Performance Work Statement:

Background. The Naval Construction Training Center (NCTC), Gulfport is a Naval shore activity in an active operating status. An Echelon V Command, NCTC's Commanding Officer reports to the Center for Seabees and Facilities Engineering (CSFE); the Naval Education and Training Command (NETC); and ultimately, to the Chief of Naval Operations (CNO), respectively. NCTC Gulfport is subject to the regional area coordination authority of the Commanding Officer, Naval Construction Battalion Center (NCBC), Gulfport on which it is located.

NCTC Gulfport provides support to the CSFE Detachment Sheppard Air Force Base, Texas; and CSFE Detachment Fort Leonard Wood, Missouri as their responsible Training Systems Detachment (TSD).

Scope. This Performance Work Statement (PWS) describes contractor services that include all labor required for maintenance, repair, relocation, and installation of Visual Information (VI) equipment as specified by NCTC’s Designated Government Representative (DGR). Types of VI equipment include, but are not limited to, various makes and models of Liquid-Crystal Display (LCD) Projectors, document cameras, SMART boards, amplifiers, Closed Circuit TV (CCTV) Analog, Digital Security Camera Systems and other electronic equipment (See Attached Inventory). Contractor and technicians responding to service calls SHALL possess sufficient knowledge and work experience to diagnose problems, troubleshoot source of problems and make necessary repairs to effectively correct deficiencies for all VI equipment identified on accompanying inventory spreadsheet. Contractor SHALL provide verifiable validating ability to provide the services described in this PWS. All work shall be performed in a neat and orderly manner. Workspace cleanup shall be mandatory before, during, and the close of each workday for the entire duration of the contract. The contractor shall ensure the job site is clean and free from debris and foreign materials at all times. (Note: Any new VI equipment purchased within service contract period will be added to inventory list).

Over the last few years, NCTC has averaged almost 8 service calls per month. Less than 10% of these trouble calls have been emergency repair calls. Within 4 hours of contact, contractor SHALL respond to emergency repair service calls by physically assessing problem and providing a plan of action that leads to the resolution of the reported issue. Within 48 hours of contact, contractor SHALL respond to routine service calls by physically assessing problem and providing a plan of action that leads to the resolution of the reported issue. VI equipment is located in several buildings on board Naval Construction Battalion Center and at the Weapons Range in Woolmarket, Mississippi. The following BLDGS will be serviced on board Naval Construction Battalion Center: BLDG 438, BLDG 122, BLDG 376, BLDG 441, BLDG 460, BLDG 438, BLDG 315, BLDG 385, BLDG 386, BLDG 363, BLDG 305, BLDG 72, BLDG 50, BLDG 344, BLDG 68, BLDG 144, BLDG 71. The contractor must inform the Contracting Officer or DGR before any maintenance is performed on any other BLDG not listed.

Period of Performance. The period of performance for this action shall be from October 1st, 2019, to September 30th, 2020.

Work Hours. Work shall be performed during the core business hours of 0700AM through 1600PM Monday thru Friday and shall not include after-hours, weekends, and holidays.

Presidents Day3rd Monday of February
Memorial DayLast Monday of May
Independence Day4th day of July
Labor Day1st Monday of September
Columbus Day2nd Monday of October
Veterans Day11th day of November
Thanksgiving Day4th Thursday of November

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the proceeding Friday is observed as a legal holiday. This list of holidays relates to Government duty days and is not intended to supplement or otherwise alter the provisions of any Wage Determination regarding applicable paid holidays.

It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not be a reason for an additional period of performance, or entitlement of compensation except as set forth within the contract. In the event the Contractor’s personnel work during the holiday, the Contractor may reimburse them; however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked, unless stipulated otherwise. This provision does not preclude reimbursement for authorized overtime work if applicable.

When the Department of Defense grants excused absence to its employees, the Contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer (KO) or the Designated Government Representative (DGR). Changes in employee work schedules shall comply with the terms and conditions of the contract, to include payment provisions.

Inclement Weather. The contractor shall perform repair services as scheduled including during periods of inclement weather unless specific approval to delay is requested by the contractor and approved by NCTC. Such approval will normally be granted only in cases of particular severe weather, such as hurricanes or tornados, etc. The contractor shall not request additional cost for schedule changes due to inclement weather.

