3M Technician Maintenance and User Operational Support Services Naval Construction Battalion Center (NCBC)
Naval Construction Group TWO (NCG2)
PART I
GENERAL INFORMATION
1.1. Introduction. This is a non-personal services contract to provide 3M (Maintenance and Material Management) Technician Maintenance and User Operational Support Services to units under Commander, Naval Construction Group Two (NCG2). The Government will not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2. Description of Services. NCG2 has a requirement for 3M Command Communications Computers and Intelligence (C4I) Maintenance Technicians to support the systems and supporting equipment identified herein, whose functions will include user operational work, 3M subject matter expert consultation, help desk support, and limited user instruction for:
a. Four (4) Naval Mobile Construction Battalions (NMCB)
b. Two (2) Regiments
c. One (1) Underwater Construction Team (UCT)
d. Two (2) Naval Construction Group Two
1.3. Background. The Naval Construction Group Two (NCG2) is located at the Naval Construction Battalion Center (NCBC) Gulfport, Mississippi, and has a recurring need for 3M technician maintenance and user operational support services, performed in a classroom environment in the Electronic Maintenance Shop, located in the Communications Facility Building, Gulfport Mississippi.
1.4. Scope. The Contractor shall provide skilled personnel, supervision, management, and any other resources necessary to provide 3M Technician Maintenance and User Operational Support Services as defined in the Performance Work Statement (PWS), except for those items specified as Government Furnished Property, Items, and Services (Part 2).
All personnel shall have the same minimal qualifications as outlined in the PWS section 3.3
The Contractor shall be required to travel from home port in support of this requirement to Naval Construction Group One, Port Hueneme, California and Camp Shelby Joint Forces Training Center (CSJFTC), Camp Shelby Mississippi,
1.5. Period of Performance. See SF1449 Schedule.
1.6. Place of Performance.
1.6.1 Primary. The work to be performed under this contract will be performed primarily at Naval Construction Group Two, 413 Gilbert Avenue, Gulfport, Mississippi, 39501.
1.6.2 Secondary. The Contractor shall travel to Naval Construction Group One, Port Hueneme, California and Camp Shelby, Mississippi for tactical equipment and operational training exercises.
1.7. Hours of Operation. The Contractor is responsible for providing performance between 0700-1530 Central Time, Monday through Friday, except on Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government event. For the Port Hueneme California location, the hours of operation are Pacific time from 0700-1530.
1.7.1. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When the Department of Defense grants excused absence to its employees, the Contractor agrees to continue to provide sufficient personnel to perform critical tasks in operation or scheduled.
The COR will notify the Contractor in the event of an unexpected base closure. Contractors may also visit https://cnrse.cnic.navy.mil for base closure information.
1.8. Recognized Federal Holidays.
New Year’s Day Labor Day Martin Luther King Jr. Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Day Christmas Day Independence Day
Additional Federal Holidays as authorized by the President of the United States and/or Executive Orders shall be considered part of this list. The Contractor is not required to perform services on holidays.
When one of the above designated legal holidays fall on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the proceeding Friday is observed as a legal holiday. This list of holidays relates to Government duty days.
1.9. Inclement Weather Operations. In case of serve weather closings or other hazardous situations, notification will be given to Contractor employees to take appropriate actions in accordance with base or contracting officer guidance. In this case, the KO may authorize exceptions. When exceptions are granted, the Contractor shall make up all missed services within twenty-four (24) hours after the severe weather has terminated, unless the KO authorized additional time. Rescheduling to provide make-up services shall not be a basis for a claim by the Contractor for additional compensation.
1.10. Operations During Crisis. Contractor shall provide a written plan (Contract Data Requirements List [CDRL]0001), outlining a strategy to continue services during periods of crisis. A Crisis plan shall be submitted within 30 days after award. The plan shall address:
a. Challenges identified in maintaining essential contractor services during an extended event such as a pandemic that occur in repeated waves.
b. Provisions for the acquisition of personnel and resources necessary for continuity of operations for up to 30 days or until normal operations resume.
1.12. Contracting Officer’s Representative (COR). The COR will report to the Contracting Officer KO when all products and/or services from the Contractor have been delivered and accepted. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government specifications; monitor Contractor’s performance and notify both the KO and Contractor of any deficiencies; coordinate availability of Government furnished property; and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the resulting contract. The COR is responsible for the scheduling and coordination of all work to be accomplished as required per this specification.
