Performance Based Logistics CASS/RTCASS PBL Appendix A CASS/RTCASS Performance Based Logistics
FLEET Service Level Description Fleet Support PBL
1. SUPPORT
For stations specified as Fleet assets in the PMA 260 CASS/RTCASS Fielding Plan, all items listed in Contract Attachment 3, CASS Items Support List, and 4, RTCASS Items Support List are automatically covered by the Fleet PBL supply support. I ASSUME THAT THE “FIELDING PLAN” IS THE SUM TOTAL OF ATT 3 AND 4 SO
1) The Contractor will ship, upon receipt of a requisition, a replacement asset, “When Available”, to Fleet Support PBL customers, within the next business day, excluding weekend days and federal holidays, and non-standard business hours (standard business hours are defined as Monday thru Friday, 0700 thru 1600 hours). “When available” means parts that are available within the Fleet’s FISC stockroom in “A” condition.
a) OCONUS requisitions will utilize DCMA’s Government Freight Management system and/or US Custom’s Automated Export System (AES) to provide required export information.
When AES systems are not available, the Contractor may be required to hold the shipment until system is available (example – if AES is down on a Friday, Contractor will ship on Monday) with no penalty for late delivery.
If an OCONUS asset is ITAR material (anything other than DEMIL Code A) then a time allowance will be made equivalent to the number of days required for filing and obtaining a release through the US Customs Export System (AES).
OCONUS shipments will be determined by addresses obtained from NAVTRANS CRIF database located in the FACTS system.
b) Requisitions/assets shall be shipped by the fastest traceable means.
2) 100% of Broad Arrow (BA) requisitions, as identified by any GBXX series coded document and have a project code of “ZF7”, will be filled and shipped IAW paragraphs 2a, 2b, 2,c, excluding weekend days, federal holidays, and non-standard business hours (standard business hours are defined as Monday through Friday, 0700 thru 1600 hours).
Note: For Broad Arrow CONUS requisitions, the Contractor will not be held responsible for part arrival delays to Broad Arrow shipments attributed to third party logistics carriers (i.e. FEDEX, DHL) due to inclement weather, aircraft mechanical delays, etc..
a) All CONUS and OCONUS Broad Arrow requisitions received before 1 PM during standard business hours will be processed and shipped the same day.
b) All CONUS requisitions received before 1 PM shall arrive no later than the next business day. Requisitions/assets shall be shipped by the fastest traceable means.
c) All CONUS and OCONUS Broad Arrow requisitions received after 1 PM during standard business hours will be processed within a 24 hour Requisition Response Time (RRT) and shipped by the next business day. CONUS requisitions should arrive by the following business day.
If the Contractor does not fill Broad Arrow requirements in accordance with paragraph 2 above, a decrement of $2500 per day not to exceed $12,500 will be imposed per occurrence.
Issue Priority Groups are determined per part on a case-by-case basis. IPG levels are determined by the Fleet/Marine activity based on their mission, SE working, and its/their ability to fix the aviation equipment to perform its mission.
3) Issued Priority Group (IPG)-1 requisitions:
a) For CONUS, 90% of Issued Priority Group (IPG)-1 requisitions with priority 1 through 3 will be processed and shipped to arrive at CONUS activities within 48 hours of receipt of requisition.
b) For OCONUS, 90% of Issued Priority Group (IPG)-1 requisitions with priority 1 through 3 will be processed and shipped within 48 hours utilizing DCMA’s Government Freight Management/AES procedures.
If the Contractor does not meet the above IPG-1 requisition requirements, a decrement of $1500 per day, not to exceed $7500, will be imposed per occurrence from the monthly price.
4) Issued Priority Group (IPG)-2/3 (PRI code 4-6) requisitions:
a) For CONUS, 90% of Issued Priority Group (IPG)-2/3 requisitions with priority 4 through 6 will be processed and shipped to arrive at CONUS activities within 72 hours of receipt of requisition.
b) For OCONUS, 90% of Issued Priority Group (IPG)-2/3 requisitions with priority 4 through 6 will be processed and shipped within 72 hours utilizing DCMA’s Government Freight Management/AES procedures.
If the Contractor does not meet the above IPG-2/3 requisition requirements, a decrement of $1500 per day, not to exceed $7500, will be imposed per occurrence from the monthly price.
5) Issued Priority Group (IPG)-2/3 (PRI code 7 or greater) requisitions:
a) For CONUS, 90% of the Issued Priority Group (IPG)-2/3 requisitions with priority of 7 or greater will be processed and shipped to arrive at CONUS within 30 days of receipt of requisition.
b) For OCONUS, 90% of Issued Priority Group (IPG)-2/3 requisitions with priority of 7 or greater will be processed and shipped with 30 days utilizing DCMA’s Government Freight Management/AES procedures.
If the Contractor does not meet the above IPG-2/3 requisition requirements, a decrement of $1500 per day, not to exceed $7500, will be imposed per occurrence from the monthly price.
6) The Contractor shall repair/replace, stock, warehouse, manage, and deliver assets to support fleet demand requirements. On the day an asset is received at the Contractor’s facility, it is entered into the WEBCAV system (see PSOW Appendix E). An RFI asset is shown in WEBCAV system in “A” condition and is physically available for shipment from the Contractor Facility. Government owned “A” condition wholesale level assets will be held at the FISC in a segregated stockroom and Transaction Item Reported (TIR’d) via WEBCAV to NAVSUP WSS.
7) The Contractor will provide tracking/asset management of condition of repairable assets using WEBCAV and the following conditions codes: “F” (unserviceable, un-repairable), “M” (suspended; in-work), “G” (unserviceable; incomplete), “H” (unserviceable; condemned) and “A” (serviceable, issuable without qualification).