Media/Visual Information Support services are provided aboard military training facilities that provide daily instruction to apprentice-level and advanced level students from the Navy, Army, and Air Force. Prolonged interruptions to scheduled classroom education cannot be easily tolerated without adversely impacting training, requiring the vendor to be responsive to unscheduled calls with minimal advance notice. Vendor's ability to both respond to and mitigate emergency repair calls is a significant consideration. A site visit by potential bidders is HIGHLY RECOMMENDED and encouraged. Scope of service calls includes, but is not limited to, changing LCD projector bulbs (usually 1 hour or less), installing a variety of curriculum delivery equipment/peripherals, performing manufacturer-recommended maintenance on all VI equipment and the maintenance/repair/installation of security camera systems. Contractor SHALL provide any additional corrective maintenance deemed necessary by DGR.

Contractor SHALL furnish all labor, tools, transportation, supervision, and equipment to perform the work required herein. If materials are required to complete service, the contractor SHALL prepare a list of the required equipment with descriptions and serial numbers so that the DGR can submit the appropriate Micro Purchase Request form. Should the contractor prefer to provide the equipment replacement of said materials or hardware, such as cables, cameras, projectors other related items, the contractor SHALL submit material list and billing requests to the Contracting Officer or DGR for review and purchase approval PRIOR to work being performed. Upon completion of service calls, the contractor SHALL provide the DGR with a paper copy of a work order describing work performed, number of hours worked, and materials used. All unused material SHALL be returned. Upon completion of service, a visual inspection of work signed by the DGR, and a copy of the invoice must be submitted via WIDE AREA WORK FLOW (WAWF) for payment of services.

Motor Vehicle Operators. Contractor’s personnel, whose tasks involve operation of any vehicles, shall possess a valid U.S. state driver’s license, certificates and permits, applicable for the type and class of vehicle being operated.

Mandatory Requirements. Contractor SHALL provide current contact information (phone number and email address) to DGR and will notify DGR immediately of any changes. Contractor SHALL have technicians ready to respond to trouble calls on 1 October 2019. Contractor technicians SHALL possess proper identification and credentials to acquire a base pass for company/personal work vehicles (includes valid driver’s license, current vehicle registration and adequate vehicle insurance). Contractor technicians SHALL possess all these items no later than 1 October 2019. Contractor technicians not having proper identification or credentials for base entry will not be used as an excuse for inability to respond to service calls.

Quality Control. Quality Control is the responsibility of the contractor. The contractor is responsible for providing quality service to the Government in accordance with the terms and conditions outlined in Federal Acquisition Regulation (FAR) Clause 52.212-4, Contract Terms and Conditions-Commercial Items. Failure to meet any of the requirements specified herein, the Government reserves the right to commence termination proceedings for this contract, or any part hereof, for its sole convenience, or for cause in the event of any default by the contractor.

Recommendation. Due to the 4 hour response time for emergency trouble calls, it is HIGHLY RECOMMENDED that contractor technicians, who will be responding to service calls, reside within 50 miles of Naval Construction Training Center Gulfport, Mississippi, in order to meet response time requirement.

Designated Government Representative (DGR). This acquisition is not technically complex and, for that reason, it does not require a Contracting Officer Representative (COR). However, a DGR will report to the Contracting Officer that all products and/or services from the contractor have been delivered and accepted. The Designated Government Representative for this contract is Mr. Jermaine Norris, Phone (228) 871-3879, and E-mail: Jermaine.norris@navy.mil. The Technical Point of Contact (TPOC) for this contract is Ms. Ashley Parker, Phone (228) 871-4689, and E-mail: Ashley.a.parker@navy.mil.

Contractor Access and Use of Premises. The contractor shall be responsible for securing the necessary permits and base access passes for contractor personnel, vehicles, and equipment for the duration of the contract. NCTC Security Forces reserve the right to refuse issuance of a pass to an employee of the contractor for any reason deemed valid by the Government.

Contractors must identify themselves as either a U.S. Owned or a Foreign Owned, Controlled or Influenced (FOCI) entity.

