This is a covered contract under E.O. 14055. Executive Order 14055, issued by President Joseph R. Biden, Jr., requires federal contractors and subcontractors on a covered successor contract to offer jobs to qualified employees employed under the predecessor contract.

In the previous solicitation for this requirement (N6883618Q0163) the CLINs were for "3-M Instructional Support".
However, in the current solicitation (N6883624Q0029) the CLINs are "3M Maintenance and User Support"?
Please clarify if the objective/mission of the N6883624Q0029 requirements are different from the previous solicitation N6883618Q0163 for this effort.

The objective / mission of N6883624Q0029 has not changed from the previous solicitation N6883618Q0163.
Question 10.
Reference: RFP, Pages 21-23, Table 4.2.1a and 4.2.1b: The total historical man hours of these two tables equates to 14,912 as is also referenced on page 42 –INFORMATIONAL DATA. However, the 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014) on page 68 of the RFP, shows 6 FTEs assigned as Labor Category 15095. These 6 FTEs appear to reference the number of FTEs on the current contract. This number of FTEs also matches our estimates of FTEs based on the FPDS data for the incumbent contract. Assuming the incumbent contractor has only 6 FTEs on this contract, how is it possible that the historical workload amounts to 8 FTEs?
Response 10.
The Government's estimate for the number of FTEs required for this solicitation is based on the Government's estimate of Historical total hours per year of 14,912. The reference to 6 FTEs has been removed from 52.222-42.

The Government will evaluate each Quoter's Staffing Plan for acceptability consistent with the basis of evaluation stated for Technical capability, paragraph 2(a). Paragraph 2(a) has been updated to reflect the following:
"Staffing plan shall address at a minimum your proposed staffing approach for each contract period, including options, based upon your assessment of contract requirements, including the position requirements for a Computer Support Technician and Electronic Technician Maintenance labor categories and the historical data set forth in PWS
4.2.1 above. Your Staffing Plan shall propose a minimum of 14,912 hours. Within your total proposed staffing approach to meet the Governments requirement for 14,912 hours, of the two labor categories the minimum acceptable number of Computer Support Technicians shall be four (4)".

RFP, Reference BASIS OF EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES PER FAR SUBPART 13.106, page 47, para 2.a.: If an offeror proposes different labor categories than a Computer Support Technician and Electronic Technician Maintenance, would the Government find their Technical Capability Unacceptable?

Question 14.
RFP, Page 18, Para 3.3.2 - labor category 23183 - Electronic Technician Maintenance; The job description for this SCA position includes “3. Technical Writer/Operator expertise in tactical communications equipment, 4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures, and 5. Three (3) years of experience in managing multiple priorities, meet deadlines, exercise initiative in gathering, assembling, collate, and analyzing information for completion of projects.” These requirements are not found in any SBA approved SCA description for an Electronic Technician Maintenance and clearly exceed the requirements of this labor category. The added requirement of a Secret clearance makes recruiting and retaining these individuals under an SCA labor category extremely difficult. Recommend the Government reclassify these positions as Exempt in order for offerors to find, recruit and retain individuals with all these required job skills.
Response 14.
The Governments minimum standards are in line with the labor category descriptions. The Government reserves the right to designate requested experience and certification levels in accordance with the SCA Directory of Occupations.
Question 15.
RFP, Page 18 & 19, Para 3.3.2 - labor category 14160 – Computer Support Technician; The job description for this SCA position includes “2. Four (4) years of experience in 3M (Maintenance, Material and Management) workstation and user operator experience/expertise for Tactical Data Networks (TDN), Enterprise Tactical Command and Control Local Area Network Suite (NETC2), Rapid Response Key (RRK) and or Expeditionary Deployable Node (EDN), 3. Technical Writer/Operator expertise in tactical data network systems, 4. Four (4) years of experience in understanding Technical Manuals, Communication Information System Manuals, Tactical Communication Manuals, and directives or instructions and procedures, 8. A valid up to date Cyber Security Work Force (CSWF) Security+ Certification or have equivalent qualifications (Equivalent NEC/Rate, Information System Maintenance Technician (731A), Information System Security, 9. Manager (741A), Network Security Vulnerability Technician (742A), 10.
Two (2) years of Information Maintenance Security and Information Network Systems experience, and 11. Certified Information Systems Security Professional (CISSP) certification eligibility and Continuing Education Unit (CEU) requirements.” These requirements are not found in any SBA approved SCA description for a Personal Computer Support Technician and clearly exceed the requirements of this labor category. The added requirement of a Secret clearance makes recruiting and retaining these individuals under this SCA labor category extremely difficult.
Recommend the Government reclassify these positions as Exempt in order for offerors to find, recruit and retain individuals with all these required job skills.

