historical man hours of these two tables equates to 14,912 as is also referenced on page 42 –INFORMATIONAL DATA. However, the 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014) on page 68 of the RFP, shows 6 FTEs assigned as Labor Category 15095. These 6 FTEs appear to reference the number of FTEs on the current contract. This number of FTEs also matches our estimates of FTEs based on the FPDS data for the incumbent contract. Assuming the incumbent contractor has only 6 FTEs on this contract, how is it possible that the historical workload amounts to 8 FTEs?

Response 10.

The Government's requirement for FTEs is based on the Government's required total hours per year of 14,912. The reference to 6 FTEs has been removed from 52.222-42.

Question 11.

RFP, Reference BASIS OF EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES PER FAR SUBPART 13.106, page 47: If an offeror proposes less than 8 FTEs, would the Government find their Technical Capability Unacceptable?

Response 11.

The Government has made revisions to staffing requirements for the contract and to this referenced paragraph. The paragraph now reads as follows:

The Government will evaluate each Quoter's Staffing Plan for acceptability consistent with the basis of evaluation stated for Technical capability, paragraph 2(a). Paragraph 2(a) has been updated to reflect the following:

"Staffing plan shall address at a minimum your proposed staffing approach for each contract period, including options, based upon your assessment of contract requirements, including the position requirements for a Computer Support Technician and Electronic Technician Maintenance labor categories and the historical data set forth in PWS

Question 14.

RFP, Page 18, Para 3.3.2 - labor category 23183 - Electronic Technician Maintenance; The job description for this SCA position includes “3. Technical Writer/Operator expertise in tactical communications equipment, 4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures, and 5. Three (3) years of experience in managing multiple priorities, meet deadlines, exercise initiative in gathering, assembling, collate, and analyzing information for completion of projects.” These requirements are not found in any SBA approved SCA description for an Electronic Technician Maintenance and clearly exceed the requirements of this labor category. The added requirement of a Secret clearance makes recruiting and retaining these individuals under an SCA labor category extremely difficult. Recommend the Government reclassify these positions as Exempt in order for offerors to find, recruit and retain individuals with all these required job skills.

Response 14.

The Governments minimum standards are in line with the labor category descriptions. The Government reserves the right to designate requested experience and certification levels in accordance with the SCA Directory of Occupations.

Question 15.

RFP, Page 18 & 19, Para 3.3.2 - labor category 14160 – Computer Support Technician; The job description for this SCA position includes “2. Four (4) years of experience in 3M (Maintenance, Material and Management) workstation and user operator experience/expertise for Tactical Data Networks (TDN), Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid Response Key (RRK) and or Expeditionary Deployable Node (EDN), 3. Technical Writer/Operator expertise in tactical data network systems, 4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures, 8. A valid up to date Cyber Security Work Force (CSWF) Security+ Certification or have equivalent qualifications (Equivalent NEC/Rate, Information System Maintenance Technician (731A), Information System Security, 9. Manager (741A), Network Security Vulnerability Technician (742A), 10.

Two (2) years of Information Maintenance Security and Information Network Systems experience, and 11. Certified Information Systems Security Professional (CISSP) certification eligibility and Continuing Education Unit (CEU) requirements.” These requirements are not found in any SBA approved SCA description for a Personal Computer Support Technician and clearly exceed the requirements of this labor category. The added requirement of a Secret clearance makes recruiting and retaining these individuals under this SCA labor category extremely difficult.

Recommend the Government reclassify these positions as Exempt in order for offerors to find, recruit and retain individuals with all these required job skills.

Response 15.

Question 16.

RFP, Page 68, Para 52.222-42 - Information Technology (IT), Telecom End User Help Desk; Tier1-2, Workspace, Print, Productivity Tools (labor). Labor Category 15095. It appears the incumbent contractor is using Labor Category 15095 (Technical Instructor/Course Developer) to fill its current requirements. This certainly makes sense in light of the Technical Writer/Operator expertise, understanding of Technical and communication manuals, and Certified Information Systems Security Professional (CISSP) certification eligibility and Continuing Education Unit (CEU) requirements. By reclassifying these positions as SCA 14160 (Personal Computer Support Technicians), these individuals will be making approximately $12.60/hr ($26,000/yr ) less than they are currently making. The Government can expect that the current employees in these positions will immediately quit based on this salary reduction which accounts for almost 60% of the current workforce. With the unique, extensive, and difficult to fill requirements associated with this position, finding, recruiting, hiring and retaining individuals under the SCA 14160 labor category and pay rate will be exceedingly difficult, if not impossible. We strongly recommend the

Government either reduce the job description requirements to align with the Small Business Administration’s definition of a Personal Computer Support Technician or convert this position to Exempt status to allow offerors the flexibility to compensate these individuals for their extraordinary and unique education, skills, and certifications.