1.13. Type of Contract. The Government will award a Firm Fixed Price (FFP) contract.
1.14. Quality Control. Quality Control (QC) is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services to the Government in accordance with (IAW) this PWS. See 52.212-4
1.15. Contractor Discrepancy Report (CDR). When the Contractor's performance is unsatisfactory, a CDR will be issued to the Contracting Officer Representative (COR) and Contracting Officer (KO). The Contractor shall reply in writing within five (5) workdays from the date of receipt of the CDR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to preclude recurrence.
1.16. Quality Assurance. The Government will evaluate the Contractor’s performance under this contract in accordance with (IAW) the PWS and Performance Requirement Summary (PRS). This is a Government only document primarily focused on what the Government must do to assure that the Contractor has performed IAW the requirements of the contract. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable deficiency rate(s). All performance ratings will use (Exceptional Very Good, Satisfactory, Marginal, or Unsatisfactory), as defined in FAR subpart 42.15, Contractor Performance Information. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
1.17. Defense Biometric Identification System (DBIDS). The Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.
If you currently have Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.
The VCC will pull up your information in the computer, ensuring all information is current and correct.
Once your information is validated, a temporary DBIDS credential is provided.
Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (180 days).
For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
The representative will enter base access authorization and then you may proceed to work.
If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
Upon completion of the background check, the Visitor Control Center representative will complete the
DBIDS enrollment process, which includes your photo, fingerprints, base restrictions, and several other assessments; after all this is DoN, you will be provided with your new DBIDS credential.
You may now proceed to work.

1.18. Safety. In order to provide safety control for protection to the life and health of employees and other persons;
for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall develop and submit a Safety Plan [CDRL]0002, no later than 30 days after award, which shall include at a minimum, an implementation plan for compliance with 29 CFR 1910, Occupational Safety and Health Standards, and all applicable DoD, Navy, Federal, State and Local safety and health requirements.
1.19. Environment and OSHA. The Contractor shall comply with all local, State, and Federal environmental and occupational safety laws, rules, and regulations. Any apparent conflict between compliance with such local, State, and Federal environmental and occupational safety laws, rules, regulations, and compliance with the requirements of the contract shall be immediately brought to the attention of the Contracting Officer (KO) or authorized representative for final resolution. The Contractor shall notify the KO or authorized representative in writing in addition to any verbal notification of such conflict. The Contractor shall be liable for all fines, penalties, and costs which result from violations of, or failure to comply with, all such local State, or Federal laws, rules, and regulations. All unsafe acts or conditions fostered by the Contractor or Contractor personnel may be grounds for the KO to halt any and all Contractor performance. The Government reserves the right to be reimbursed for any liability regarding to non-compliance to OSHA regulations. The Contractor shall take due caution not to endanger personnel during performance of this contract. Upon discovery of a serious hazard such as, but not limited to, fire, or large fuel spill, the Contractor shall notify the KO or designated representative and COR.
1.20. Reporting Mishaps. The Contractor shall train personnel to recognize fire and safety hazards and encourage personnel in the performance of their duties to report fire and safety hazards and unsafe conditions to their supervisor. The Contractor shall adhere to reporting of mishaps IAW OPNAVINST 5102.1D MCO P5102.1B, Navy & Marine Corps Mishap and Safety Investigation, Reporting, and Record Keeping Manual. In addition, the Contractor shall report injury or occupational illness to on-duty Contractors and Contractor accidents involving Navy property and personnel.
1.21. Emergency Services. Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor. Contractor employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor shall, in turn, notify the COR immediately with the first opportunity to do so—typically within 30 minutes of the incident.
1.22. Personnel Safety. The Contractor shall immediately correct all Contractor related safety deficiencies upon notification by the KO or COR of Contractor created deficiencies and shall notify the KO of the corrective action to be taken within 24 hours of the identified safety deficiency.
1.23. Health Protection Contingency Plan. Possess the ability to operate in strict environment at the following Health Protection levels when implemented by the Base Commander.
HPCON Level Purpose: Each HPCON corresponds to the increased risk from the spread of infectious diseases (viruses) representing elevated risks of morbidity and mortality. The Contractor must be postured to respond to the below HPCON levels.
HPCON A – Limited: Health alert. Communicate risk and symptoms of health threat with employees;
review plans and preparation.
