SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0002
The purpose of this amendment is to address questions that were received and also to extend the response date for the solicitation.
QUESTION 1: Reference RFP Section L, Part B, Para 2.3 (2), and Para 2.0 Note:, and FAR 19.7
Para 2.3 of Section L is requesting that a Small Business Plan be included as part of the Technical Volume (as Annex 1) and that it conform to the requirements of FAR 19.7. Far 19.7 specifies that the SB Plan include a statement of the total dollars planned to be subcontracted to SB, and percentage goals, which then also provides information on the pricing offered. This is at odds with the Section L requirements that the technical volume not reference the cost or price aspects of the offer.
Please advise how to proceed, or how the US Navy would like the SB Plan formatted so that it is compliant with both Para 2.0 and FAR Part 19.7.
ANSWER 1: The Small Business Subcontracting Plan shall be submitted as Annex 1 as outlined in RFP Section L, Part B, Para. 2.3 (2). This Annex will be reviewed by the appropriate evaluator.
QUESTION 2: Reference RFP Section F, and PWS Para 2.0 (Definitions for "Ready for Issue", and "Turn Around Time"(TAT))
There are circumstances where the government could impact the TAT of a unit under repair.
Example circumstances include (1) when the government elects to provide a Missing On Receipt item rather than the contractor provide one, (2) the replacement of a shipping container, (3) or in an extreme case when government acceptance cannot be performed in a reasonable time.
How will the Navy account for TAT delays from Government actions that are outside of the contractor’s control?
ANSWER 2: It is the contractor’s responsibility to contact the Procuring Contracting Officer (PCO) and request a waiver to the TAT due to any action or circumstance that has the potential to negatively affect the contractor’s TAT. It will then be the PCO and Program’s decision whether or not the waiver will be granted.
QUESTION 3: Reference PWS Para 3.3.2 Inspection Requirements
Please confirm that it is the US Navy's intention that all "Items" be completely disassembled into their individual components, and that the individual component making up the Item, must meet the Depot Maintenance Manual Inspection and Repair Limits.
ANSWER 3: Per the PWS, type of work is Depot Level Repair. Rework and inspection shall be in accordance with applicable depot level maintenance manual listed in Section 6.2 of the PWS.
QUESTION 4: Reference PWS Para 3.3.2.1 and Para 3.3.3.2.1
These paragraphs reference “Appendix B”. This Appendix is not provided. Can the US Navy provide Appendix B, or clarify if it is required?
ANSWER 4: The reference to “Appendix B “ was inadvertently left in the Performance Work Statement and is hereby removed.
QUESTION 5: Reference RFP Clause 5252.247-9503
Which Revision of Mil STD 129 and 130 will be applicable at the onset of this contract?
ANSWER 5: The latest revision of MIL-STD 129 and -130 will be applicable at the onset of this contract.
QUESTION 6: Reference CLIN XX04.
Receipt and Inspection of I-Level QECA. Requires a firm fixed price, the quantity states 5, assuming 5 inductions. However, CLIN 0004 unit description states “hours,” CLIN 0104, 0204 and 0304 unit descriptions state “each,” while CLIN 0404 unit description states “unit.” We assume this should be “each” for all 5 lines items. Is our assumption correct and will Section B be amended?
ANSWER 6: CLIN 0004 unit of issue should read “each”. This amendment hereby changes CLIN 0004 from “hours” to “each”.
QUESTION 7: Reference CLIN XX11, XX12 and XX13
CLIN XX11, XX12 and XX13 are cost reimbursable, stating an associated NTE amount. Should the contractor insert an estimated / predicted anticipated lot cost, leave the unit and amounts blank, or should a Government NTE value for these three lines, including option years, be inserted by the Government?
ANSWER 7: The contractor shall not insert an estimated/predicted anticipated lot cost. The Not-to-Exceed Amount is listed within the CLIN description and this amount will be used for evaluation purposes.
QUESTION 8: Reference Page 53, 54 and 55 of 120 regarding the Fair Opportunity Procedures.