Response 16.

Refer to WD 2015-5147 rev. 22, labor category SCA 14160, which states $22.88 per hr.

Question 17.

Reference RFP, (page 3 of 83) Section SF 1449; There is no CLIN/ITEM NO for a Phase-in period. Question: Can the Government clarify if there will be a Phase in period for this contract? If so, can the Government state where the offer should account for Phase-in/Transition costs as there is no CLIN in the Section SF 1449?

Question 18.

Reference RFP, (page 3 of 83) Section SF 1449; There is no CLIN/ITEM NO for a Phase-in period. Question: Can the Government clarify if there will be a Phase in period for this contract? If so, how long is the Phase-In period?

Question 19.

RFP, Page 19, Para 3.3.2 - Computer Support Technician, subparas 8 and 9. As written, these two sub-paragraphs read “8. A valid up to date Cyber Security Work Force (CSWF) Security+ Certification or have equivalent qualifications (Equivalent NEC/Rate, Information System Maintenance Technician (731A), Information System Security. 9. Manager (741A), Network Security Vulnerability Technician (742A).” However, it appears that sub-para 9 is merely a continuation of sub-para 8 and not a new sub-paragraph.

Can the Government revise the PWS to correct this issue?

The RFP has been updated to reflect the following:

PWS paragraph 3.3.2 subparagraphs 8 and 9 have been corrected.

Question 20.

Reference: RFP, Page 42. Informational Data - The Government estimate is 14,912 hours / year. This corresponds to 8 FTEs assuming 1864 work hours per FTE/year. However, the addition of the Juneteenth holiday adds 8 hours of additional holiday time which takes the productive hours for SCA employees down to 1856 hours per year.

Recommend the Government revise this table as well as Tables 4.2.1a and 4.2.1b found on pages 22 and 23, to reflect the correct number of Productive hours per FTE per year.

Response 20.

The Government estimate is 14,912 hours per year. 2080hr man year, minus the 11 holidays listed, leaves 1992 productive hrs. per man year. 14,912/1992 equals 7.48 employees.

Question 21.

(Reference: RFP, Page 19, Section 3.3.2, #11) Can the Government clarify what is meant by "CISSP certification eligibility and CEU requirements" as a minimum position requirement for the Computer Support Technician position? There are different ways an individual can qualify for a CISSP certification, either having 5 years of cumulative experience in two or more of the eight domains of the CISSP CBK or they may have a four-year degree may make them eligible for a one-year experience waiver. CEUs are gained after receiving the certification, meaning a CISSP "eligible" candidate would not have CEUs yet. We recommend the government remove this requirement as it is unclear and unnecessary to perform the job functions.

Response 21.

Navy Policy requires all network administrators to maintain CISSP certifications and continuous education. (CISSP) Certified Information Systems Security Professional certification. Organizations across industries need to protect their data and proprietary information from cyberattacks, making CISSP-certified professionals a valuable asset to any company. It is a higher certification than Security +. CEU’s are Continuing Educations Credits. Similar to Sec +, every certain amount of years you have to recertify and CEU’s helps with keeping up with the latest information for Cyber Security. Sec + is the minimum Cyber Security Workforce requirement for the contractors to have System admin capabilities to work on Government systems.

Question 22.

(RFP, Page 19, Section 3.3.2, #2) Will the government allow for experience gained on 'similar' workstations, such as Air Force Logistics Systems, Army Command and Control, etc.?

Question 23.

(RFP, Page 18, Section 3.3) Please clarify the total number of required resumes. Are offerors required to submit 1 resume per Job Title, meaning 1 Electronic Technician Maintenance and 1 Computer Support Technician resume (2 Total) or is a resume required for all proposed FTEs?

A resume is required for each candidate.

Question 24.

(RFP, Page 45, Volume IV, #4 Financial Letter) Can the Government please be more specific on what threshold they consider "adequate" financial resources to perform on the contract? Historically, as an example, agencies have defined this as cash-on-hand or a line of credit for 25% of the base year price.