HPCON B – Moderate: Strict hygiene (no handshaking, wipe commonly used items). If exposed, have employees self-isolate. Maximize use of telework for eligible personnel.
HPCON C – Substantial: Social distancing; limit or cancel in-person meetings, gatherings, temporary duty assignments.
HPCON D – Severe: Restriction of movement (quarantine), mass evacuation, mass decontamination.
Contractor services not required unless given direction from the Contracting Officer (KO).
1.24. Personnel. For the purposes of this paragraph, the term “personnel” or “employee(s) refers to any person performing work related to this contract, including but limited to, the Contractor’s employees, agents, representatives, or subcontractors. No Foreign National shall be employed on this Government contract.
The Contractor shall staff this effort with trained, competent and capable employee(s) for the discipline they are assigned to. Contractor personnel shall present a clean, neat and professional appearance. The Contractor shall ensure that employees meet all applicable federal, state, local, and installation certification, licensing, medical requirements, and qualifications to perform all assigned tasks and functions as defined in this contract prior to commencement of work. The Contractor shall not permit any personnel to work under this contract if such person is identified by a Government authorized representative to the Contractor as a potential threat to the health, safety, security, general well-being, or operational mission of the Navy and Naval Construction Group Two Gulfport, MS.
All Contractors’ personnel shall comply with installation security and access procedures and the Contractor’s safety plan.
1.25. Motor Vehicle Operators. Contractor personnel shall possess a valid U.S. state driver’s license, certifications and permits, applicable for the type and class of vehicle being operated.
Traffic Accident Reporting Requirements: The Contractor shall report to Base Security, within one hour, any traffic accident involving Contractor personnel that occurs on base, whether in the performance of this PWS or commuting in their POVs, IAW OPNAVINST 5102.1 series, OPNAVINST 5100.23 series, and other applicable local instructions. The Contractor shall supply a copy of any traffic accident report, which occurred during the performance of duties of this PWS to the COR within five workdays after each occurrence.
Fines, Fees, Point Assessment and Other Costs: The Contractor shall pay all fines, fees, point assessment, and other costs associated with traffic violations or accidents that occur in the performance of work under this contract.
Privately-Owned Vehicle (POV) Permits: Contractor personnel using POVs on DoD installations shall have proper permits for entry onto the installations. All vehicles, private or Contractor-owned, shall comply with the vehicle operation regulations that govern installations. All vehicles are subject to search while on DoD installations. Only licensed Contractor personnel shall operate vehicles on DoD installations. Vehicles shall be operated IAW local and state laws as well as installation specific traffic regulations.
Privately-Owned Vehicle (POV) Parking: The Contractor shall utilize on-station POV parking in authorized areas.
The Government reserves the right to change parking arrangements at any time.
1.26. Conflict of Interest. The Government does not anticipate that the Contractor will encounter any Organizational Conflicts of Interest (OCI); as the Contracting Officer has determined the Contractor and subcontractor personnel will not receive, have access to, or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5, In the event that the Contractor discovers an OCI, the Contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO, and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.27. Invoicing. The Contractor shall submit invoices to the COR NLT the 2nd calendar day of each month using Wide Area Work Flow (WAWF) (see DFAR Clause 252.232-7006).
1.28. Basic Services. The Contractor shall provide 3M Command Communications Computer and Intelligence (C41) Maintenance Technician support. Tasks include user operational work, 3M subject matter expert consultation, help desk support, and limited training instruction for four (4) Table of Allowances (TOAs) Naval Mobile Construction Battalions (NMCB), two (2) TOAs Regiments, one (1) TOA Underwater Construction Team (UCT) and two (2) TOA Naval Construction Group Two (NCG2).
1.29. Physical Demands:
a. Contractor employees will be required to work in inclement weather during field exercise training (Contractor shall provide outerwear for the Contractor employees suitable to the work environment).
b. Prolonged periods of standing, bending, and physically moving is expected.
c. Physical moving of tactical radios and or tactical data network equipment with a maximum weight of 35 pounds.
1.39. Contractor Travel Expenses. The Government anticipates that the Contractor will incur travel expenses in support of this requirement to travel from Naval Construction Group Two (NCG2) Gulfport, Mississippi to Naval Construction Group One Port Hueneme (NCG1), California (up to 2x per year) and Camp Shelby Joint Forces Training Center (CSJFTC), Camp Shelby Mississippi, 39407 (up to 2x per year).