Our understanding of how this process will work is that once basic IDIQ contracts have been awarded, on a best value basis, containing the minimum quantity of CLIN 0001 as contained in 5252.216-9508, the first quarter requirements will then be competed between the basic contract holders and subsequently awarded to one contractor (unless two or more small businesses hold a basic contract) on a best price and TAT basis. The successful fair opportunity bidder will then receive the 2nd, 3rd, and 4th quarter delivery orders for the remaining of the fiscal year. Can you please confirm if this is the correct process?
ANSWER 8: The award of the basic IDIQ contract(s) and the first quarter’s fair opportunity competition will be conducted concurrently and made at the same time. Therefore, the first quarter’s requirements will be competed among ALL basic contract holders. The awardee of the first quarter’s requirements will then receive quarters 2, 3, and 4 delivery orders for the remaining of the year.
QUESTION 9: During the first quarter’s Fair Opportunity competition, if there are two or more small businesses awarded basic contracts, will the first quarter’s Fair Opportunity contracts / awards be reviewed by the NAVAIR Office of Small Business Programs and the Small Business Administrative Procurement Center Representative?
ANSWER 9: The NAVAIR Office of Small Business Programs and the Small Business Administrative Procurement Center Representative have reviewed the acquisition strategy for the basic IDIQ and the first quarter’s fair opportunity competition since these will be awarded concurrently.
QUESTION 10: Page 94, 3.0 Proposal Content and Volumes, paragraph just above the table which concludes with the last sentence “The authorized Annexes are summarized in the table below.” We cannot locate a section or listing of authorized annexes. Is a listing going to be provided to ensure page limits are not exceeded?
ANSWER 10: The table in Section L, Part A, Section 3.0 is updated to reflect Annex 1 for Small Business Subcontracting Plan. This is the only authorized Annex.
QUESTION 11: Reference Page 97, 2.1.2 Manpower / Management.
The second and third sentence state: “The manpower description shall address monthly capacity requirements projected for the estimated and maximum quantities. For evaluation purposes only, assume level loading of projected workload over a 12-month period. Regarding “estimated and maximum quantities,” can you please advise which modules this applies, and because the basic and option years project different quantities, can you also please also provide the estimated and maximum monthly quantities for the applicable modules?
ANSWER 11: Section L, Part B, Section 2.0, Paragraph 2.1.2 Manpower/Management is updated to reflect the following: “For evaluation purposes only, assume level loading of projected workload over a 12-month period for the estimated and maximum quantities of the base year CLINs 0001-0003.” Monthly quantities for the applicable modules are unknown at this time.
QUESTION 12: Reference Page 101, (c) Past Performance Information.
It appears that the majority of the description for item 2) meeting schedule requirements…. “on time or late delivery, modification of original schedules and reasons for any changes, etc.” is also used for item 3) controlling contract cost. Question: Should item 3), controlling contract cost, have different examples of the type of information requested?
ANSWER 12: No, item 3 should not have different examples of the type of information requested.
QUESTION 13: Reference PWS 3.3.6.1
Under the referenced PWS section any and all procured parts (either harvested from modules or individual components) shall be new condition? Does this preclude using parts that may already be in the bidder's owned inventory?
ANSWER 13: As stated in PWS 3.3.6.1 All commercially procured parts shall be from the Original Equipment Manufacturers (OEM), OEM approved sources, or other sources as listed in the IPB Manuals specified in Section 6.2.1.4.
QUESTION 14: Reference RFP page 97, Section 2.1.3 Material Define "internal repairable pool" including whether pool can be created prior to contract award?
ANSWER 14: Internal repairable pool is grouping of repairable material provided by a rework/repair activity as replacements for similar defective repairable material removed from an aircraft or engine undergoing some phase of rework or repair. The Government cannot advise whether or not a pool can be created prior to contract award.
QUESTION 15: Reference PWS 3.3.2.1 PWS 3.3.2.1 indicates “Inspection shall be accomplished IAW applicable depot maintenance manuals in Section 6.2 and Appendix B of this PWS”. PWS 3.3.3.2.1 and 3.3.3.2.2 also indicate inspection is to be done IAW the applicable depot maintenance manuals. Does that mean the intermediate maintenance manuals are not to be used for inspection/dispositioning of any parts but only for the tasks not addressed in the depot maintenance manuals?