Question 16.
RFP, Page 68, Para 52.222-42 - Information Technology (IT), Telecom End User Help Desk; Tier1-2, Workspace, Print, Productivity Tools (labor). Labor Category 15095. It appears the incumbent contractor is using Labor Category 15095 (Technical Instructor/Course Developer) to fill its current requirements. This certainly makes sense in light of the Technical Writer/Operator expertise, understanding of Technical and communication manuals, and Certified Information Systems Security Professional (CISSP) certification eligibility and Continuing Education Unit (CEU) requirements. By reclassifying these positions as SCA 14160 (Personal Computer Support Technicians), these individuals will be making approximately $12.60/hr ($26,000/yr ) less than they are currently making. The Government can expect that the current employees in these positions will immediately quit based on this salary reduction which accounts for almost 60% of the current workforce. With the unique, extensive, and difficult to fill requirements associated with this position, finding, recruiting, hiring and retaining individuals under the SCA 14160 labor category and pay rate will be exceedingly difficult, if not impossible. We strongly recommend the Government either reduce the job description requirements to align with the Small Business Administration’s definition of a Personal Computer Support Technician or convert this position to Exempt status to allow offerors the flexibility to compensate these individuals for their extraordinary and unique education, skills, and certifications.

Question 17.
Reference RFP, (page 3 of 83) Section SF 1449; There is no CLIN/ITEM NO for a Phase-in period. Question: Can the Government clarify if there will be a Phase in period for this contract? If so, can the Government state where the offer should account for Phase-in/Transition costs as there is no CLIN in the Section SF 1449?

RFP, Page 19, Para 3.3.2 - Computer Support Technician, subparas 8 and 9. As written, these two sub-paragraphs read “8. A valid up to date Cyber Security Work Force (CSWF) Security+ Certification or have equivalent qualifications (Equivalent NEC/Rate, Information System Maintenance Technician (731A), Information System Security. 9. Manager (741A), Network Security Vulnerability Technician (742A).” However, it appears that sub-para 9 is merely a continuation of sub-para 8 and not a new sub-paragraph.
Can the Government revise the PWS to correct this issue?

Question 20.
Reference: RFP, Page 42. Informational Data - The Government estimate is 14,912 hours / year. This corresponds to 8 FTEs assuming 1864 work hours per FTE/year. However, the addition of the Juneteenth holiday adds 8 hours of additional holiday time which takes the productive hours for SCA employees down to 1856 hours per year.
Recommend the Government revise this table as well as Tables 4.2.1a and 4.2.1b found on pages 22 and 23, to reflect the correct number of Productive hours per FTE per year.
Response 20.
The Government estimate is 14,912 hours per year. 2080hr man year, minus the 11 holidays listed, leaves 1992 productive hrs. per man year. 14,912/1992 equals 7.48 employees.
Question 21.
(Reference: RFP, Page 19, Section 3.3.2, #11) Can the Government clarify what is meant by "CISSP certification eligibility and CEU requirements" as a minimum position requirement for the Computer Support Technician position? There are different ways an individual can qualify for a CISSP certification, either having 5 years of cumulative experience in two or more of the eight domains of the CISSP CBK or they may have a four-year degree may make them eligible for a one-year experience waiver. CEUs are gained after receiving the certification, meaning a CISSP "eligible" candidate would not have CEUs yet. We recommend the government remove this requirement as it is unclear and unnecessary to perform the job functions.
Response 21.
Navy Policy requires all network administrators to maintain CISSP certifications and continuous education. (CISSP) Certified Information Systems Security Professional certification. Organizations across industries need to protect their data and proprietary information from cyberattacks, making CISSP-certified professionals a valuable asset to any company. It is a higher certification than Security +. CEU’s are Continuing Educations Credits. Similar to Sec +, every certain amount of years you have to recertify and CEU’s helps with keeping up with the latest information for Cyber Security. Sec + is the minimum Cyber Security Workforce requirement for the contractors to have System admin capabilities to work on Government systems.
Question 22.
(RFP, Page 19, Section 3.3.2, #2) Will the government allow for experience gained on 'similar' workstations, such as Air Force Logistics Systems, Army Command and Control, etc.?