Travel expenses incurred by the Contractor for authorized travel will be Not to Exceed CLIN in the contract. All travel required during the performance of this contract shall be approved in advance by the COR in coordination with the KO and shall adhere to the DoD Joint Travel Regulations (for travel in 48 contiguous states), the Joint Travel Regulations Volume 2, DoD Civilian Personnel.
Dates of travel have not been established at this time. Once the dates have been identified the COR will determine the need for Contractor personnel travel. Final approval for the use of travel CLIN is granted by the KO. The Contractor personnel shall request travel authorization from the COR prior to confirming travel arrangements. The Contractor is encouraged to obtain federal discounts to the maximum extent practical. If applicable, the Government will issue a letter of identification so that Contactor personnel can use Bachelor or Visiting Officer Quarters in the course of official travel. The Contractor personnel shall be authorized to travel within the funded travel limitations of this contract on a not-to-exceed (NTE) basis, subject to advance approval by the COR in coordination with the KO. The Contractor personnel shall notify the COR when travel funds expended reach 80% of the NTE.
The Government’s liability for for travel expenses is limited to the funding available under the Travel Line Item of the contract. The notional travel that is depicted in the table below is based upon anticipated requirements. Actual travel costs may vary.
Travel and per diem expenses is estimated not to exceed $10,000.00 per year. Contractor shall submit one invoice biannually for travel, each invoice shall not exceed $5,000.00. Travel claims for reimbursable expenses shall be submitted within five (5) working days after completion of travel with submission of proper documentation (receipts). Invoice amount shall detail the actual costs of the per diem and travel expenses.

PART 2
GOVERNMENT FURNISHED EQUIPMENT, ITEMS AND SERVICES
2.1 Government Furnished Items and Services. The Contractor shall work at Government facilities on a regular basis. The Government will provide adequate working space, items and equipment. Items considered to be incidental to place of performance include, for example, office space, desks, chairs, telephones, Navy Marine Corps Intranet (NMCI) computers, Harris Radio accounts, printers, copiers, and fax machines.
2.2. Services. The Government will provide services to facilitate Contractor access to Naval Construction Group Two, Gulfport, Mississippi.
2.3. Facilities. The Government will provide access to facilities for Contractor personnel use in support of NCG2 located at Naval Construction Group Two (NCG2), 5101 Marvin Shields Boulevard, Building 432, Gulfport Mississippi, 39501 or Camp Shelby Joint Forces Training Center (CSJFTC), Camp Shelby Mississippi, 39407, an 85-mile radius of Gulfport Mississippi in the event of an emergency relocation. Any alterations to facilities shall be approved in writing and property shall be returned to its original condition prior to completion of this contract.
Contractor shall exercise extreme caution to protect building finishes, private property, military property, etc., from damage during the performance of these contract requirements. Contractor shall be responsible for all loss or damage or whatsoever kind and nature to all Government property, while in the performance of these contract requirements, which result in whole or in part from the negligence or omissions of Contractor, any of his Subcontractors or any employee, agent or any representative of the Contractor or Subcontractor(s).
The Contractor Employees shall maintain the assigned space in a neat and orderly manner. The Contractor Employees shall only use Government-furnished facilities and equipment to accomplish the tasks required under this contract. Personal or company use of phones, utilities, computers, printers, copiers, etc., not directly related to required services is strictly prohibited. The Contractor Employees shall not remove any Government-furnished equipment or supplies from the worksite without the express written permission of the COR or his/her designated representative. Contractor shall be responsible for any damages or loss of use due to their negligence.
2.4. Utilities. The Government shall ensure that all utilities in the facility will be available for the Contractor’s use in performance of tasks outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off water faucets or valves after use.
2.5 Certifications. Military certification courses provided include Navy Expeditionary Combat Command Enterprise Tactical Control Variant 2 (NETC2), Rapid Response Kit (RRK), Basic Assured, CompTIA Security +, HBSS, ACAS, and Endpoint Security Solutions (ESS) certifications for Tactical Data Network administration privileges and rights.
PART 3
CONTRACTOR FURNISHED ITEMS AND SERVICES
3.1 Contractor Furnished Items. Everything included in this paragraph and its subparagraphs is basic to the contract and should be included in the contract price.
The Contractor shall furnish and provide all labor, supervision, and services required to perform work under this contract that are not listed under Part 1 of this PWS.