ANSWER 15: Depot level manuals take precedence. Appendix B is no longer applicable and the reference to Appendix B is hereby removed from the PWS.
QUESTION 16:
Will Request for Engineering Investigations (REIs) approved under previous contracts require resubmittal and re-approval for use at contract award?
ANSWER 16: Yes, all REIs are required to be submitted for deviation requests under this contract.
QUESTION 17: Reference RFP pages 03-37 and RFP page 47
CLINS XXX1 - XXX9 and XX11 - XX14 state FOB Destination (RFP pages 03-37). Please confirm subject CLINs are FOB Origin IAW Section F-2, Delivery Requirements (RFP page 47).
ANSWER 17: CLINs 0X01-0X09 and 0X11-0X14 should read FOB Origin. This amendment hereby changes those CLINs from FOB Destination to FOB Origin.
QUESTION 18: PWS Section 3.3.2.6 Are there exceptions to the Beyond Economical Repair (BER) clause for modules that have not been preserved in accordance to government specifications?
ANSWER 18: There are no BER. Requests for deviations must be formally submitted.
QUESTION 19: RFP pages 53 and 113 The evaluation criteria specified on page 53 and page 113 appear to be contradictory, please outline the award criteria.
ANSWER 19: The award criteria outlined on page 53 is for the Fair Opportunity only. The award criteria outlined on page 113 is for the basic IDIQ contract only.
QUESTION 20:
Will NAVAIR host an Industry Day in relation to this solicitation?
ANSWER 20: No, NAVAIR will not host an Industry Day.
QUESTION 21:
Will bidders have the opportunity to provide face-to-face bid presentations?
ANSWER 21: No, at this time, bidders will not have an opportunity to provide face-to-face bid presentations.
QUESTION 22:
Is it the Government's intention that the first year's Q1 award is made to multiple offerors?
ANSWER 22: It is not the Government’s intention to award the first year’s Quarter 1 to multiple offerors.
QUESTION 23: Reference PWS 3.2.1.1 and RFP page 97
Storage requirements specified in PWS 3.2.1.1 state the requirement to store 250 modules. Should modules be considered as power sections? Section L-(1) Volume 2 clause 2.1.1 states 160 modules. Please clarify.
ANSWER 23: The PWS section 3.2.1.1 is hereby updated to reflect 160 modules. Modules include Power Sections, Reduction Gear Assemblies, and Torquemeters.
QUESTION 24:
Please confirm that a cross reference matrix (CRM) is only required for the technical volume.
ANSWER 24: The CRM is only applicable to the Technical Volume.
QUESTION 25:
For insurance purposes, please advise the average monthly or quarterly, and maximum quantities of NRFI assets to be stored and managed by the contractor during the contract.
ANSWER 25: Quantities of assets are unknown and this information cannot be provided at this time.
QUESTION 26:
Can consecutive follow-on contracts be identified separately, but combined, for past performance and experience volume submission purposes?
ANSWER 26: Contracts shall be identified separately.
QUESTION 27:
Can NAVAIR provide assurances contractors will have at least 60 days or so to manage inductions of large task orders or can NAVAIR assign maximum numbers of inductions required per week / month?
ANSWER 27: NAVAIR cannot provide assurance that contractors will have at least 60 days to manage inductions. NAVAIR will not assign maximum numbers or inductions required per week/month. Inductions are to occur in the quarter in which the task order is received. Any deviations must be submitted formally to the PCO.
QUESTION 28: Reference RFP page 93 and page 56
The last paragraph on page 93 states electronic proposal files need to be fully compatible with Microsoft Office 2000. However, page 56, 2nd paragraph item (ii) states that the file format for task order proposals, fair opportunity competition, is to be submitted in Microsoft Office 2003. Because Microsoft Office 2003 is more easily supportable, can the full proposal initially be submitted compatible with Microsoft Office 2003 as well?
ANSWER 28: The initial proposal may be submitted compatible with Microsoft Office 2000 or 2003. This amendment hereby changes page 93 to state, “The Offeror will provide one complete copy of the written proposal to the Procuring Contracting Officer PCO as electronic files fully compatible with Microsoft Office 2000 or 2003”.
