Question/Answer on RFQ N6852024R0002
Q: It appears the Government is classifying solicitation N6852024R0002 subject to the 52.222-41 Service Contract Labor Standard, would the Government please confirm? If yes, does the Government intend on distributing the applicable Wage Determination(s)?
A: In the RFQ under 52.212-5, 52.222-41 was not checked and does not apply to this requirement in accordance with FAR 22.1003-3(d).
Q: Could the Government please provide the current ongoing level of effort to include number of FTEs for each of the labor categories provided in RFP Section 4.2?
A: There is no level of effort and labor categories listed in the Section 4.2 of the PWS.
Q: Are there any page count limits for the technical response?
A: No
Q: Can the government provide a more detailed breakdown of the historical data for the types of telecommunications incidents and maintenance tasks reported annually? This will help us accurately assess the number of technicians required.
A: There are metrics for the types of tickets that are submitted that will show the program that was used to submit the ticket and the priority level of the ticket but will not state what the nature of the ticket was, such as, phone install or troubleshooting. There is no need to “assess the number of technicians required” since this contract is to augment the current government workforce and specifically asks for 3 technicians so that is what the Contractor will need to provide.
Q: Are there specific requirements for coverage across different shifts, including nights, weekends, and holidays? How many technicians are expected to be on duty during each shift, and are there any peak times that require additional staffing?
A: The specific requirements for coverage are listed in the PWS. The only shift listed is first shift which is 6:30 a.m. – 3 p.m. Monday through Friday and explains about holidays. Any nights or weekends are handled by the government personnel. The number of technicians is the 3 that the PWS specifies. Peak timing does not affect this since they augment the current government workforce.
Q: What level of support can we expect from the government in terms of access to materials, spare parts, and other resources required for maintenance and repair tasks? Will there be any dedicated government personnel to assist with coordination?
A: As explained in the PWS all materials, spare parts, and additional resources are provided by the government. The Government Telecommunications Lead is who will coordinate all of this for the contractor employees.

A: All tasks are assigned and managed by the Government Telecommunications Lead and emergency, or after-hour calls are handled by the government employees, not contractor employees. There is a protocol established for escalated issues and instructed by the Telecommunications Lead.
Q: Is there flexibility to adjust the number of technicians based on actual workload and performance during the contract period? How should we handle situations where additional manpower is needed temporarily due to unexpected increases in workload or specific projects?
A: No, this contract is specifically for the 3 technicians listed. Since they augment the government workforce any additional manpower needed is fulfilled by the government employees.