Question 23.
(RFP, Page 18, Section 3.3) Please clarify the total number of required resumes. Are offerors required to submit 1 resume per Job Title, meaning 1 Electronic Technician Maintenance and 1 Computer Support Technician resume (2 Total) or is a resume required for all proposed FTEs?

Question 24.
(RFP, Page 45, Volume IV, #4 Financial Letter) Can the Government please be more specific on what threshold they consider "adequate" financial resources to perform on the contract? Historically, as an example, agencies have defined this as cash-on-hand or a line of credit for 25% of the base year price.

However, the table on page 42 shows a total of 14,912 hours per year which is a total of the annual hours in Table 4.2.1a and the monthly hours in Table 4.2.1b. Can the government please clarify if Table 4.2.1b should be updated to reflect annual hours instead of monthly or if the table on Page 42 needs to be updated to include the annualized amount of hours for Table 4.2.1b?

(a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial products and commercial services:

9. Acknowledgment solicitation amendments: All amendments issued with signatures to acknowledge terms and conditions of amendments. Acknowledgement of all amendments issued to the solicitation shall be signed, and dated.
10. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).
11. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
Quotes shall be submitted in volumes as follows, font size 12, type – Times New Roman (Size Limit for attachments to emails is 20MB.
Volume I – Price - Limit: There is no page limit
Quoters shall submit the following:
1. Standard Form (SF) 1449. The Quoter shall complete Blocks 17a, 30a, and 30c of the SF-1449. The Quoter shall sign in Block 30b of the SF-1449 with the name and the signature and title of the person authorized to sign.
By signing Block 30b of the SF-1449, the Quoter has confirmed that they take no exception to the solicitation and they have read, understand, and agree to comply with all terms, conditions, and instructions outlined in the solicitation.
2. Price Quote. The Quoter shall fill in the price schedule and include unit prices. The unit price should be evenly incremented so that it adds up to the total price without rounding past the second digit right of the decimal point for total prices for all contract line items (CLINs). Pricing shall be structured in accordance with the contract line items identified in the SF 1449 schedule. DO NOT FILL IN THE PRICE AMOUNTS FOR THE TRAVEL CLINs AS THIS WILL BE A NOT TO EXCEED AMOUNT.
Volume II – Technical Capability - Limit: 30 Pages
Quoters shall demonstrate an understanding of the solicitation requirements by providing the following:
1. Resume IAW 3.3 of the PWS, which clearly demonstrates compliance with the aforementioned PWS section. The resumes must be formatted as follows:
a. Employee Name.
b. Experience: Years of employment experience in chronological order (descending from current year to previous years). Employee experience must include a narrative description of duties and responsibilities of employment.
i. Current Position, Title, and Employer.
ii. Previous Position(s), Title(s), and Employer(s).
c. Certifications.
2. Staffing Plan shall be submitted with quote for evaluation.
a. Staffing plan shall address at a minimum your proposed staffing approach for each contract period, including options, based upon your assessment of contract requirements, including the position requirements for a Computer Support Technician and Electronic Technician Maintenance labor categories and the historical data set forth in PWS 4.2.1 above. Your Staffing Plan shall propose a minimum of 14,912 hours. Within your total proposed staffing approach to meet the Governments requirement for 14,912 hours, of the two labor categories the minimum acceptable number of Computer Support Technicians shall be four (4).
b. An organization chart with lines of authority within the Contactors organization and with the Government including identification of personnel (and labor title) with the ability to make commitments on behalf of the Contractor.
The technical capability factor must provide sufficient evidence that the Quoter has a clear understanding of the solicitation and can meet the minimum requirements and qualifications set forth in the PWS.
Volume III – Past Performance – Limit: 20 Pages
The Quoter shall provide a maximum of three (3) relevant past performance contract references of similar size, scope and complexity to services set forth in the PWS and completed within the past three (3) years prior to the solicitation closing date (See Block 8 of the SF1449).