RFP, Page 22, Table 4.2.1a makes reference to Annual Man Hours, where Table 4.2.1b references Monthly Man Hours. However, the table on page 42 shows a total of 14,912 hours per year which is a total of the annual hours in Table 4.2.1a and the monthly hours in Table 4.2.1b. Can the government please clarify if Table 4.2.1b should be updated to reflect annual hours instead of monthly or if the table on Page 42 needs to be updated to include the annualized amount of hours for Table 4.2.1b?

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

(b) Submission of quotes. Quoters shall submit quotations in PDF format; each volume shall contain a cover sheet and shall contain the following information:

1. Solicitation number as indicated on page one (1) of the SF1449, Block 5 and the Title of the procurement.

2. Time specified for receipt of quotes: Quoters shall ensure that quotes are received by the Government point of contact no later than the date and time indicated on page one (1) of the SF1449, Block 8.

Volume I – Price - Limit: There is no page limit

Quoters shall submit the following:

1. Standard Form (SF) 1449. The Quoter shall complete Blocks 17a, 30a, and 30c of the SF-1449. The Quoter shall sign in Block 30b of the SF-1449 with the name and the signature and title of the person authorized to sign.

By signing Block 30b of the SF-1449, the Quoter has confirmed that they take no exception to the solicitation and they have read, understand, and agree to comply with all terms, conditions, and instructions outlined in the solicitation.

2. Price Quote. The Quoter shall fill in the price schedule and include unit prices. The unit price should be evenly incremented so that it adds up to the total price without rounding past the second digit right of the decimal point for total prices for all contract line items (CLINs). Pricing shall be structured in accordance with the contract line items identified in the SF 1449 schedule. DO NOT FILL IN THE PRICE AMOUNTS FOR THE TRAVEL CLINs AS THIS WILL BE A NOT TO EXCEED AMOUNT.

Volume II – Technical Capability - Limit: 30 Pages

Quoters shall demonstrate an understanding of the solicitation requirements by providing the following:

1. Resume IAW 3.3 of the PWS, which clearly demonstrates compliance with the aforementioned PWS section. The resumes must be formatted as follows:

a. Employee Name.

b. Experience: Years of employment experience in chronological order (descending from current year to previous years). Employee experience must include a narrative description of duties and responsibilities of employment.

i. Current Position, Title, and Employer.

ii. Previous Position(s), Title(s), and Employer(s).

c. Certifications.

2. Staffing Plan shall be submitted with quote for evaluation.

a. Staffing plan shall address at a minimum your proposed staffing approach for each contract period, including options, based upon your assessment of contract requirements, including the position requirements for a Computer Support Technician and Electronic Technician Maintenance labor categories and the required data set forth in PWS 4.2.1 above. Your Staffing Plan shall propose a minimum of 14,912 hours. Within your total proposed staffing approach to meet the Governments requirement for 14,912 hours, of the two labor categories the minimum acceptable number of Computer Support Technicians shall be four (4).

b. An organization chart with lines of authority within the Contactors organization and with the Government including identification of personnel (and labor title) with the ability to make commitments on behalf of the Contractor.

The technical capability factor must provide sufficient evidence that the Quoter has a clear understanding of the solicitation and can meet the minimum requirements and qualifications set forth in the PWS.

Volume III – Past Performance – Limit: 20 Pages

The Quoter shall provide a maximum of three (3) relevant past performance contract references of similar size, scope and complexity to services set forth in the PWS and completed within the past three (3) years prior to the solicitation closing date (See Block 8 of the SF1449). If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available which meets the requirements identified above, it shall be submitted with the quote.

If a CPARS is not available, or if fewer than three (3) are available, then the Quoter shall submit a completed Past Performance Reference Questionnaire (PPQ) (Attachment 1) for each reference submitted. At the PPQ customer/client’s request, PPQs may be submitted directly to the Government’s point of contact, Ms. Tamatha Thomas at tamatha.a.thomas.civ@us.navy.mil and Mr. Robert Edwards at robert.s.edwards42.civ@us.navy.mil by the date and time quotes are due. Quotes shall not incorporate by reference PPQs previously submitted for other solicitations. However, this does not preclude the Government from utilizing previously submitted PPQ information or consider any other information available to the Government. in the past performance evaluation. The Quoter is responsible for providing the Past Performance Questionnaire to their references for completion.

Quoters may submit a combination of delivery orders (DOs), task orders (TOs), technical direction letters (TDLs), and/or technical area tasks (TATs) placed under an Indefinite Delivery type contract or BPA as one of the examples of past performance; however, no more than three (3) total will be reviewed. Each individual example in the combination must meet the requirements listed above.

