This is a Questions and Answers document addressing technical and administrative clarifications for solicitation N6833526Q1188, a Design-Build firm-fixed-price contract for roof repair and replacement on Building 99 at Naval Air Warfare Center - Aircraft Division, Lakehurst. The Q&A document clarifies scope, technical specifications, design requirements, and construction standards for the roofing project.
The project requires complete removal of existing roofing materials down to the bare structural wood deck and installation of a new modified bitumen roof system covering approximately 2,290 square feet (contractors should bid up to 2,500 square feet). Key technical requirements include: a minimum 2-ply SBS (Styrene Butadiene Styrene) modified bitumen system with 80-mil base and 140-mil cap sheets from acceptable manufacturers (Soprema, Siplast, Johns Manville, Garland); minimum R-30 polyiso insulation installed in two staggered layers; mechanical fastening of the base sheet to combustible wood decking with prohibition of direct torch-applied systems; and design compliance with UFC 3-301-01, UFC 3-110-03, ASCE 7, and ASHRAE 90.1 standards. The scope encompasses the main roof, lower lean-to roof, parapets, step-downs, and crickets; includes 250 square feet of deteriorated wood decking replacement in the base bid; requires complete replacement of all sheet metal (flashings, gutters, downspouts, conductor heads); mandates installation of walkway pads at roof access points and rooftop equipment; and requires pullout testing of mechanical fasteners per ANSI/SPRI FX-1. The Contractor's Designer of Record is responsible for final roof system design based on Exposure C wind criteria due to airfield proximity. Additional requirements include repair and tuckpointing of damaged masonry parapets, tapered insulation for proper drainage with minimum 1/4-inch per foot slope, and permanent fall protection installation per OSHA requirements.

1. Please provide existing as-built drawings of the roof to include plans and details if available.
No additional drawings or photographs are available at this time.
2. SOW notes the two main levels of the roof assembly but do not address the lower lean-to roof. Will the lean-to roof be included?
Yes, the lower lean-to roof shall be included in the response to the solicitation.
3. Will all decking repairs and structural repairs be treated as an unforeseen condition and modification?
Contractors shall include the replacement of 250 square feet of deteriorated wood decking in their base bid.
4. What is the required application desired for the modified bitumen system? (Torch Applied, Cold-Applied, Hot Asphalt Applied (Mopped)?
Due to the combustible wood decking, direct torch-applied systems are strictly prohibited. The base sheet must be mechanically fastened. Subsequent plies (base/cap) may be cold-applied, self-adhering, or torch-applied only if installed over an approved, non-combustible cover board. (Note: Cold-applied or self-adhering is the recommendation in accordance with the latest NAVFAC guidance).
5. Please provide technical requirements for the modified bitumen system:
a. Acceptable manufacturers
b. SBS or APP membrane
c. Number of plies
d. Sheet thickness (Base & Cap)
a. Acceptable Manufacturers: Must meet UFC requirements (e.g., Soprema, Siplast, Johns Manville, Garland).b. Membrane: SBS (Styrene Butadiene Styrene). c. Plies: Minimum 2-ply system (Base and Cap) over a cover board. d. Thickness: Minimum 80 mils for Base, 140 mils for Cap.
6. What is the wind uplift design criteria?
The roof system must be designed in accordance with UFC 3-301-01 and ASCE 7. Due to the proximity to the airfield clear-cuts, the Designer of Record must utilize Exposure C (open terrain). The minimum wind uplift rating must meet the calculated ASCE 7 pressures for the field, perimeter, and corners.
7. Who will be responsible for design of the roof system?
This is a Design-Build contract. The Contractor’s Designer of Record (DOR) is responsible for the final roof system design.
8. Will the poly-iso and cementitious cover board be mechanically fastened, low-rise foam adhesive, or another attachment method?
The initial base sheet or first layer of insulation/cover board must be mechanically fastened to the wood deck to meet wind uplift requirements. Subsequent layers (polyiso/cover board) may be adhered using low-rise foam adhesive, provided the entire assembly meets the required ASCE 7 uplift pressures.