3.2. Responsibilities of the Contractor. The Contractor shall provide a safe working environment for all persons in his/her employ as prescribed by 29 CFR 1910 “Occupational Health and Safety”. The Contractor shall be responsible for all damages to persons and property that occur in connection with the work and service under this contract, without recourse against the Government.
During performance of this contract, the Contractor shall provide personnel with sufficient skills to accomplish the various positions tasks contained in this PWS. The Contractor shall be responsible for ensuring the employees meet the physical demands (if applicable) of each position. Proof of education and experience of the Contractor’s employees shall be verified by the Contractor. The Government reserves the right to require the Contractor to remove and replace any personnel who provide unsatisfactory performance, demonstrate insufficient knowledge, or possess inadequate skill levels necessary to complete assigned tasks. The skill level of the staff provided shall be current and consistent with new technologies. The KO or COR shall be notified verbally and in writing of the need to remove any personnel. The Government must approve, in writing all personnel substitutions proposed by the Contactor, at least 15 calendar days prior to the proposed substitution. Any proposed substitute must equal or exceed the qualifications of the individual being replaced.
3.3 Resumes and Qualifications
3.3.1 Contractor shall submit a Resume including qualifications for evaluation and shall be limited to three (3) pages.
3.3.2 Contractor personnel shall have at a minimum:
Contractor personnel shall have at a minimum for labor category 23183 - Electronic Technician Maintenance:
1. A High School Diploma or General Education Equivalent.
2. Four (4) years of experience in 3M (Maintenance, Material and Management) workstation and user operator experience/expertise for tactical communications equipment.
3. Technical Writer/Operator expertise in tactical communications equipment.
4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures.
5. Three (3) years of experience in managing multiple priorities, meet deadlines, exercise initiative in gathering, assembling, collate, and analyzing information for completion of projects.
6. Ability to work independently or as part of a team with a minimum of three (3) years of experience in customer service.
7. Sufficient knowledge, skill, and experience in maintaining and operating and performing Level I & II 3M maintenance on tactical radio systems.
8. Be a U.S Citizen (proof of citizenship required).
9. A Secret clearance or Interim secret clearance verified by contractor. (A background investigation will be conducted) Contractor personnel shall have at a minimum for labor category 14160 - Computer Support Technician:
1. A High School Diploma or General Education Equivalent
2. Four (4) years of experience in 3M (Maintenance, Material and Management) workstation and user operator experience/expertise for Tactical Data Networks (TDN), Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid Response Key (RRK) and or Expeditionary Deployable Node (EDN).
3. Technical Writer/Operator expertise in tactical data network systems.
4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures.
5. Two (2) years of knowledge and experience in the capabilities and functionalities of Microsoft Office Suite.
7. Two (2) years in working knowledge of basic computer networking skills to include, but not limited to, hardware (switch, router, blade server, net app, fire walls) and software (Windows 10, Virtue Machines (VM) Ware, MS Shareware server, MS Server 2012, MS Scanner, MS Exchange Server 2016 (emails)).
8. A valid up to date Cyber Security Work Force (CSWF) Security+ Certification or have equivalent qualifications (Equivalent NEC/Rate, Information System Maintenance Technician (731A), Information System Security
9. Manager (741A), Network Security Vulnerability Technician (742A).
10. Two (2) years of Information Maintenance Security and Information Network Systems experience.
11. Certified Information Systems Security Professional (CISSP) certification eligibility and Continuing Education Unit (CEU) requirements.
12. Be a U.S Citizen (proof of citizenship required).
13. A Secret clearance or Interim secret clearance verified by contractor. (A background investigation will be conducted)
PART 4
SPECIFIC TASKS
4.1. The Contractor shall perform technician maintenance and user operational work as a 3M maintenance technician in support of the Table of Allowances associated with the four (4) NMCBs, two (2) Regiments, one (1) UCT, and two (2) NCGs, including but not limited to the systems and equipment specified below.
The Contractor shall perform task assignments within the parameters of the specific tasks and requirements defined in the PWS section listed below:
4.1.1. Daily Tasks: Labor Category 14160 – Computer Support Technician.
· The Contractor shall perform technician maintenance and user operational work as a 3M maintenance technician.
· Perform necessary 3M for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK), Expeditionary Data Network (EDN) and Tactical Data Network (TDN) maintenance.
· Perform necessary system patching for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK), and Expeditionary Data Network (EDN) maintenance.