Citizenship. Visitors must be U.S. citizens. Foreign nationals are rarely granted access unless certain arrangements have been made with NCTC.

U.S. citizen personnel of a Foreign Owned, Controlled or Influenced (FOCI) entity will be required to provide the security forces at the NCTC Pass and ID Office located at 5510 CBC 8th Street Bldg. 1, Gulfport, MS 39501-5003 with vehicle registration, proof of insurance, driver’s license, and a second form of picture ID. A Visit / Access Request on company letterhead is also required at least 48 hours (recommend at least five days) in advance of VI maintenance/repair service.

U.S. Owned company personnel will be required to provide the security forces with vehicle registration, proof of insurance, and driver’s license.

Infrequent Access (<30 days/year): Unless the contractor/visitor is registered in the Defense Biometric Identification System (DBIDS), all infrequent visitors of less than 30 consecutive days will be required to stop at the NCTC Pass and Decal office every day to obtain a one-day pass until work is completed. Information regarding how to obtain the day passes will be provided by the DGR.

Non-Personal Service Statement. Contractor management will ensure that employees properly comply with the performance work standards outlined in this performance work statement. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in this project may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

Employment of Federal Employees. The contractor shall not employ or enter into a contract with any person to perform work under this contract who is an employee of the United States Government, either military or civilian, unless such person receives approval IAW applicable Federal and DOD regulations.

Personnel Compliance. The contractor shall ensure that contractor employees observe and comply with all local and higher authority policies, regulations, and procedures concerning fire, safety, environmental protection, sanitation, security, traffic, parking, energy conservation, flag courtesy, “off -limits” areas, and possession of firearms or other lethal weapons. When two or more directives or instructions apply, the Contractor shall comply with the more stringent of the directives or instructions.

Identification (ID) Badge. The Contractor (to include subcontractors) shall provide each employee an Identification (ID) Badge, which includes at a minimum, the Company Name, Employee Name and a color photo of the employee. ID Badges shall be worn at all times during which the employee is performing work under this contract. Each Contractor (to include subcontractors) employee shall wear the ID Badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit. The Contractor (to include subcontractors) shall be responsible for collection of ID Badges upon completion of the contract or termination of employee. A listing of issued identification cards shall be furnished to the KO prior to the contract performance date and updated as needed to reflect Contractor and subcontractor personnel changes.

Smoking/Drug/Alcohol Policy. The contractor shall comply with local command smoking policies and workforce requirements. The contractor shall also comply with all Federal statues, laws, and regulations to implement a Drug Free Workplace Program (DFWP) as well as work force requirements and local command policies.

Personnel Conduct. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel employed to perform the work specified herein shall be the responsibility of the contractor. The contractor shall be responsible for the performance and conduct of contractor and subcontractor employees at all times. The contractor shall ensure that personnel present a professional appearance. Personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation shall abide by the security regulations listed in the contract and shall be subject to such checks by the Government as deemed necessary. The contractor shall not employ for performance under this contract any person whose employment would result in a conflict of interest with the Government’s standards of conduct.

Personnel Removal. Government rules, regulations, laws, directives, and requirements that are issued during the term of the performance period relating to law and order, installation administration, and security shall be applicable to all contractor employees and representatives who enter the installation. Violation of such rules, regulations, laws, directives, or requirements shall be grounds for removal (permanently or temporarily as the Government determines) from the work site or installation. Removal of employees does not relieve the contractor from the responsibility for the work defined in this performance work statement. The contractor is expected to provide support services despite personnel removal or other unforeseen condition(s). Should replacement become necessary, the government reserves the right to review all resumes of proposed candidates.

• Removal by Installation Commander: The Installation Commander may, at his/her discretion, bar an individual from the installation under the authority of 18 U.S.C. 1382 (1972), for conduct that is determined to be contrary to good order, discipline, or installation security and safety.

• Removal Requested by Designated Government Representative (DGR): The DGR may require the contractor to remove am employee working under this contract for reasons of misconduct or security violations. • Removal for Unsatisfactory Performance: The government reserves the right to require the Contractor to remove and replace any personnel who provide unsatisfactory performance, demonstrate insufficient knowledge, or possess inadequate skill levels necessary to complete assigned tasks. The skill level of the staff provided shall be current and consistent with new technologies.