If no recent (within the past three years prior to solicitation closing date), relevant past performance is available the Quoter shall affirmatively state that it possesses no recent or relevant past performance.

Note: An incomplete PPQ may not be evaluated.

Volume IV Contractor Responsibility – Limit: There is no page limit.

1. Representation and Certifications. 2. No Exception. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. 3. Limitations on Subcontracting. Quoter shall affirmatively state that they intend to meet the requirements outlined in FAR 52.219-14, Limitations on Subcontracting (Sep 2021) (Deviation 2021-O0008).

4. Financial Letter. A letter from the Quoter’s financial institution that indicates that the Quoter has adequate financial resources to perform the contract;

5. Organization. A description of the Quoter’s organization, accounting, and operational controls to meet the requirement.

Note: After the solicitation closing date, the Contracting Officer may require a Quoter to promptly submit additional information to demonstrate the Quoter is responsible.

AWARD NOTICE TO SUCCESSFUL QUOTER

To be eligible for award of a contract hereunder, the Quoter must be determined by the Contracting Officer to be a responsible prospective Contractor in accordance with FAR 9.1.

A written notice of award or acceptance of a quotation will be e-mailed to the successful Quoter within the time for acceptance specified in the solicitation, shall result in a binding contract without further action by either party.

Before the Quoter’s specified expiration time, the Government may accept a quotation , whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(c) Period for acceptance of offers. Quoters agree to hold their prices firm for a period of 120 calendar days from date specified for receipt of quotations, unless another time period is specified in an amendment to the solicitation.

(d) Product samples. Not modified.

(e) Multiple quotes. The Government IS NOT accepting multiple quotes presenting alternative terms and conditions, including alternative line items, or alternative commercial products or commercial services for satisfying the requirements of this solicitation. The Quoter must submit prices for every priced contract line item. The Government intends to make a single award.

BASIS OF EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES PER FAR

SUBPART 13.106.

The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. Initially the Government will evaluate all quotes for technical capability. All quotes rated technically unacceptable shall be ineligible for award and removed from any further consideration. The Government will then evaluate all technically acceptable quotes for past performance and price, and assign appropriate adjectival ratings for past performance. The Government will then conduct a trade-off between past performance and price where past performance is more important than price.

Each quote shall be in the form prescribed by, and shall contain a response to, each of the areas identified in the solicitation provision entitled “FAR provision 52.212-1 Addendum, Instructions to Offeror’s- Commercial Products and Commercial Services.”.

The type of source selection utilized in this procurement is the Best Value Trade-Off IAW Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and SubPart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced quote. The Government reserves the right to make award solely on initial quote received.

Note: Past performance is more important than price; however, price has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based.

Price - The Government will evaluate price in accordance with FAR 13.106-3(a), Award and Documentation. The Government may evaluate any and all information submitted by the Quoter to support the reasonableness of the prices quoted. The method of evaluation used is solely within the discretion of the Contracting Officer.

i. Price will be evaluated by multiplying the estimated quantities by the quoted unit price for each line item and then adding the totals together, thereby identifying the Quoter’s total estimated price for each line item.

ii. Amounts for the travel CLINS will be a not to exceed (NTE) amount. All quoters will be evaluated by inclusion of the same not to exceed amount.

iii. The Government will evaluate quotes for award purposes by adding the total price for all options including FAR 52.217-8, Option to Extend Services to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

Note: Quoters that do not quote all items (including options) in accordance with Volume I (Price) or which quote only partial CLIN pricing will be ineligible for award. Failure to furnish the price in accordance with the instructions above shall render the quote unacceptable and will not be considered for award.

Technical Capability: The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements as set forth in accordance with the PWS. For a quote to be found technically acceptable, the quote must clearly meet the minimum requirements of the solicitation.

Failure to provide the following will result in an unacceptable rating:

If the Quoter is found to be “Unacceptable,” then the Quoter will be removed from further consideration of the award.

Acceptable (A) The quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is low.

Unacceptable (U) The quote does not meet requirements of the solicitation and/ or risk of unsuccessful performance is unacceptable. Quote is unawardable.

