Leeward Galley serve a brunch on Sunday in lieu of breakfast.
No brunch. Regular Breakfast Menu. A regular breakfast menu shall be available at all Galleys 7-days a week. The breakfast menu shall be in accordance with Attachment 2.

However, there is no defined phase-in period. It appears that the first period of performance is for the fully operational performance of all CLINS commencing on 01-SEP-2020 through 31-AUG-2021.
Will the government define a transitional POP in order for the contractor to accomplish all required phase-in functions prior to full performance on 01 September 2020?

42. Solicitation paragraph 3.2.4 Instructions for Volume IV- Cost /Price advises the offeror to ensure proposed pricing includes applicable phase-in (and phase-out) costs within existing CLINS.
Start-up expenses due to costs associated with ocean freight for movement of contractor required items
(vehicles, supplies, materials, and equipment and the personal property of the Contractor’s management employees) as well initial air transportation for management employees and their dependents, will be much higher than any CONUS requirement. This will result in a competitive edge for the incumbent contractor, allowing them to offer a lower total contract price just by virtue of the fact that they are currently providing services on GTMO.
Will the government add a separate Phase In CLIN for prospective offerors and not include the cost of this
CLIN in the evaluation of the total price of the basic requirement?
The government will not add a separate Phase In CLIN for prospective offerors.

Organization Chart, Labor Mix, and Hiring Practices. Paragraph 52.212-2 Evaluation states that the evaluation criteria for the technical approach is based upon “an assessment of the quality of the Offerors solution for meeting the Government requirement.”
Since no detailed discussion of the approach to accomplishing individual work requirements is required in the submission, will the government please confirm that no such discussion is required and that the government will base their evaluation only on the three elements requested?
The Government will base the evaluation on the quality of the three elements proposed.
44. Paragraph 1.4.1 states that when notified by the COR, the Contractor shall provide an extra hour of normal service at the galley. This extra hour may be before or after the galley opens, but shall be in conjunction with the normal serving times (i.e. open 1-hour immediately prior to the galley normal hours or close 1-hour immediately after the normal closing hours). The Government estimates one additional hour each month. Extended hours will be used only as needed. If additional hours are required, it will be negotiated at a later date.
CLINS XX01AB provides for 12 extended hours but only at the Leeward galley.
Question: Will there be occasions when extra hours of service may be required at the galleys in addition to the Leeward galley, and if so how are these hours to be priced?
The Government does not anticipate any location other than Leeward to require additional hours of operation.

Question: As these are not the rental rates listed in paragraph 4.10.2 Current Fair Market Rental Rates, would the government please confirm the current rental rates for base housing units as well as the Gold Hill and Leeward per night bed rate?