· Perform necessary system scanning for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) maintenance.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2 Rapid response Kit (RRK) and Expeditionary Data Network (EDN) maintenance Event Logs.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) Host Based Security System (HBSS) #1 McAfee check and review updates.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2) Rapid response Kit (RRK) and Expeditionary Data Network (EDN) VMware ESXi.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) VMware Data Recovery Module
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) Window Services.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) Control Uninterrupted Power Supply
(UPS).
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) MAIL/ESG/OWA Procedures.
· Perform necessary maintenance for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) clean up procedures.
· Perform necessary updates for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) and Tactical Data Network (TDN) maintenance.
· Perform maintenance test on HAWKEYE III Lite Satellite antenna.
· Perform maintenance test on HAWKEYE III Lite Satellite Auto –Acquire Limits.
· Perform inspection of system processing and communications components, cables, connections, and transit cases.
4.1.2 Weekly Tasks: Labor Category 14160 – Computer Support Technician
· Coordinate updates and maintenance of NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid response Kit (RRK) and Expeditionary Data Network (EDN) and Tactical Data Network (TDN) with NECC and SYSCOM, to include pulling NETC2/RRK/EDN/TDN out of operational deployment cycles for required maintenance and upgrade to ensure full operational capabilities.
4.1.3. Quarterly Tasks: Labor Category 14160 – Computer Support Technician
· Perform necessary Maintenance Release (MR) NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2) Rapid response Kit (RRK) and Expeditionary Data Network (EDN) maintenance.
The contractor shall perform the following tasks as required: Labor Category 14160 – Computer Support Technician
· Perform necessary Hot Fix (HF) for NECC Enterprise Tactical Command and Control Local Area Network Suite (NETC2) Rapid response Kit (RRK) and Expeditionary Data Network (EDN) maintenance.
· Ensure that all maintenance is completed and documented and CASREPS are submitted when required. (See NETC2, RRK. EDN, TDN, MRC 3M requirements below).
· Contractor shall ensure materials, procedures, policies are always coordinated and suitable for periods of instructions whether indoor or outdoor classroom environment.
· Contractor shall always train and assist other information technician and or communications students in a professional manner.
· During evaluation whether in a classroom or field environment, ensure user are knowledgeable of potential dangers from equipment and field hazards.
· Assist in the development of new or revised training or testing materials for formal course use in support of data network systems.
4.1.4. Daily Tasks: Labor Category 23183 – Electronic Technician Maintenance
· Meet with Equipment WCS to update the equipment status.
· Perform necessary 3M maintenance actions on all applicable equipment; document in SKED as required.
· Apply policies and directives prescribed by higher authority. Read, interpret and ensure compliance with publications, instructions, notices, local directives and changes thereto as appropriate in accordance with 3M.
· Support daily work center day to day operations by performing 3M maintenance work, phone calls, emails, and or attending meetings.
· Support NCG2’s 5 ECD subordinate units with assistance/guidance on communications equipment maintenance (3M Program) IAW 4790, Organizational Maintenance Management Systems-Next Generation (OMMS-NG), and
SKED.
· Review, verify, and approve weekly reports originated within the Work Center.
· Perform necessary 3M for AN/PRC-152 maintenance (AN/PRC-152 Series Radio Set, AN/VRC-110 (V) 1 Vehicular Radio Communications System).
· Perform necessary 3M for AN/PRC-117G maintenance (AN/PRC-117G Series Radio Set (RT-1949(P) (C)/PRC and RF-300M-MP), AN/VRC-114 (V) Series Vehicular Radio Communications System, RF-7800M-V120 20W Multiband Vehicular Adapter Amplifier, RF-7800M-V150 50W Multiband Vehicular Adapter Amplifier, RF- 7800M-V250 DUAL 50W Multiband Vehicular Adapter Amplifier, RF-300M-V255 DUAL 50W Multiband Vehicular Adapter Amplifier Manpack/Handheld, RF-7800M-AD250 DUAL Multiband Vehicular Adapter 50/20W Manpack Configuration).
· Perform necessary 3M for AN/PRC-157 maintenance (AN/PRC-157 Series Radio Set).
· Perform necessary 3M for RF-310 maintenance (RF-310 Series Radio Set).
· Perform necessary 3M for AN/PRC-160 maintenance (AN/PRC-160 Series Radio Set, AN/VRC-104 (V) 1, 2, 3, 4 Vehicular Radio Communications System).
