SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
AMENDMENT 0002
The purpose of this Amendment is to (a) make necessary corrections to the CDRLS; (b) extend the proposal submission deadline; and (c) provide our answers to the following questions received by this Agency:
1. CAATS SYSCON HRS Document 038-042-0301-0004 and CAATS Firmware Programming Guide 08-042-MAN-0001 and the associated six (6) hex files were inadvertently omitted from the drawing package. CAATS SYSCON HRS Document 038-042-0301-0004 will be provided. The CAATS Firmware Programming Guide 08-042-MAN-0001 and associated hex files are not required, but are available upon request. For newly interested parties, this procurement contains Technical Data subject to Export Control Laws. Please include with your response a certified copy of the DD Form 2345, Military Critical Technical Data Agreement. For DD Form 2345 information, call DLIS in Battle Creek, MI at 1-800-352-3572, or visit the Internet at http://www/dlis.dla.mil/jcp. If your company has submitted a DD Form 2345 form and has already received a copy of the drawing package, the resubmission of this form to obtain the additional files is not required. However the above mentioned files are available by request only. If your request for the additional files is made after the form’s expiration date, an updated DD Form 2345 must be provided to the Government.
2. Question: Acceptance Test Reports (ATRs) will be provided with each unit that is produced per CDRL A001. However, the CLIN 0005, CLIN 0017, and CLIN 0026 only account for a MAX AMOUNT unlike CLIN 0001-0002 that require step pricing for each. Should the ATRs be rolled into the unit price for each step or should there be step pricing per unit for each item in CLIN 0001-0002?
Answer: The Acceptance Test Reports on CLINs 0005, CLIN 0017, and CLIN 0026 are to be priced separately from CLINs 0001 and CLIN 0002. Step pricing is not required for the pricing of reports.
3. Question: Are CLINs 0006, CLIN 0018, and CLIN 0027 for the creation of the Environmental Stress Screening Test Procedure only?
Answer: CLINs 0006, CLIN 0018, and CLIN 0027 are for the Environmental Stress Screening (ESS) Test Procedure report only, which describes the results of the ESS.
4. Question: Were the requirements for the Physical Configuration Audit (PCA) identified in section 3.3.1? Is a complete tear down of the unit required or should the PCA follow the NAVAIR Integrated Logistics Support Managers Configuration Management Handbook?
Answer: The PCA should follow NAVAIR Integrated Logistics Support Managers Configuration Management Handbook.
5. Question: In reference to CLINs 0008 and CLIN 0009, is the Government going to consider the sample units for the Pilot Production Test as "delivered units" and provide payment as such for the units?
Answer: In accordance with the Statement of Work paragraph 3.3 Pilot Production Test, “The contractor may procure the material and produce the full quantity of the first delivery order; however, no units from the first delivery order will be accepted by the Government until after the successful completion of Pilot Production Testing.” Therefore payment for units undergoing Pilot Production Testing will not be provided until those units have been accepted.
6. Question: CLIN 0008: Please specify which components in the CAATS System must go through the Pilot Production Testing. It would be anticipated that the PCA only includes items that are included in the minimum for the contract (CAATS and PAS) and does not include GFP, cables, and system controllers).
Answer: Only the SAMA and PAS are required to undergo Pilot Production testing (3.3.1 Physical Configuration Audit (PCA) and 3.3.2 Environmental Test). The PSA is required to undergo 3.3.3 PSA Acceptance Test Procedure and 3.3.4 PSA 270 VDC Load Test.
7. Question: How is CLIN 0010 different than the PCA identified in the Pilot Production Testing identified in CLINs 0008 and CLIN 0009?
Answer: CLIN 0008 is associated with the Pilot Production Testing Procedures and CLIN 0009 is associated with the Pilot Production Test Report. CLIN 0009 incorrectly references SOW section 3.2.2 Factory Acceptance Test Procedure. The correct reference is SOW section 3.3 Pilot Production Test. The only PCA is specified is in SOW section 3.3.1 which corresponds to CLIN 0010.
8. Question: On CLIN 0011, does the System Controller, SAMA, and PSA also need UIDs or should the UIDs only be located on the transit cases per the TDP? If the System Controller, SAMA, and PSA do need to have the UID label on the unit, please provide the location to apply the label
Answer: The TDP is correct. UID labels are required on each transit case, the SAMA and the PSA. UID labeling is not required for system controllers as they are below the required $5,000 threshold for UID labeling.
