Amendment 0003 to Solicitation N6833526Q1124
This is Amendment 0003 to a federal procurement solicitation issued by NAVAIR Warfare Center Aircraft Division for the manufacture and delivery of support equipment for the V-22 Aircraft. The amendment revises quality assurance requirements, inspection procedures, attachments, and extends the proposal submission deadline.
The solicitation covers four contract line items (CLINs) for Intermediate, Organizational, and Depot-level Peculiar Support Equipment: Tow Collar Nose Landing Gear (CLIN 0001, quantity 1), Actuator/Proprotor Hub Pitch Assembly (CLIN 0002, quantity 2), Transducer Set Ultrasonic (CLIN 0003, quantity 1), and Tool Bearing Removal/Installation (CLIN 0004, quantity 1). Key amendments include: (1) revised Quality Assurance Program requirements from AS9100D Certification to ISO 9001 in Section 2.5, FAR clause 52.246-11, Section L, and Section M; (2) changed inspection and acceptance location from NAVAIR Warehouse B to Origin by DCMA; (3) removed Prelodge Form Instructions and Prelodge Request Form from Section J; and (4) extended the response deadline from July 27, 2026 to August 3, 2026 at 15:00 EDT. Due to a technical issue with the Procurement Integrated Enterprise Environment (PIEE), offerors must submit updated proposals via email to Kyle Welge at kyle.a.welge.civ@us.navy.mil, or through DoD SAFE if proposals contain Controlled Unclassified Information (CUI). Offerors must demonstrate ISO 9001 Certification compliance and provide delivery within twelve months of contract award. Evaluation will be conducted on a Lowest Price Technically Acceptable basis with past performance reviewed through the Supplier Performance Risk System (SPRS).

Section M - Evaluation Factors for Award
EVALUATION FACTORS
1.0 GENERAL
The Offeror is expected to comply with all requirements of the solicitation. The Government advises the Offeror that taking exception or deviating from any terms or condition of the solicitation may make an offer unacceptable, and the proposal unawardable, unless the solicitation expressly authorizes such an exception or deviation with regard to that specific term or condition.
Basis of Award Award Evaluation Criteria: Award will be made to the responsible Offeror who proposes the lowest evaluated price and for which all non-price factors are rated as acceptable, meeting all the requirements of the solicitation.
The Contracting Officer will select the Offeror with the lowest evaluated price for which all non-price factors are rated as acceptable. To evaluate Offerors, all quotes will be reviewed for compliance with the terms, conditions, and requirements set forth in the solicitation. When evaluating for compliance, each Offeror will either be determined Acceptable or Unacceptable. If an Offerors quote does not conform and comply with all the terms, conditions, and requirements set forth in the solicitation, the Offeror will be deemed Unacceptable. If an Offerors quote does conform and comply with all the terms, conditions, and requirements set forth in the solicitation, the Offeror will be deemed Acceptable.
Discussions are not anticipated. Therefore, proposals should contain the best terms. Clarifications and limited exchanges, short of discussions, may occur. All proposals will be evaluated for compliance with the terms, conditions, and requirements set forth in the solicitation.
IMPORTANT INFORMATION:
Registration in the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module is required to submit competitive quotations. For more information on the Solicitation Module and registration, refer to the PIEE website at https://wawf.eb.mil or https://piee.eb.mil/ and https://www.acq.
osd.mil/dpap/pdi/eb/docs/PIEE/PIEE_Solicitation_Module_Vendor_Access_Instructions.pdf.
Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award. For more information on the SAM, refer to the SAM website at https://www.sam.gov/content/opportunities.
Offerors are required to have a current (no more than three years old) NIST SP 800-171 assessment on record and posted in the Supplier Performance Risk System (SPRS) in order to be considered for an award, unless an exception applies, pursuant to DFARS clause 252.204-7012 new DFARS provision 252.204-7019. For more information on the NIST SP 800-171 DoD Assessment in SPRS, refer to the SPRS website at https://www.sprs.csd.
disa.mil/.
In the event only one Offeror provides a responsive quotation, the Offeror must be prepared to provide other than certified cost and pricing data if requested for the total quotation.
2.0 TECHNICAL
The Offeror shall provide all information and data required to conduct a thorough and complete technical evaluation. In order for an Offeror to be found technically acceptable, the Offeror shall provide the following:
1. Conforms to the CLINs listed in the solicitation demonstrating that they will supply the exact part numbers, quantities, and comply with all terms in the solicitation.
2. A copy of their SAM.GOV representations and certifications demonstrating that their company as a Small Business under the NAICS 332710.
3. Submits an accurate, current, valid and approved DD Form 2345 "Militarily Critical Technical Data Agreement" and requests a copy of the export-controlled drawings.

5. The Offeror provided a delivery date that meets or exceeds the required delivery date in Section F for each CLIN.
3.0 PAST PERFORMANCE
Per DFARS 213.106-2, evaluation of each supplier's past performance history in the Supplier Performance Risk System (SPRS) for the Federal Supply Class (FSC) and Product or Service Code (PSC) of the supplies being purchased. In the case of a supplier without a record of relevant past performance history in SPRS for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. Past Performance will be used to determine supplier responsibility and will be reviewed to determine if the contractor has acceptable or unacceptable past performance. If no past performance information is available, the past performance rating will be considered neutral.
A neutral rating will be treated as "acceptable" for purposes of non-price acceptability ratings. If the offeror has an "unacceptable" past performance rating, they will eliminated from the competition. SPRS assigns each contractor a color rating based on the contractor's quality performance. Color is based on the high five percent in the commodity (Blue), next 10 percent (Purple), next 70 percent (Green), next 10 percent (Yellow), and last five percent (Red). Past performance, ratings are as follows:
Past Performance Acceptable/Unaccetptable/Neutral Ratings
Rating Description
Acceptable Offeror has a rating of Blue, Purple, Green, or Yellow in SPRS
Unacceptable Offeror has a rating of Red in SPRS
Neutral Offeror has no rating in SPRS
4.0 PRICE
An Offeror's Total Evaluated Price will be determined by multiplying the proposed unit prices by the required quantities identified in each CLIN. For competitive evaluation purposes, the evaluated price for this procurement will be based on a sum of all CLINs. Offerors must provide pricing for all CLINs. All CLINs will be included in the total evaluated price. Each Offeror's proposed prices will be evaluated to determine if the Offeror's prices are fair and reasonable.
5.0 AWARD DECISION
The Contracting Officer will select the offeror who is considered the lowest price technically acceptable.