8) Consumable assets re-coded to repairable shall be supported under this contract. When the SM&R code changes, the item is to be treated as a new part. The Government, at its sole discretion, may change SM&R codes prudent to repair due to future availability, high attrition rate, or replacement cost of items under consideration. Contractor is encouraged to recommend SM&R code changes for like rationale. Broad Arrow 24-hour support applies after a 6-month ramp-up period expires. The six month period commences upon SM&R Code change approval.
9) Items with calibration expiration dates should not be issued unless at least 75% un-expired time remains.
10) Material Management: Assets will be held at FISC located within the Contractor’s facility. Government owned assets and Contractor owned assets will be segregated at all times. FMS customer requirements and assets must be segregated from the U.S. Government owned assets. When a Contractor’s asset is required to satisfy a Broad Arrow request and/or the thirty-day asset availability guarantee, an asset will be supplied from the Contractor’s owned inventory and TIR’d to “A” condition (“title out”) and will be placed in the FISC stockroom located within the Contractor’s facility. In exchange for such transfer of ownership of the Contractor asset to the Government, the Government’s next available ‘A’ condition asset, shall become the property of the Contractor (“title in”). Contractor shall record the serial number of the asset that changes title from Government-owned to Contractor-owned. All titling transactions are recorded in WEBCAV database.
12) Contractor will provide requisition response reporting to the Government in accordance with CDRL A00A, Fleet/Non-Fleet Metrics Report.
2. SUPPORT LIMITATIONS
a. Upon receipt of an asset, Contractor will notify the COR via email of any Missing-On-Induction (MOI) items within 24 hours of discovery. Government will attempt to obtain MOI parts from end-user. If Government cannot obtain parts from end-user for MOI items, Contractor will replenish as required. Asset will be placed in “G” condition until MOI parts are received. If the Contractor determines that it would be economical to purchase a replacement asset, the retrograde asset will be considered BER. Contractor will notify DCMA for disposition instructions.
b. The decision-making process will not affect metrics asset availability. The Contractor will still be held responsible for meeting asset availability metrics.
3. TRANSPORTATION
a. General
1) Delivery terms shall be FOB destination (FAR 52.247-34 applies) for all requisitions processed for CONUS activities.
2) Upon Navy supply requisition authority to deliver Navy owned asset(s) directly to a specified OCONUS location, Delivery Terms shall be FOB Origin (FAR 52.247-29). The Contractor shall coordinate export shipping requirements through their Cognizant DCMA Transportation Office for shipping instructions and U. S. Customs documentation as required. The Letter of Authority shall cite the Consignee/DoDAAC, POC and E-mail address and commercial telephone number if possible, and the designated Transportation Account Code.
b. Packaging & Shipping Requirements
1) The Contractor is responsible for the delivery of all assets to the requisitioning UIC activities (CONUS and OCONUS shipments) in the following manner:
a) Reusable Containers. If available, items assigned to reusable shipping and storage containers shall be shipped in containers provided by the Navy. The Contractor may request containers to meet quarterly requirements thirty days prior to the start of the quarter. The Contractor may request containers online via the Container Request Form (CRF) NAVSUP WSS 4030/2, available under website: http://www.icptarp.net/containerrequest (or a successor website). Alternatively, the Contractor may request containers in writing from the NAVSUP WSS Container Manager, Code 03333.31, via the Procuring Contracting Officer (PCO). In the event reusable containers are unavailable, the Contractor shall package the items in accordance with standard commercial practice, as defined in ASTM D 3951. Under no circumstances shall the unavailability of reusable containers be the basis for relief from the requirements of this contract or the basis for a claim of excusable delay.
b). Packaging for Items Not Assigned Reusable Containers. For those items not assigned reusable containers, the Contractor shall be responsible to package those items in accordance with standard commercial practice, as defined in ASTM D 3951. In addition to the requirements of ASTM D 3951, the following unique requirements shall also apply:
(1) Unit packs shall be designed to conserve weight and cube while retaining the protection required and enhancing standardization.
(2) Use of plastics shall be reduced in preservation and packing operations. All packaging methods and materials shall be reusable/recyclable and shall minimize the quantity of solid waste generated at the time of disposal.
(3) Any shelf-life items shall be identified to the NAVSUP WSS, Code M0772, P.O. Box 2020, 5450 Carlisle Pike, Mechanicsburg, Pa 17955-0788 and the PCO. At a minimum, electrostatic discharge sensitive (ESDE) devices shall have an initial wrap, bag, or pouch of electrostatic-protective material (MIL-B-81705, Type III or equivalent). An outer heat-sealed bag constructed from MIL-B-81705, Type I material is also recommended for items whose performance may be compromised by electrostatic or electromagnetic forces. (reference only: DA40LN "NAVSUP WSS Packaging Guidelines")
(5) Shredded paper, excelsior (wood shaving), polystyrene loose-fill and other loose-fill materials are prohibited for cushioning/dunnage.
(6) Reporting of improperly packaged retrograde material received by the Contractor shall be accomplished through Contractor input into the Technical Assistance for Repairables (TARP) Web Site, www.icptarp.net/autorod (or any successor website or reporting methodology).
c) United Nations (UN) International Plant Protection Commission (IPPC) Restrictions Regarding Wood Packaging Material (WPM)
All shipments utilizing coniferous and non-coniferous wood pallets, wood containers and dunnage constructed from non-manufactured wood shall be constructed from Heat Treated (HT to 56 degrees Centigrade for 30 minutes) or fumigated (using methyl bromide) and certified by an accredited agency recognized by the American Lumber Standards Committee (ALSC) in accordance with Wood Packaging Material Regulations dated 8 November 2013.