Interaction With Other Activities. Government and contractor personnel will be working in common areas during working hours. In the event the contractor believes that Government and other contractor personnel are interfering with the performance of the tasks described in this PWS, the contractor shall notify the Designated Government Representative immediately. The contractor is obligated to continue performance of the effort described in this contract unless there is authorization from the KO or Designated Government Representative to stop work. Failure by the contractor to notify the Designated Government Representative and receive necessary instructions could result in denial of any additional costs incurred in performance of the contract under such conditions. Other Government contractor’s may be performing required services in areas that interrelate with the requirements of this contract. The Government will facilitate initial contact between contractor’s performing other contracts and this contract. The contractor shall provide all further required coordination between other contractor’s for any task specified in this contract that relates to or impacts on any other contracted work.

Safety. The Contractor is solely responsible for compliance of all safety regulations of employees while working on government owned facilities. All accidents which may arise out of, or in connection with, performance of services required herein which result in injury, death, or property damage, shall be reported in writing to the Contracting Officer and Designated Government Representative within twenty-four hours of such occurrence. Reports shall provide full details of the accident, including statements from witnesses. The fore-going procedures shall also apply to any claim made by a third party against the contractor as a result of any accident that occurs in connection with performance under this contract.

Contractor Unclassified Access to Federally Controlled Facilities, Sensitive Information, Information Technology (IT) Systems or Protected Health Information (Jan 2017)

Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The Deputy Secretary of Defense Directive-Type Memorandum (DTM) 08-006 – “DoD Implementation of Homeland Security Presidential Directive – 12 (HSPD-12)” dated November 26, 2008 (or its subsequent DoD instruction) directs implementation of HSPD-12. This clause is in accordance with HSPD-12 and its implementing directives.

APPLICABILITY

This clause applies to contractor employees requiring physical access to any area of a federally controlled base, facility or activity and/or requiring access to a DoN or DoD computer/network/system to perform certain unclassified sensitive duties. This clause also applies to contractor employees who access Privacy Act and Protected Health Information, provide support associated with fiduciary duties, or perform duties that have been identified by DON as National Security Position, as advised by the command security manager. It is the responsibility of the responsible security officer of the command/facility where the work is performed to ensure compliance.

Each contractor employee providing services at a Navy Command under this contract is required to obtain a Department of Defense Common Access Card (DoD CAC). Additionally, depending on the level of computer/network access, the contract employee will require a successful investigation as detailed below.

ACCESS TO FEDERAL FACILITIES

Per HSPD-12 and implementing guidance, all contractor employees working at a federally controlled base, facility or activity under this clause will require a DoD CAC. When access to a base, facility or activity is required contractor employees shall in-process with the Navy Command’s Security Manager upon arrival to the Command and shall out-process prior to their departure at the completion of the individual’s performance under the contract.

ACCESS TO DOD IT SYSTEMS

In accordance with SECNAV M-5510.30, contractor employees who require access to DoN or DoD networks are categorized as IT-I, IT-II, or IT-III. The IT-II level, defined in detail in SECNAV M-5510.30, includes positions which require access to information protected under the Privacy Act, to include Protected Health Information (PHI). All contractor employees under this contract who require access to Privacy Act protected information are therefore categorized no lower than IT-II. IT Levels are determined by the requiring activity’s Command Information Assurance Manager.

Contractor employees requiring privileged or IT-I level access, (when specified by the terms of the contract) require a Single Scope Background Investigation (SSBI) or T5 or T5R equivalent investigation, which is a higher level investigation than the National Agency Check with Law and Credit (NACLC) described below. Due to the privileged system access, an investigation suitable for High Risk national security positions is required. Individuals who have access to system control, monitoring, or administration functions (e.g. system administrator, database administrator) require training and certification to Information Assurance Technical Level 1, and must be trained and certified on the Operating System or Computing Environment they are required to maintain.