· Perform necessary 3M for HF Base Station (201) maintenance.
· Perform necessary 3M for Power Supply maintenance (RF-5051-PS/RF-5054-PS Power Supply).
· Perform necessary 3M for antenna maintenance (NSW Communications Antenna).
· Perform necessary 3M for Uninterrupted Power Supply (Universal Power System 2000TR-IV) battery load capacity.
· Perform necessary 3M for PYQ-10maintenance (Security Equipment Systems, Simple Key Loader).
· Perform necessary 3M for KIK-11 maintenance (Security Equipment Systems, KIK-11 Tactical Key Loader).
· Perform necessary 3M for PSN-13 maintenance.
· Perform necessary 3M for misc. Shore Equipment maintenance.
· Perform necessary 3M for Motorola ISM Cellular Satellite Phone.
· Perform necessary 3M for Test Equipment Maintenance.
· Access SKED and assist WCS to document accomplishment/non-accomplishment of all 3M maintenance requirements.
4.1.5. Monthly Tasks: Labor Category 23183 – Electronic Technician Maintenance
· Ensure equipment is cycled properly in support of all PM requirements.
· Review all reports and provide feedback to subordinate units.
· Verify all completed PM, generate Summary Report and verify against PMS Performance Report.
· Provide reports on help desk activity to higher authority Naval Construction Group (NCG)/ Naval Expeditionary Combat Command (NECC) as required.
The contractor shall perform the following tasks quarterly: Labor Category 23183 – Electronic Technician Maintenance
· Validate all scheduled checks and equipment availability prior to start of each maintenance quarter.
· Schedule PMS checks IAW OPNAV INST 4790.1 series.
· Review maintenance and repair cost estimates.
· Prepare standard operating procedures (SOP).
· Audit PMS manuals and FBR's and provide WC to WCS.
· Provide feedback for all communications equipment maintained.
4.1.6. As Required Tasks: Labor Category 23183 – Electronic Technician Maintenance
· Assist Updating OMMS-NG when new equipment and attachments are added/removed.
· Update SKED/OMMS-NG for PMs, interim repairs, order parts, write jobs, and closing of work candidates.
· Provide technical logistic assistance to deploy or homeport units as required or requested.
· Provides “Help Desk” type services to NCF units/3M Coordinators and assistants in the areas of 3M administration and management. Assists in resolving problems encountered with Automated Shore Interface (ASI) processing, SKED use, Current Ship's Maintenance Project (CSMP) review/maintenance, Technical Feedback Report (TFBR) preparation/submission, etc. Employee may provide assistance directly or via referral to subject matter expert such as
a) Naval Information Warfare Systems Command (NAVWARSYSCOM) or Naval Sea System Command (NAVSEA) representative.
· Accept, track, and resolve all help desk calls from within the employee’s area of responsibility Atlantic Command (LANT) or Pacific Command (PAC). Maintain a log of all help desk calls indicating problem, source, submitting command, outside assistance used, and resolution. Include any recommendations for avoiding future recurrences.
· Identify common causes of help desk problems and propose solutions including changes to course curricula, content, training methods, or performance monitoring as necessary to reduce help desk calls and improve 3M effectiveness.
· Maintain liaison with subject matter experts at various commands to keep abreast of 3M practices, policies, and problems. As a member of the 3M community of practice establish relationships and communications as necessary to garner assistance in the resolution of unit level 3M problems.
· Participate in 3M reviews or assessments as necessary for CONUS and OCONUS SEABEE deployments.
· Assist in determining the need for and initiates changes/updates in course in support of preventive maintenance and or 3M.
· Contractor shall ensure materials, procedures, policies are always coordinated and suitable for periods of instructions whether indoor or outdoor classroom environment.

4.3. Required Training. Contractor shall obtain and maintain 40 Navy CEUs (Continued Education Units) per year via the guidance of the Information System Security Manager. Contractors shall enroll in courses provided by the NCG’s N6 located at Naval Construction Battalion Center, Gulfport, Mississippi and Naval Construction Battalion Center Port Hueneme, California. Required courses will be funded and made available by NCG2.
Courses include Navy Expeditionary Combat Command Enterprise Tactical Control Variant 2 (NETC2), Rapid Response Kit (RRK), Basic Assured, CompTIA Security +, HBSS and Endpoint Security Solutions (ESS) certifications for Tactical Data Network administration privileges and rights.
