About this file

This document is a Questions and Answers (Q&A) part of a Draft Request for Proposal (RFP) for the Logistics and Engineering Support (LOGEN II) contract, solicitation number N6852025R0001. The Q&A focuses on clarifying past performance evaluation criteria for protégé and non-protégé offerors in a mentor-protégé joint venture scenario. Specifically, the questions address how the government will apply different relevance ratings (Relevant, Somewhat Relevant, Not Relevant) to protégé and mentor entities when they bid jointly as a prime contractor. The government's responses consistently indicate that they will apply the final RFP protégé applicable ratings to protégé proposal evaluations and mentor applicable ratings to mentor proposal evaluations, in accordance with 13 CFR 125.8(e).

# Document Reference Paragraph Question Answer

Draft RFP page

Section M, III.

Definitions, B. Other

Evaluation Definitions Table

The Draft RFP Other Evaluations Table on pages 100-101 sets out different past performance evaluation criteria for protégé offerors and for offerors who are not proposing as a protégé. Where the offeror is a mentor-protégé joint venture, both entities bid jointly as prime contractor. Under that scenario, would the Government consider applying the “Relevant,” “Somewhat Relevant,” and “Not Relevant Standards” applicable to protégé offerors to both entities comprising the “mentor-protégé offeror?”

The Government will apply the Final RFP protégé applicable ratings to the protégé proposal evaluations and apply the mentor applicable ratings to the mentor proposal evaluations. IAW 13 CFR 125.8 (e)

Section M, III.

Definitions, B. Past

Performance (pages 94 and 95) and Other

Evaluation Definitions Table (page 101)

The Draft RFP at pages 94-95 and in the Other Evaluation Definitions Table on pages 100-101 sets out the criteria for past performance evaluations. The criteria for “protégé offerors” differ from those “not proposing as a protégé” in that the standards for protégé offerors are somewhat less stringent. However, on pages 94-95, the Draft RFP states that “[t]he Government will assess contract references submitted by the protégé Offeror as either “Relevant” (for protégé offerors), “Somewhat Relevant” (for protégé offerors) or “Not Relevant” (for protégé offerors) as defined in Section M Part III, (B).” For offerors who are not proposing as a protégé, the criteria are “Very Relevant,” “Somewhat Relevant,” and “Not Relevant.” That provision appears to preclude protégé offerors who meet the enhanced requirements for Very Relevant Past Performance from obtaining a past performance score commensurate with that more stringent level of experience. Does the Government anticipate awarding protégé offerors a score of “Relevant Experience” that equates to a score of “Very Relevant Experience” for offerors not proposing as a protégé? Will the Government consider allowing protégé offerors with exemplary past performance contracts

The Government will apply the Final RFP protégé applicable ratings to the protégé proposal evaluations and apply the mentor applicable ratings to the mentor proposal evaluations. IAW 13 CFR 125.8 (e)