QUESTION 29: Reference RFP Section L, Para 5.0 Price Cost Proposal
Under the paragraph titled “Volume Content” the RFP states:
“(a) This Volume shall contain the information requested below and shall include a copy of Section B with the Contract Line Item (CLIN) and Sub-CLIN Unit Prices and for evaluation purposes, the Total Prices filled in (Supplies and/or Services and Prices and/or Costs) using the estimated quantities value in the solicitation and the instructions below.”
However within Para 5.2 (c) the RFP states
“The Offeror shall sum up the proposed Total Prices/Costs by contract year, and provide a total overall price/cost of the proposal using maximum quantities, and submit a complete Section B.”
These requirements appear to be in conflict of each other. Please clarify or advise whether the US Navy would like the pricing totals by “estimated” or “maximum” quantities.
ANSWER 29: RFP page 104, Section L, Para 5.0 (a) is amended as follows:
“(a) This Volume shall contain the information requested below and shall include a copy of Section B with the Contract Line Item (CLIN) and Sub-CLIN Unit Prices and for evaluation purposes, the Total Prices filled in (Supplies and/or Services and Prices and/or Costs) using the maximum quantities value in the solicitation and the instructions below.”
QUESTION 30:
Will the US Navy allow access for Contractors to procure material from Government Sources of Supply as an additional option?
ANSWER 30: No.
QUESTION 31: Reference PWS Para 3.3.2 Inspection Requirements
Para 3.3.2.1 specifies that the Contractor shall disassemble, clean, and inspect all items and inspection shall be accomplished IAW applicable depot maintenance manuals.
Para 3.3.3.2.1 (RGA), Para 3.3.3.2.2 (PS) and Para 6.2.1.10 specifies added attention to several of the engine accessory items.
Is it the US Navy’s intent that all accessories items be completely disassembled and inspected/repaired IAW their depot manuals, or is it the US Navy’s intent that this apply only to the items referenced in Para 3.3.3.2.1 and 3.3.3.2.2 (IAW with the verbiage in 3.3.3.2.1 and 3.3.3.2.2)?
ANSWER 31: Per the PWS, type of work is Depot Level Repair. Rework and inspection shall be in accordance with applicable depot level maintenance manual listed in Section 6.2 of the PWS.
QUESTION 32: Reference PPC 126
Currently PPC 126 requires 100% of the Hastelloy C Turbine Vane Cases to be replaced with Inconel 718 cases (IAW PPC 126).
What is the current percentage of Power Sections with PPC 126 Incorporated?
ANSWER 32: PPC 126 compliance level is Organizational and Intermediate levels of maintenance. NAVAIR Technical Directives Status Accounting (TDSA) system data base reflects organizational level and intermediate incorporation percentage is 60%. This number is subject to change and may not represent the most accurate information.
QUESTION 33: Reference Section L, Volume Content, Para 5.2 (e ) Paragraph 5.2(e) specifies that the contractor provide the proposed burden rates for material, direct labor overhead, G&A, fee/profit, and any other applicable burden applied to direct cost elements.
Why is this cost detail required if it is anticipated there will be adequate price competition and the CLINS are Firm Fixed Priced?
ANSWER 33: Section L, Part B, Volume 5, Para. 5.2 (d) and (e) are hereby removed. These sections are no longer applicable.
QUESTION 34:
Are PMA parts allowed to be installed on this contract?
ANSWER 34: As stated in PWS 3.3.6.1 All commercially procured parts shall be from the Original Equipment Manufacturers (OEM), OEM approved sources, or other sources as listed in the IPB Manuals specified in Section 6.2.1.4.
QUESTION 35:
Will equivalent tooling previously approved by the US Navy for past T56 Series III contracts be accepted for use on this contract?
ANSWER 35: Any deviations shall be submitted as a REI.
QUESTION 36:
Per page 105, Section 5.3, is a contractor funded rotable parts pool considered Government Furnished Equipment?
ANSWER 36: Rotable pools cannot have any parts from Government engines.