Access to sensitive IT systems is contingent upon a favorably adjudicated background investigation. When access to IT systems is required for performance of the contractor employee’s duties, such employees shall in-process with the Navy Command’s Security Manager and Information Assurance Manager upon arrival to the Navy command and shall out-process prior to their departure at the completion of the individual’s performance under the contract. Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources. The decision to authorize access to a government IT system/network is inherently governmental. The contractor supervisor is not authorized to sign the SAAR-N; therefore, the government employee with knowledge of the system/network access required or the COR shall sign the SAAR-N as the “supervisor.”

The SAAR-N shall be forwarded to the Command’s Security Manager at least 30 days prior to the individual’s start date. Failure to provide the required documentation at least 30 days prior to the individual’s start date may result in delaying the individual’s start date.

When required to maintain access to required IT systems or networks, the contractor shall ensure that all employees requiring access complete annual Information Assurance (IA) training, and maintain a current requisite background investigation. The Contractor’s Security Representative shall contact the Command Security Manager for guidance when reinvestigations are required.

INTERIM ACCESS

The Command's Security Manager may authorize issuance of a DoD CAC and interim access to a DoN or DoD unclassified computer/network upon a favorable review of the investigative questionnaire and advance favorable fingerprint results. When the results of the investigation are received and a favorable determination is not made, the contractor employee working on the contract under interim access will be denied access to the computer network and this denial will not relieve the contractor of his/her responsibility to perform.

DENIAL OR TERMINATION OF ACCESS

The potential consequences of any requirement under this clause including denial or termination of physical or system access in no way relieves the contractor from the requirement to execute performance under the contract within the timeframes specified in the contract. Contractors shall plan ahead in processing their employees and subcontractor employees. The contractor shall insert this clause in all subcontracts when the subcontractor is permitted to have unclassified access to a federally controlled facility, federally-controlled information system/network and/or to government information, meaning information not authorized for public release.

CONTRACTOR’S SECURITY REPRESENTATIVE

The contractor shall designate an employee to serve as the Contractor’s Security Representative. Within three work days after contract award, the contractor shall provide to the requiring activity’s Security Manager and the Contracting Officer, in writing, the name, title, address and phone number for the Contractor’s Security Representative. The Contractor’s Security Representative shall be the primary point of contact on any security matter. The Contractor’s Security Representative shall not be replaced or removed without prior notice to the Contracting Officer and Command Security Manager.

BACKGROUND INVESTIGATION REQUIREMENTS AND SECURITY APPROVAL PROCESS FOR CONTRACTORS ASSIGNED TO NATIONAL SECURITY POSITIONS OR PERFORMING SENSITIVE DUTIES Navy security policy requires that all positions be given a sensitivity value based on level of risk factors to ensure appropriate protective measures are applied. Contractor employees under this contract are recognized as Non-Critical Sensitive [ADP/IT-II] positions when the contract scope of work require physical access to a federally controlled base, facility or activity and/or requiring access to a DoD computer/network, to perform unclassified sensitive duties. This designation is also applied to contractor employees who access Privacy Act and Protected Health Information (PHI), provide support associated with fiduciary duties, or perform duties that have been identified as National Security Positions. At a minimum, each contractor employee must be a US citizen and have a favorably completed NACLC or T3 or T3R equivalent investigation to obtain a favorable determination for assignment to a non-critical sensitive or IT-II position. The investigation consists of a standard NAC and a FBI fingerprint check plus law enforcement checks and credit check. Each contractor employee filling a non-critical sensitive or IT-II position is required to complete:

· SF-86 Questionnaire for National Security Positions (or equivalent OPM investigative product)

· Two FD-258 Applicant Fingerprint Cards (or an electronic fingerprint submission)

· Original Signed Release Statements

Failure to provide the required documentation at least 30 days prior to the individual’s start date shall result in delaying the individual’s start date. Background investigations shall be reinitiated as required to ensure investigations remain current (not older than 10 years) throughout the contract performance period. The Contractor’s Security Representative shall contact the Command Security Manager for guidance when reinvestigations are required.

Regardless of their duties or IT access requirements ALL contractor employees shall in-process with the Command’s Security Manager upon arrival to the command and shall out-process prior to their departure at the completion of the individual’s performance under the contract. Employees requiring IT access shall also check-in and check-out with the Navy Command’s Information Assurance Manager. Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources. The SAAR-N shall be forwarded to the Navy Command’s Security Manager at least 30 days prior to the individual’s start date. Failure to provide the required documentation at least 30 days prior to the individual’s start date shall result in delaying the individual’s start date.

