| 3.9 Page#15 | Can you supply the rotary actuator drawings, and test specifications; or direct me as to where we can download these specifics? | Yes, with the required JCP or DLA Enhanced certification. The Government will provide two documents that includes the technical specifications and drawing. Both documents are marked Distribution Statement C and requires JCP or DLA Enhanced certification to view since they are Unclassified Export Control Technical Data. Offerors with the required certification will receive both documents. DLA has stated, “Any vendor wishing JCP or DLA Enhanced certification must apply through the JCP Office at JCP-Admin@dla.mil”. Without this certification, no vendor can have access to Unclassified Export Control Technical Data. | ||

| 7.2.4 c. (on page 7-1) | The test procedure calls for 115/200 Vac, 320 to 480 Hz, three-phase power. Will this power be supplied by the facility? Or must this power supply be included as part of the test stand? | The initial power to the T/S will be provided by the Government (FRCSW). |
The UUT requires different voltages, Vincent Le, TPOC, also took a photo (below) of the panels that show the power for the UUT.
Initial Test Stand Setup.
NOTE
These steps only need to be accomplished upon initial setup of the test stand or if the test stand needs to be reset to a default configuration.
a. Open hydraulic gauge shutoff valve.
b. Open hydraulic pressure relief valve under the test stand 2-3 complete turns.
c. Apply 230 Vac/460 Vac, 60 Hz, three-phase power to test stand by connecting cable assembly W1 to J2 connector on the back of test stand.
d. Apply 115 Vac, 60 Hz, single-phase power to test stand by connecting cable assembly W2 to J4 connector on front of test stand.
e. Apply 115/200 Vac, 320 to 480 Hz, three-phase power to test stand by connecting cable assembly W3 to J6 connector on front of test stand. Set supply voltage to 115/200 Vac, 400 Hz.
NOTE
Test stand is equipped with a phase-to-phase ac voltmeter with sill indicate 200 Vac at the 115/200 Vac setting.

| Section B, Item "Option 1001" and "Option 2001" | We cannot find reference or a description in the solicitation that describes the scope for these two options. Could you please provide a description or point to the paragraph where this is described. | The Government points to SOW Sections 2.4 General Requirements, 3.8 Maintainability, and 3.14.2 of Final Acceptance Testing (Destination). |
The Government clarifies that this is an unpriced CLIN to be negotiated should the requirement be needed.
4 Solicitation Section M-1, 3.0, Part B, 1.0 Technical, 1.1.2 and Paragraph 3.14.10
| Responsibility for Compliance | The Solicitation states: "Technical factor and technical subfactors will be rated as either “acceptable” or “unacceptable”. “Unacceptable” in either subfactor will result in an unacceptable rating for the Technical Factor. To be eligible for award, offerors are required to receive an “acceptable” rating for each technical subfactor." There are several requirements in the SOW that drive cost. Based on the statement above, we interpret this to mean if all requirements of the SOW are not met, our proposal would be "un-awardable". We are prepared to submit a proposal that meets all SOW requirements but we'd also like to submit a proposal based on our COTS solution which would be a lower cost solution and provide equal or greater value to the Government. How best can we submit our alternate proposal? Would that proposal be considered if submitted? | The Government requirements are described in the solicitation. Please follow the solicitation and submit a proposal that fulfills the requirement. |

| 3.11 b. (on page 16) | What is meant by "Conversational Programming"? | The test stand should have the capability to “talk” with another computer on a closed network. |
