This announcement will close at 3:00p.m. EST on Friday, 11 September 2020. The Government Point of Contact is Yaritza Acton who can be reached at yaritza.acton@navy.mil. Oral communications are NOT acceptable in response to this notice. All interested responsible sources may submit a quote which shall be considered by the agency. Quotation submissions will be submitted via electronic correspondence to riquelme.torres@navy.mil. Quoters shall ensure that proposals are received by the Government point of contact no later than the date and time stated above. Quotes not received by the date and time stated above are considered late and IAW 52.212-1(f) Instructions to Offerors-Commercial Items may be rejected.
52.212-2 Addendum – EVALUATION--COMMERCIAL ITEMS
The Government intends to award a firm-fixed-price contract resulting from this RFQ to the responsible quoter whose quote represents the best value to the Government after an evaluation in accordance with the factors in the RFQ. Each quoter’s quote shall be in the form prescribed by, and shall contain a response to, each of the areas identified in the solicitation provision entitled “FAR provision 52.212-1 Addendum, Instructions to Offerors-- Commercial Items.”
The trade-off approach will be utilized in making the award decision. The evaluation of quotes will consider Factor II – Past Performance to be approximately equal to Factor I – Price. The Government reserves the right to trade-off past performance and price in order to arrive at the best value for the Government.
Initially, quoters shall be ranked from lowest to highest according to price, inclusive of all option pricing. If the lowest priced quoter is evaluated to have an overall Past Performance Confidence Assessment rating of ‘Substantial Confidence’, that quoter will be determined to represent the best value to the Government and the evaluation process will stop. Award shall be made to that quoter without further consideration of any other quotes. However, if the lowest priced quoter is not evaluated to have a “Substantial Confidence” Past Performance Confidence Assessment rating, the next-lowest priced quoter will be evaluated. The evaluation process will continue (in order of price from lowest to highest) until a quote is evaluated to have a “Substantial Confidence” Past Performance Confidence Assessment rating. The Government shall then make an integrated best-value award decision for the quote rated with a “Substantial Confidence” Past Performance Confidence Assessment rating. If no quotes are rated with a “Substantial Confidence” Past Performance Confidence Assessment, the Contracting Officer shall make an integrated assessment best-value trade-off award decision from among offerors rated “Neutral Confidence” or better.
Although price is not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a quoter’s price is so significantly high as to diminish the value to the Government that might be gained under http://www.acq.osd.mil/dpap/dars/dfarspgi/current/ mailto:yaritza.acton@navy.mil mailto:riquelme.torres@navy.mil the other aspects of the quote. If, at any stage of the evaluation, all quoters are determined to have submitted equal, or virtually equal, quotes, price could become the factor in determining which quoter shall receive the award.
All quotes will be reviewed for timeliness. Timely quotes will be reviewed for responsiveness (compliance) to the solicitation. If the quote is not responsive to the solicitation, it will not be evaluated and the quoter will be notified that the quote is non-responsive.
