Answer - Yes
39. The Contractor shall provide and install ""stand-alone"" Access Security Systems within building 633, 4142, 3828." This suggests that each building should have its own stand-alone server, as well as separate software and unique databases. Is this the intent?
Alternatively, the Bill Of Materials (BOM) suggests that there should be a single server installed in 633 that houses the database for all three buildings. A badging work station is to be installed in 633 as well and an admin workstation in 3828 each to handle the varied administrative needs. This assumes that any requirements for database administration for 4142 can be handled in either 633 or 3828. Is this the intent?
All three buildings should already be connected to a single ""stand alone"" Access Control Security network. "
Answer- A new Lenel head end server will be installed within the building 633 comm room, along with a badging system and management client within the Quarterdeck. Building 633 will provide badging services for building 3828 and 4142. As such, building 633 system shall be installed first. Buildings 3828 and 4142 have current stand alone workstations/servers and software that need to be updated and replaced. Additionally, existing Lenel controllers in buildings 3828 and 4142 are no longer supported and will be upgraded to the latest approved versions.
In closing, each building will have its own workstation/server running the Lenel OnGuard application and communicating only with the controllers within that facility. There will be no connection between any of the facilities or to any outside source. Each building will have its own fully functional and autonomous Lenel systems.
40. The BOM for 3828 requires an upgrade to the existing software. Is this the server for all three buildings now?
Answer – Building 3828 has its own Lenel system. Building 3828 has three (3) exisitng Lenel controllers: One (1) LNL-2220, which is no longer supported and needs to be upgraded to the latest/current approved version. Two (2) LNL-1320 series 1 controllers, which are no longer supported and need to be upgraded to the latest/current approved versions. Building 4142 - One (1) LNL-2220, which is no longer supported and needs to be upgraded to the latest/current approved version.
41. If 3828 has the server for all three buildings, what version of OnGuard is currently running on the existing server?
Answer - Building 3828 server operates the Lenel system at building 3828 only.
42. If 3828 does NOT have the server for all three buildings, what version of OnGuard is currently running on the existing server and this workstation or any other?
Answer - Building 3828 has a server that only operates the existing OnGuard 2009 (6.3.249), Dongle ID system number is unknown. Building 3828 is going through renovation/construction and the system is down.
43. The BOM lists new components to be installed in each of the three buildings: servers, workstations, readers, and lockdown buttons. In order to provide an accurate FFP for this scope, we need drawings for all three buildings identifying the following: server location, all workstation locations, all Lenel controller locations, all existing and new reader locations, and the location of the lockdown button.
Answer - Please attached diagrams.
44. Is the rack that the server is to be installed in within Building 633 existing, does it have enough space, and is it in acceptable condition to mount the new server?
Answer - There is no current rack. There should be enough space for a contractor to install rack mounted Lenel Server. If not, the government will find the space available.
45. For all workstations and buttons are there desks/furniture in each location sufficient to support the proposed equipment?
Answer - Government intends to have enough furniture/desks at each location.
46. Is there connectivity to the network existing in all server and workstation locations?
Answer - Currently, there is construction/renovations going on at building 3828. As such, the system is not operational. Building 4142 ACS system is functional. The current system/workstation is OnGuard 2009 (6.3.249), Dongle ID: 44330. The OnGuard 32ES Server Software is no longer supported and needs to be upgraded to the latest approved version.
47. If there is not connectivity to the network existing in all server and workstation locations, and this is to be added to the contractor's scope, will the customer define the location from which the current network should be extended?
Answer- Yes, there is connection/existing Lenel workstations in buildings 3828 and 4142, but they are no longer supported and need to be upgraded to the latest approved version.
48. Additionally, will the customer define any network hardware specifications should new equipment be required for this effort?
Answer - There will be a site visit on July 24th, so prospective offerors can access the current Lenel systems at 3828 and 4142 and determine what Lenel network should be utilized.
49. Please define the current construction, conveyance, conduit, and any cable requirements for the new equipment cable runs. For example:
Answer - Building 633 - has been prepped for an ACS system (conduit infrastructure) but has no physical system installed at this time. Building 633 quarterdeck room has 12’X12’X4” minimum pull box above ceiling for ACS conduit. (All conduits route to this box from ACS doors).
Building 4142 - It is believed 4142 has the conduit/cable runs in place in order to replace the two existing card readers.
Building 3828 - It is believed 3828 has the conduit/cable runs in place in order to replace the existing five (5) Bridgepoint card readers. One (1) new card reader will be added at the Main Entry door. It is unknown if there is existing conduit/cabling for the addition. At the site visit prospective offerors will be able to evaluate and determine whether there are existing capabilities or not.
50. All low voltage cable to be gray; all network cable to be purple.
Answer - Defer to contractor and what’s authorized IAW government/industry standard.
51. Must all cable be run in conduit?
Answer - Plenum cables are fine for all extremely low-voltage wiring (phone, internet, comm lines for security systems, video lines for cameras…).
52. Is there a drop ceiling?
Answer - Building 633 – ceiling is hard lid and suspended/varies throughout, building 4142 – both/varies throughout, building 3828 – both/varies throughout
53. Is the above-ceiling space a plenum?
Answer - That’s unknown
54. Is all existing cable run to devices that are to be remain or be replaced in place in good condition?
Answer - Yes, as far as the government knows existing conduit infrastructure is operational.
55. Are all devices to be re-used (door hardware, closures, locks, REX devices, door position switches etc.) in good working order?
Answer - Yes, if possible.
56. Will a post award site survey be granted to allow the contractor an opportunity to assess and report on the condition of all existing equipment? Including modification to pricing based on imminent equipment failure and/or a schedule of priority replacements suggested year over year?
Answer - Yes, if authorized by contracting officer and if required.
57. In addition to the drawings, it is critical to see each new door to propose the best lock for each application.
Pictures are acceptable unless the customer will define what lock they prefer to use at each new door. Please provide pictures or list the preferred locks.
Answer - Government is requesting a functional CAC based ACS system. New readers installed will be HID PIVClass/dual factor card readers. All existing readers in building 3828 (total of 5) and building 4142 (total of 2) will be replaced with HID PIV Class, dual factor card reader.