The contractor shall ensure that each contract employee requiring access to IT systems or networks complete annual Information Assurance (IA) training, and maintain a current requisite background investigation. Contractor employees shall accurately complete the required investigative forms prior to submission to the Command Security Manager. The Command’s Security Manager will review the submitted documentation for completeness prior to submitting it to the Office of Personnel Management (OPM); Potential suitability or security issues identified may render the contractor employee ineligible for the assignment. An unfavorable determination is final (subject to SF-86 appeal procedures) and such a determination does not relieve the contractor from meeting any contractual obligation under the contract. The Command’s Security Manager will forward the required forms to OPM for processing. Once the investigation is complete, the results will be forwarded by OPM to the DoD Central Adjudication Facility (CAF) for a determination.

If the contractor employee already possesses a current favorably adjudicated investigation, the contractor shall submit a Visit Authorization Request (VAR) via the Joint Personnel Adjudication System (JPAS) or a hard copy VAR directly from the contractor’s Security Representative. Although the contractor will take JPAS “Owning” role over the contractor employee, the Command will take JPAS "Servicing" role over the contractor employee during the hiring process and for the duration of assignment under that contract. The contractor shall include the IT Position Category per SECNAV M-5510.30 for each employee designated on a VAR. The VAR requires annual renewal for the duration of the employee’s performance under the contract.

52.212-2 EVALUATION OF QUOTATIONS

(a) The Government will issue an award resulting from this RFQ to the responsible vendor whose quotation, conforming to the RFQ; will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations:

Technical Price

(a) A written notice of award or acceptance of a quotation mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the vendor’s specified expiration time, the Government may accept a quotation (or part of a quotation), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

TECHNICAL FACTOR: The Government will evaluate the technical factor using the ratings identified in the Technical Rating Table below. The purpose of the technical factor is to assess the vendor’s proposed approach to satisfy the Government’s requirements. The technical factor evaluations will be based on the vendor’s response to the requirements of the “Instructions to Vendors” section. The vendor’s technical approach will be evaluated on how well it meets the Government’s requirements as defined within this RFQ. The risk related to this proposed approach will also be assessed. Technical risk assesses the degree to which the vendor’s proposed technical approach to the requirements of the RFQ may cause disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful performance.

A combined Technical/Risk Rating as defined in the Technical Rating Table below will be utilized in the evaluation of the technical factor. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings.

Technical Rating Table

Technical Ratings

Rating
Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation. The offer is responsive to all aspects of the solicitation. The offer meets all of the desired requirements specified in the solicitation. The Vendor demonstrates an understanding of the requirements. Good probability of success.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation. The offer, or portion thereof, is unacceptable and clearly inadequate and fails to meet explicit and implicit solicitation requirements. The Vendor fails to adequately demonstrate understanding of the requirements or to evidence a solid level of competence in the area. .

NOTE: A rating of “Unacceptable” for the technical factor means that the vendor’s quotation is not awardable and is not susceptible to correction without what would be tantamount to the submission of an entirely new quotation.

PRICE: The vendor’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to, price comparison with other vendors and comparison with independent Government estimates.

Vendors responding to this RFQ are advised that, prior to award, the Government may request vendors to submit additional information or data to support price reasonableness, such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quotation.

SELECTION: The Government intends to evaluate quotations and issue an award using the procedures of FAR 13 Simplified Acquisition Procedures, FAR 12 Acquisition of commercial item, and FAR Part 19.5 – Set-Asides for Small Business. The Government will select the vendor whose quotation is most advantageous to the Government, considering price and other factors when compared to other quotations. The Government reserves the right to issue a contract to other than the lowest priced vendor, issue a contract without discussions, or issue a contract after discussions, whichever is in the best interest of the Government. The Government also reserves the right to not issue an award if it is not in the best interest of the Government. The Government reserves the right to award on initial quotations. Therefore, the vendor’s initial quotation should contain the vendor’s best terms from a technical, past performance, and price standpoint.