9. Question: Is CLIN 0020 and CLIN 0029 to be delivered 60 days after contract award or 60 days after the start of year 2 and 3?
Answer: For CLINs 0020 and 0029, the IUID Plan is to be submitted 60 days after the start of Years 2 and 3.
10. Question: The Data Package does not include the Data Item Descriptions for the CDRLS (A001 through A008). Will these be provided?
Answer: A Data Item Number for Block 4 of CDRLS A001-A008 will be provided, however the contractor format is acceptable.
11. Question: The Evaluation Criteria in Section L 1.A refers to having obtained a ComSP certification for the CAATS and PAS. How can this certification be obtained? Will foregoing certification preclude awarding to the offeror?
Answer: NA17-35QAC-01B 'Navy and Marine Corps Audit/Certification Program provides information for obtaining ComSP certification. Foregoing certification will not preclude awarding to the offeror. See question (20) and answer below for more detail.
12. Question: CLINS 0003, 0004, 0015, 0016, 0024, and 0025 include Government Furnished Property (GFP). The SOW Para 3.4 indicates the total program quantities of the GFP but not the time frame of the vendor receiving items within each option. For program management purposes, can the government provide a schedule on GFP deliveries?
Answer: The Government expects to ship all GFM to the successful offeror within 90 days of award.
13. Question: The CAATS Production ESS Plan and Procedures indicate that they were developed by a vendor for Science Application International Corp (SAIC). The Request For Proposal indicates that it is a 100% small business set aside. Is SAIC precluded from bidding on this solicitation?
Answer: The RFP is open to all interested parties that are considered a small business under the size standard corresponding to the NAICS code assigned to this procurement. If a company is a large business, they are not eligible to compete for award.
14. Question: The magnitude of data provided in the solicitation and the satisfactory treatment of the technical requirements require us to request an extension of two (2) weeks. Additionally, we would seek an expedited ComSp certification. Can an extension be granted on that basis? If so, a further extension would be desired.
Answer: A ComSP certification is not a requirement for this solicitation and is not an acceptable basis for granting an extension.
15. Question: What is the nature of the appeal NAICS-2017-05-17-32? Will the pending appeal result in a suspension or extension of this solicitation?
Answer: The Small Business Administration Office of Hearings has denied the appeal and concluded that the Contracting Officer appropriately selected NAICS code 334519 for this procurement. As a result the solicitation will remain uneffected by the decision.
16. Question: In Section L, Part A, Section 1.0 General, the last paragraph states, “Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 10% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract.” Is it a requirement to identify a vendor as a “Principal Subcontractor” when they provide greater than10% of the total CAATS contract if that vendor is providing a required COTS part per the Technical Data Package?
Answer: According to the criteria outlined in Section L, contractors providing more than 10% of the proposed total price/cost for the contract are defined as “principal subcontractors” and will need to be identified.
17. Question: Schedule F on pages 35-40 of the RFP is unclear on what quantity is due at 10 MAR. Is it 1 or 2, or the max quantity, or something in between?
Answer: An Indefinite Delivery Indefinite Quantity (IDIQ) type contract allows flexibility in both quantities and delivery scheduling when the exact times and exact quantities of future deliveries are not known at the time of contract award. The contract specifies the maximum quantities that the Government may acquire throughout the life of the contract. At the issuance of a delivery order, delivery of units shall be made 10 months after receipt of the order and shall continue at a rate of no less than eight (8) units of each per month.
18. Question: The power requirements for the Behlman Electronics 94087 Power Supply Assembly, 4043AS3001-1 or the 038-042-0301-0001 H/W requirements specification are not clear in the Technical Data Package. The test procedure says plug the PSA into 115VAC 400Hz "wall power". How much current in Amps is required to power the Power Supply Assembly (PSA) 4043AS3001-1?
Answer: A minimum of 7 Amps per phase should be available from the 3 Phase 110 VAC 400Hz source.
19. Question: Please provide the mass of the SAMA and PSA along with the NAVMAT vibration profile and the CAATS SAMA vibration profile as referred to in 038-042-1004-001 so we can determine the viability of vibration test equipment.