Past Performance - The past performance evaluation results in an assessment of the Quoter’s probability of meeting the solicitation requirements. The past performance evaluation considers each Quoter’s demonstrated recent and relevant record of performance in supplying services that meet the contract’s requirements as described in the Addendum to FAR 52.212-1. The recency and relevance of the information, source of the information, context of the data, and general trends in Contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each Quoter. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. Submitted Past Performance project relevancy will be rated as either “relevant” or “not relevant”. Submitted CPARS or PPQ recent information that is older than 3 years as of the closing date of this request for quote shall be rated not relevant and will not be deemed recent.

Rating Definition

Relevant - Present/past performance effort involved similar size, scope complexities this solicitation requires.

Not Relevant - Present/past performance effort involved little or none of the size, scope and complexities this solicitation requires.

A review of all past performance, general trends, and usefulness of the information will be incorporated into an overall performance confidence assessment rating. The past performance confidence assessment rating is based on the Quoter’s overall record of recency, relevancy and quality of performance and will be rated as stated below.

Performance Confidence Assessment Rating Description Substantial Confidence Based on the Quoter’s recent/relevant performance record, the Government has a high expectation that the Quoter will successfully perform the required effort.

Limited Confidence Based on the Quoter’s recent/relevant performance record, the Government has a low expectation that the Quoter will successfully perform the required effort.

No Confidence Based on the Quoter’s recent/relevant performance record, the Government has no expectation that the Quoter will be able to successfully perform the required effort.

In the case of Quoters for which there is no information on past contract performance or where past contract performance is not available, the Quoters may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the Quoter’s past performance is unknown and assigned a confidence rating of “neutral.” Past performance ratings of “Substantial Confidence” and “Satisfactory Confidence” hold more value than a “Neutral Confidence” rating and will be considered more favorably in a trade-off between past performance and price.

PERFORMANCE WORK STATEMENT

3M Technician Maintenance and User Operational Support Services Naval Construction Battalion Center (NCBC)

Naval Construction Group TWO (NCG2)

PART I

GENERAL INFORMATION

1.1. Introduction. This is a non-personal services contract to provide 3M (Maintenance and Material Management) Technician Maintenance and User Operational Support Services to units under Commander, Naval Construction Group Two (NCG2). The Government will not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. Description of Services. NCG2 has a requirement for 3M Command Communications Computers and Intelligence (C4I) Maintenance Technicians to support the systems and supporting equipment identified herein, whose functions will include user operational work, 3M subject matter expert consultation, help desk support, and limited user instruction for:

a. Four (4) Naval Mobile Construction Battalions (NMCB)

b. Two (2) Regiments

c. One (1) Underwater Construction Team (UCT)

d. Two (2) Naval Construction Group Two

1.3. Background. The Naval Construction Group Two (NCG2) is located at the Naval Construction Battalion Center (NCBC) Gulfport, Mississippi, and has a recurring need for 3M technician maintenance and user operational support services, performed in a classroom environment in the Electronic Maintenance Shop, located in the Communications Facility Building, Gulfport Mississippi.

1.4. Scope. The Contractor shall provide skilled personnel, supervision, management, and any other resources necessary to provide 3M Technician Maintenance and User Operational Support Services as defined in the Performance Work Statement (PWS), except for those items specified as Government Furnished Property, Items, and Services (Part 2).

All personnel shall have the same minimal qualifications as outlined in the PWS section 3.3

The Contractor shall be required to travel from home port in support of this requirement to Naval Construction Group One, Port Hueneme, California and Camp Shelby Joint Forces Training Center (CSJFTC), Camp Shelby Mississippi,

1.5. Period of Performance. See SF1449 Schedule.

1.6. Place of Performance.

1.6.1 Primary. The work to be performed under this contract will be performed primarily at Naval Construction Group Two, 413 Gilbert Avenue, Gulfport, Mississippi, 39501.

1.6.2 Secondary. The Contractor shall travel to Naval Construction Group One, Port Hueneme, California and Camp Shelby, Mississippi for tactical equipment and operational training exercises.

1.7. Hours of Operation. The Contractor is responsible for providing performance between 0700-1530 Central Time, Monday through Friday, except on Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government event. For the Port Hueneme California location, the hours of operation are Pacific time from 0700-1530.

1.7.1. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When the Department of Defense grants excused absence to its employees, the Contractor agrees to continue to provide sufficient personnel to perform critical tasks in operation or scheduled.

The COR will notify the Contractor in the event of an unexpected base closure. Contractors may also visit https://cnrse.cnic.navy.mil for base closure information.

1.8. Recognized Federal Holidays.

When one of the above designated legal holidays fall on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the proceeding Friday is observed as a legal holiday. This list of holidays relates to Government duty days.
