4.3.4 UID Registration (CLINs 0002 thru 0029 and 0037 thru 0050)
The prime Contractor has the responsibility to furnish Item Unique Identification (IUID) data to the IUID registry. Data submission of IUID data and acquisition cost should be via Wide Area Work Flow (WAWF), IUID XML file, IUID flat file or web entry. Additional information regarding data submission as well as the actual marking can be found at http://www.acq.osd.mil/dpap/pdi/uid/index.html
4.3.5 Records (CLINs 0002 thru 0029 and 0037 thru 0050)
The Contractor shall maintain an accurate, current list of UIDs for all manufactured and repaired items on this contract and supply to the Government upon request. The list shall include Part Number, Serial #, CAGE, UID Location, Construct used, how it was marked and the registration method used.
4.4 Configuration Responsibility
It is the customer’s responsibility to ensure their CASS, RTCASS stations and Ancillary equipment are maintained at the current U.S. Navy configuration level IAW the System TDP. At the inception of any service requirements under this contract, if the customer’s CASS, RTCASS stations and Ancillary equipment are not at the current Navy configuration level, separate additional costs to support a station not at the current configuration level will be allocated by the customer, incorporated via contract mod, to support those stations not at the proper configuration level.
5.0 OPERATIONAL SURGE VARIATION IN REPAIRABLES (7R) REQUISITION RATE (CLINs 0023 thru 0029 and 0058 thru 0064)
It is recognized that due to unforeseen circumstances affecting the usage of CASS and RTCASS stations during the contract period of performance, the requisition rate may fluctuate. The unforeseen circumstances include such activities as international conflict and operations tempo of Naval activities that cannot be reasonably predicted during the establishment of the expected contract. Accordingly, the parties agree to enter into negotiations to establish an equitable adjustment should the actual 7R requisition rate, caused by these circumstances, exceed or fall below the parameters established in the paragraph below. Requisition rate increases caused by Contractor lack of diligence shall not be recognized under this clause.
The 7R requisition rate will be established by the Contractor for Fleet and Non-Fleet activities for both CASS and RTCASS. Should the aggregate average number of requisitions, during any continuous six-month period, exceed or fall below a variation of 20% of the established requisition rate, the parties shall enter into negotiations for an equitable adjustment. The negotiations shall be initiated by a proposal from the Contractor for the amount of cost above or below the 20% allowable variation.
6.0 CONTRACTOR FURNISHED FACILITIES (CLINs 0002 thru 0029 and 0037 thru 0050)
The Contractor shall provide repair and storage facilities, configured to provide proper environmental and security for the Government Furnished Property (GFP) assets, as specified in contract clause 5252.245-9500, “Government Property for the Performance of this Contract”. (NAVAIR)
7.0 RECLAMATION STATION AVAILABILITY (CLINs 0002 thru 0029 and 0037 thru 0050)
Decommissioned CASS station assets will be available as GFP for Fleet & Non-Fleet usage in the CASS PBL spares pool on an as needed basis. The Contractor will be required to provide supporting information on spares pools and usage/demand rates to support the request for use of reclamation assets. Requests in excess of the cumulative quantity of available assets/stations will be provided at the sole option of the Government and shall not constitute justification to avoid penalty clauses. Reclamation assets will be Repairables (7R cog) and Consumables (1R cog). The quantity of stations available each year is as follows:

8.0 EXIT CRITERIA (CLINs 0002 thru 0029 and 0037 thru 0050)
The purpose of the exit phase of the contract is to establish procedures and timeframes to ensure the orderly and efficient transfer of performance responsibility and materials back to the Government or to another Contractor upon completion or termination of the contract. Upon notification from the PCO or the receipt of a termination notice from the Government for convenience or for default, the Contractor and the Government will make all reasonable efforts to ensure that Fleet readiness is not adversely impacted.
8.1 Return of Government Furnished Equipment/Material (CLINs 0002 thru 0029 and 0037 thru 0050)
Upon direction of the PCO, and at no additional cost to the Government, the Contractor shall return all Government Furnished Equipment/Material (GFE/GFM) in RFI condition. Except as otherwise mutually agreed to by both parties, the Contractor will return to the Government the same type and quantity of GFE/GFM as was initially furnished by the Government unless the items were consumed or destroyed in performance of the contract. All GFE/GFM will be returned to the Government within 30 days’ notice unless specifically exempted by the PCO.
8.2 Purchase of Contractor Owned Spares
The Contractor, at the conclusion of the contract, grants to the Government the right of first refusal to buy the spares pool used to support CASS and RTCASS stations under the contract that are not required to support the open contractual commitments under this program. The Contractor agrees, within 90 days of request by the Government, to prepare a price proposal that is in accordance with the Contractor’s cost accounting system and is auditable by Defense Contracting Audit Agenccy (DCAA). The Contractor agrees that the proposal shall recognize reasonable amortization of the initial spares cost based on recouping Contractor material investment through execution of the PBL orders. The Government agrees to recognize that the acquisition value of the spares will retain a residual value of no less than 10% and will recognize the full cost of the spares pool (plus any applicable COM), allocable across the 7 year contract.
9.0 CONTRACTOR USE OF GOVERNMENT SUPPLY SOURCES (CLINs 0002 thru 0029 and 0037 thru 0050)
In accordance with FAR Part 51.101, the Contractor is authorized to purchase supplies from Government supply sources, including DLA, when doing so would lower the cost of performance or increase delivery/performance factors. Contractor support of all GFE provided to the Contractor for performance of this contract shall not be separately priced. Support will be the responsibility of the Contractor.