Answer: SAMA weight is 64.6 lbs. PSA weight is 80.8 lbs. NAVMAT profile refers to the random vibration profile found in NAVMAT P-9492 Navy Manufacturing Screening Program (page 12 figure 5). The CAATS SAMA vibration profile (note: profile used in one direction only!) is detailed in 038-042--1004-001 paragraph 1.2 Figures 1 and 2.
20. Question: Section L of the RFP, specifically, Section L 1.0 I.A, requires offerors to indicate if they have obtained commercial services provider (ComSP) certification for CAATS, and Section M Part B 1.0 I. says the evaluation will include whether they have obtained ComSP certification. However, nowhere in the RFP is ComSP certification defined or explicitly stated as a requirement. Perhaps it is an inadvertent carryover from a previous acquisition? Please clarify if ComSP certification is a requirement or not, and how it will be evaluated (i.e. is it a strength to have the certification, or is an offeror non-awardable if they are not certified?).
Answer: Having ComSP certification is not a requirement for this solicitation. It may be evaluated as a strength to have the ComSP certification but it is not a requirement for award.
21. Question: RFP Section C.3.4.1- Are the GFM controllers already configured when the contractor receives the GFM, or will the contractor be required to configure them?
Answer: Controllers will be configured when the contractor receives them as GFM.
22. Question: RFP Section C.3.4.1- Is the contractor required to perform Hi-Pot/Continuity Tests on GFM cables?
Answer: The contractor is not required to perform Hi-Pot/Continuity Tests on GFM cables. It is expected, however, the contractor would perform visual inspection on all items presented to DCMA for Government acceptance.
23. Question: Please provide the detailed test procedure and/or software used for the SAMA preliminary system test described in section 3.3 in document 038-042-0613-0002.
Answer: Document Number 038-042-0613-0002 is the Factory Acceptance Test Procedure. Section 3.3 calls out the ATE that was used by the development group. A folder entitled "CAATS ATE FATP Description" will be supplied which contains a description of the ATE previously used, the test parameter files in Excel, a description of how to read the Excel files and drawings for supporting the ATE. The information provided is thought to be adequate to use to adapt another piece of ATE or develop a new piece of ATE to test the CAATS.
24. Question: CDRL A004 specifies the PPU test procedure is due 120 days prior to initial delivery units. However, SOW 3.3 says the procedure is due 30 days prior to the initial delivery units, which seems more practical?
Answer: The PPU Test procedure is due 30 days prior to the initial delivery units and the CDRL will be changed to be consistent with the SOW.
25. Question: Drawing 4043AS1004 calls for the System Controller Rugged Laptop as Panasonic Toughbook CF31 per NAVAIR Specification “038-042-0301-0004 CAATS SYSCON HRS.” What is the configuration of the CF31? Can you provide 038-042-0301-0004 so that we can accurately price CLINs 0004, 0016, and 0025?
Answer: Document 038-042-0301-0004 CAATS SYSCON HRS will be supplied.
26. Question: Is it the Government's intention to have every production unit ESS tested per the PWS versus performing sample ESS testing? Would the Government consider reviewing the ESS requirements and perhaps reduce them? (Ref. 038-042-1004-0001).
Answer: Environmental Stress Screening is not a test. ESS is a production screening process used to force infant mortality electrical component failures and workmanship failures to manifest in the factory rather than in the fleet. As such, ESS does not lend itself to lot sampling. ESS must be performed on all production CAATS systems manufactured under this agreement. The Government has no plans to reduce ESS requirements at this time.
27. Question: Some of the CCAs to be manufactured require firmware to be loaded prior to installation in the SAMA. The Data Package refers to the CAATS Firmware Programming Guide 08-042-MAN-0001 that was not included in the package. Is this available for the solicitation? Will it be provided?
Answer: The CAATS Firmware Programming Guide 08-042-MAN-0001 will be supplied along with the six (6) required hex files upon request.
28. Question: The Data Package refers to the CAATS Software Version Description 038-042-0803-0001. But it was not included in the package. Is this available for the solicitation? Will it be provided?
Answer: CAATS Software Version Description Document 038-042-0803-0001 was included in the file originally provided but will be supplied again for convenience upon request.
30. As a result of this amendment, receipt of proposal packages has been extended to Friday, 23 June, 2017, by 4:00 PM ET.
