About this file

This is a Statement of Work (SOW) for the removal and replacement of a failed flat membrane roofing system on Building 99 at Naval Air Warfare Center - Aircraft Division (NAWCAD) Lakehurst with a high-durability multi-ply Modified Bitumen system. The project encompasses approximately 2,290 square feet and requires four phases of execution: Mobilization & Demolition (removal and legal off-site disposal of existing membrane while maintaining watertight conditions), Deck Preparation & Inspection (cleaning, inspection, and reporting of structural defects), Insulation & Cementitious Substrate (installation of Polyisocyanurate insulation meeting UFC thermal resistance requirements and mandatory 1/2" Cementitious Roof Board such as USG Securock or National Gypsum DEXcell), and Membrane Installation (multi-ply Modified Bitumen system fully adhered per manufacturer specifications for wind uplift resistance).

The contractor must provide all labor, materials, equipment, and supervision, with mandatory compliance to UFC 3-110-03 (Roofing), EM 385-1-1 (Safety), and the Davis-Bacon Act. Critical logistics requirements include having all cementitious boards on-site or in local staging before membrane tear-off begins to mitigate open roof risks, and coordinating with local distributors at least 72 hours in advance for delivery. The contractor must manage any unforeseen conditions such as microbial growth, mold, LEAD, or asbestos through immediate notification and work stoppage. The contract requires a minimum 20-year No-Dollar-Limit manufacturer warranty and 2-year contractor workmanship guarantee. This is a firm-fixed-price small business set-aside (NAICS 238160) solicitation issued as RFQ N6833526Q1188, with mandatory site visit attendance required for bid eligibility.

STATEMENT OF WORK (SOW)

Building 99 Roof Replacement (Modified Bitumen System) July 2026

1. PROJECT OBJECTIVE

The objective of this project is the removal of a failed flat membrane roofing system and the installation of a high-durability multi-ply Modified Bitumen system on Building 99 at NAWCAD Lakehurst. To ensure maximum longevity and resistance to the New Jersey coastal climate, this project specifies the use of a cementitious cover board.

2. SCOPE OF WORK & EXECUTION

The Contractor shall provide all labor, materials, equipment, and supervision.

2.1 Phase 1: Mobilization & Demolition

· Setup staging areas as approved by the Technical Operations Lead.

· Full removal and legal off-site disposal of the existing failed membrane.

· Maintain the building in a watertight condition throughout the process.

· 2.1.1 The contractor shall provide any and all testing should they encounter microbial growth and or mold, LEAD or asbestos. They are to notify the contracting officer immediately and shall stop work in that area. If encountered, removal and disposal of microbial growth and or mold, LEAD or asbestos materials shall be treated as an unforeseen condition and shall not be considered within the scope of work for this project.

2.2 Phase 2: Deck Preparation & Inspection

· Clean and inspect the existing roof deck (approx. 2,290 sq. ft.).

· Report any structural rot or corrosion to the Technical Operations Lead immediately.

2.3 Phase 3: Insulation & Cementitious Substrate

· Install new Polyisocyanurate (Polyiso) insulation to meet UFC thermal resistance (R-value) requirements.

· Mandatory Requirement: Install 1/2" Cementitious Roof Board (e.g., USG Securock or National Gypsum DEXcell).

2.4 Phase 4: Membrane Installation

· Install a multi-ply Modified Bitumen system (Base and Cap sheets).

· Installation must be fully adhered to manufacturer specifications for maximum wind uplift resistance.

3. MATERIAL LOGISTICS & LEAD TIMES

· Staging Requirement: The Contractor is required to have all cementitious boards on-site or in a local staging area before beginning the tear-off of the failed membrane to mitigate "open roof" risks.

· Base Access: Delivery drivers must be DBIDS cleared or escorted. The Contractor must coordinate with local distributors (e.g., Kamco, ABC Supply) at least 72 hours in advance.

4. PROCUREMENT & COMPLIANCE

· Compliance: All work must adhere to UFC 3-110-03 (Roofing), EM 385-1-1 (Safety), and the Davis-Bacon Act.

· Warranty: Minimum 20-year No-Dollar-Limit (NDL) manufacturer warranty and 2-year contractor workmanship guarantee.