QUESTION 37:
Per the PWS, DECKPLATE must be used to enter receipt, in work, RFI and shipping information to the US Navy within specific timeframes; however, recent access to DECKPLATE has been non-existent and/or denied. Is there an alternative to contractor using DECKPLATE and NATEC if access is not provided?
ANSWER 37: DECKPLATE and NATEC are required to be used. Information can be provided to NAVAIR provided POC for entries.
A request was received to amend the RFP, p. 98, Technical Volume, Small Business Utilization Strategy requirement to indicate that the requirement only applies to large business. The language in the RFP on p. 98 will not be changed. This provision does not require small businesses to provide a small business subcontracting plan. That requirement is clearly only applicable to large business offerors. However, both large and small business offerors are being asked to provide a strategy for utilizing small business concerns in the performance of the contract. The small business utilization strategy will be evaluated on the extent of participation by small business concerns and the methods and effectiveness of the Offeror in finding, encouraging, and committing to the use of these small business concerns in its business approach. This requirement can be met by small business offerors by simply stating the small business offeror will perform all the work themselves. Such a response should not place a small business offeror at a disadvantage since if that is the extent of the small business' plan, that will mean the strategy is to utilize a small business for all performance required under the contract. Additionally, with respect to describing the small business utilization strategy, the Offeror only need address those items listed at p. 98 that are applicable. If a SB offeror does not intend to use any other companies to perform on the contract, the single statement that they will perform the work themselves will suffice as that company's SB utilization strategy.
The solicitation closing date is extended until 15 October 2014, 4:00PM EST.
POC: Jillian Kohler, 732-323-4589 or jillian.kohler@navy.mil

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
5252.215-9522
L – (1) CONTENT OF PROPOSALS (SUPPLIES OR SERVICES) (JUN 2011) (REV AUG 2012)
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
The Offeror is required to submit sufficient information concerning the following areas to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements, associated risks and is able, willing and competent to devote the resources necessary to meet the requirements, and that the Offeror has valid and practical solutions for all requirements and potential risk areas. Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror has the burden of proof to demonstrate compliance with all the evaluation factors and or sub elements identified in this solicitation. The Offeror is advised that the Government may incorporate into the final contract enhancing features included in the Offeror’s proposal deemed beneficial to the Government. With the exception of the Price/Cost volume, no cost or pricing information should appear in any volume. Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible to present enough information to allow the Government to evaluate the proposed work effort, support, and approach, as well as the price/cost proposal without opening discussions. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may render a rating of unacceptable. For the purpose of this solicitation, relevance is defined as something that has a logical connection with the matter under consideration. Such aspects of relevance include the type of effort (e.g., development, production, repair), the type of requirements (e.g., weapon systems, information systems, engineering services, scheduled depot maintenance), service similarity, service complexity, contract type, contract dollar value, the division of the company that will perform the work, and degree of participation by principal subcontractors, team members, or critical team members. Recency is defined as performance within 5 years of the date of this proposal submission.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or sub-element factor clearly may be considered a deficiency. There is no need to repeat information in more than one volume if an overlap exists; the detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Offeror is expected to comply with all requirements of the RFP. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency.
Throughout these instructions, “Principal Subcontractors” are defined as a subcontractor who provides at least 20% of the proposed total cost/price (excluding the Offeror’s profit/fee), for the contract. Team Members are the entities that make up a joint venture or any other partnership or teaming arrangement that is formed for the purpose of responding to this solicitation. Critical team members are entities of the Offeror that perform a critical function in the performance of the resulting contract, whether it is technical or financial, and/or have important roles in any high or medium risk areas identified in the Offeror’s proposal.
Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at Jillian.Kohler@navy.mil. It is requested that all questions be received within 10 calendar days of the date this solicitation is issued.
2.0 PROPOSAL FORMAT
Written proposals must be formatted using a Times New Roman 12 pt normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution should be consistent with the purpose of the data presented.
The Offeror will provide one complete copy of the written proposal to the Procuring Contracting Officer PCO as electronic files fully compatible with Microsoft Office 2000 or 2003 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM.
