About this file

This document is a government response to vendor questions regarding a Navy contract solicitation. The questions and answers address three key areas: material specifications, technical documentation, and cost allocation for design work.

Regarding cadmium coating concerns, the government confirmed that substituting zinc or another similar coating with the same base material is acceptable as a deviation, provided the vendor clearly identifies this solution in the proposal and submits a Request for Variance as part of the proposal package. On technical documentation, the government clarified that step files for machined parts are not available for this solicitation. Additionally, the government explicitly stated that step file development is not part of this contract effort and will not be reimbursed, regardless of whether the vendor proposes to include such costs within the per-unit pricing or as a separate line item under CLIN 0003 Technical Data.

Government response to question(s) from Vendor:

Questions 1: Is cadmium used in the design? If so, is the Navy willing to choose an alternate coating given that cadmium is a carcinogen?

Government Response: Using zinc or another similar coating with the same base material is an acceptable deviation but this solution would need to be called out in the proposal and supported with a Request for Variance as part of the proposal package.

Questions 2: Do step files exist for the machined parts? I am guessing no, I but wanted to check first. Most machining today requires step files.

Government Response: Government does not have the step files available for this solicitation.

Questions 3: Is the Navy willing to reimburse *Redacted* for step file development and then *redacted* will supply those files as part of CLIN 0003 Technical Data? *redacted* can include the above-mentioned cost in with the per unit cost or break it out separately.

Government Response: Step file development is not part of this effort.