9. Will pullout testing be required for fasteners?
Yes. In accordance with UFC 3-110-03, pullout testing is required for mechanical fasteners into the existing wood deck to verify structural integrity and holding capacity (per ANSI/SPRI FX-1).
10. The SOW requires “full removal” of the existing failed membrane; can you please confirm what that requires? (Membrane, insulation, cover board, vapor barrier, flashings, sheet metal components, roof accessories, roof deck?)
Full removal requires tearing off all existing roofing materials down to the bare structural wood deck. This includes the complete removal of the membrane, insulation, cover board, vapor barrier, flashings, and associated sheet metal components.
11. Has the existing building been tested for Lead and/or asbestos? Is any lead or asbestos anticipated within this project?
Per SOW 2.1.1 The contractor shall provide any and all testing should they encounter microbial growth and or mold, LEAD or asbestos. They are to notify the contracting officer immediately and shall stop work in that area. If encountered, removal and disposal of microbial growth and or mold, LEAD or asbestos materials shall be treated as an unforeseen condition and shall not be considered within the scope of work for this project.
12. As per SOW 2.3 polyiso insulation is required and references the UFC but does not identify the required UFC 3-110-03 (Roofing) and associated Unified Facilities Guide Specifications (UFGS), requiring strict compliance with thermal performance, wind uplift, and fire classifications.
R-Value, Insulation Thickness, number of layers, or design criteria to be used. Can you please provide the R-Value, Insulation thickness, number of layers, and design criteria to be bid upon?
Per UFC 3-101-01 and ASHRAE 90.1 (Climate Zone 4), the continuous roof insulation must provide a minimum of R-30. Per UFC 3-110-03, insulation must be installed in a minimum of two layers with all joints staggered.
13. As per the SOW tapered insulation is not noted. Will tapered insulation be required for the slopes and drains?
a. What is the slope required?
b. Will crickets and saddles be required to be constructed or can existing be re-used?
Tapered insulation is required where the structural deck does not provide adequate slope. Per UFC 3-110-03, replacement roofs must achieve a minimum slope of 1/4-inch per foot for positive drainage. New crickets and saddles (minimum 1/2-inch per foot slope) must be constructed; existing crickets cannot be re-used.
14. Will the existing roof drains, scuppers, gutters, conductor heads, or downspouts be required to be replaced under this contract?
All existing sheet metal (copings, flashing, gutters, downspouts, and conductor heads) shall be completely replaced. Fabrication and installation must comply with the current SMACNA Architectural Sheet Metal Manual.
15. What are the extents of the sheet-metal work required for the project?
Please see above response to question 14.
16. How will damaged masonry parapet be addressed?
Damaged masonry parapets must be repaired, tuckpointed, and sealed prior to the installation of new roof flashings to ensure a watertight termination.
17. Will the “local staging area” be allowed within a government facility or will temporary storage be required by the contractor?
A local staging area will be coordinated with the facility manager.
18. Will any of the roof areas or existing accesses be required to be upgraded for safety?
Per UFC 3-110-03 and OSHA requirements, permanent fall protection (e.g., roof anchors) must be installed if personnel will be maintaining equipment within 10 feet of the roof edge
19. Will any walking pads be required?
Yes. Per UFC 3-110-03, walkway pads are required at all roof access points (hatches, ladders, doors) and completely around all rooftop equipment that requires periodic maintenance
20. Existing scope of work notes 2,290 square feet of roofing, is this is amount of roofing that should be bid by all contractors? Does this incorporate the parapets, step down, crickets, and lower roof (lean-to) area?
The 2,290 square feet is approximate base area figured by the interior foot print of the building. Contractors are responsible for field-verifying all dimensions. The bid must encompass all features including parapets, step-downs, crickets, and the lower lean-to. Basing the quote on up to 2500sq ft is acceptable.
21. It does not appear that RFQ N6833526Q1188 contained bid proposal sheets. Are such documents available for this solicitation?
No bid proposal sheets are currently prepared for N6833526Q1188.
22. Please confirm the existing roof composition for Building 99, specifically the current roof membrane type and the existing insulation type and thickness.
