SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 22-Mar-2012 02:00 PM to 05-Apr-2012 02:00 PM.
The following have been added by full text:
AMENDMENT 2
The following were questions received week ending 3/17/2012 and are hereby answered:
1. QUESTION – Is N68335-12-R-0050 the follow-on to contract numbers N68335-09-D-0097 through N68335-09-D-0103?
ANSWER – No. Although contract numbers N68335-09-D-0097 through N68335-09-D-0103 were for alteration and installation support services, the majority of the services were for Support Equipment (SE). The majority of the alteration and installation support services for N68335-12-R-0050 is in support of Aircraft Launch and Recovery Equipment (ALRE).
2.
QUESTION – On RFP page 86, Paragraph I (Technical), 1st paragraph: “The contractor shall provide a Hazardous Materials (HAZMAT) Management Plan, which shall include testing for and abatements of HAZMAT in spaces where installation and alterations will be completed”. Recommend that this Plan be excluded from the 30 page limit of Volume I.
ANSWER – The HAZMAT Management Plan is hereby excluded from the 30 page limit of Volume 1 and is updated in section L of this solicitation.
3.
QUESTION - On page 87, 1st paragraph: “Describe your firm’s knowledge and experience with NAVSEA 04XQ. Do you have a Quality System approved to meet these requirements?” We intend to include a copy of the approval letter from NAVSEA 04XQ and recommend that it be excluded from the 30 page limit of Volume I.
ANSWER - The NAVSEA 04XQ approval letter is hereby excluded from the 30 page limit of Volume 1 and is updated in section L of this solicitation.
4.
QUESTION - Are we to price any categories other than the Key Personnel identified?
ANSWER – Section L of the solicitation states:
Cost - A truncated cost submission shall be submitted as a separate volume that identifies current direct and indirect rates. In addition, the contractor shall submit evidence of an approved cost accounting system. The Government is not expecting to receive a full cost proposal. No cost or pricing information shall appear in the technical or past performance proposal. Cost information shall be submitted in Microsoft Excel spreadsheet format.
Section M of the solicitation states:
Cost - This section will not be evaluated at this time. The information requested is for informational purposes only and will be used to help facilitate future Task Order awards should a BOA be awarded after evaluation of submissions. However, failure to provide evidence of an approved cost accounting system shall be grounds for determining your submission to be unacceptable.
It is the intent to receive current direct and indirect rates for the types of work to be performed IAW the broad SOW. It is up to the contractor’s discretion what rates will be provided. As stated in section M above, this information is for informational purposes only and will be used to help facilitate future Task Order awards should a BOA be awarded after evaluation of submissions.
5.
QUESTION - Do I price my normal support staff associated with similar projects?
ANSWER – Please see question 4 above.
6.
QUESTION - How many hours should I apply to each category per year? Any? Or are you just looking for a fully burdened cost per category per year?
ANSWER – The Government is only looking to receive current direct and indirect rates and is not expecting to receive a full cost proposal.
7.
QUESTION - Without a sample task or assigned hours we will not be expected to complete Section B correct?
ANSWER – Yes. This is correct.
8.
QUESTION - Am I to explain burdens applied to ODC costs?
ANSWER – Please provide any direct or indirect rates that will apply for the types of work to be performed IAW the broad SOW.
9. QUESTION - Will BOAs be given to both large and small businesses for this opportunity with the split determined by NAICS Code 336611?
ANSWER - BOA awards will be given to both large and small business’ who have an acceptable technical and past performance rating. Small business set aside status will be determined at the task order level.
10. QUESTION - Section L page 91 states that “A truncated cost submission shall be submitted as a separate volume that identifies current direct and indirect rates. In addition, the contractor shall submit evidence of an approved cost accounting system. The Government is not expecting to receive a full cost proposal. No cost or pricing information shall appear in the technical or past performance proposal. Cost information shall be submitted in Microsoft Excel spreadsheet format”. Our assumption is that we should provide pricing for the key personnel labor categories for years 1-5, and that is the only pricing information that needs to be submitted. Is this a correct assumption?
ANSWER – Please see question 4 above.
11. QUESTION - Section L states: The contractor shall demonstrate and provide details of the depth and breadth of its corporate and its teaming partner/subcontractors' corporate experience relevant to those tasks required by the SOW by creating a Corporate Experience Matrix, and providing a narrative for each contract listed in the matrix. The past performance requirement is that the contracts used for past performance must be during the past three years. Our question is: Does the SOW matrix have the same requirement to only reference contracts within the past three years (from the issue date of the solicitation)?
ANSWER – This is left up to the contractor’s discretion to decide how much information to provide. The contractor must keep in mind the page limits defined in section L for the Technical Volume.
12. QUESTION – Section L Volume III, page 88 specifies that offerors are to submit current direct and indirect rates in Microsoft Excel spreadsheet format. The RFP does not specify the labor categories to be bid. Are offerors required to bid labor rates for the key labor categories listed on page 87 of the RFP or labor categories, of the offeror’s choosing based on the type of work anticipated to be ordered.
ANSWER – Please see question 4 above.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SUBMISSION OF PROPOSALS
All offerors competing for the issuance of a BOA will be required to submit a Technical, Past Performance, and Cost Volume. The proposal will be submitted in three separate volumes as follows:
Volume I - Technical Volume
Six copies of the technical volume are to be provided. This volume shall be limited to 30 pages and should address each identified evaluation factor and element. This volume shall exclude all cost and pricing information. The 30 page limit does not include the Resumes required under the element of Personnel Qualifications, the HAZMAT Management Plan required under the technical approach element or the NAVSEA 04XQ quality system approval letter under corporate experience element.
The technical volume of the proposal must cover the following elements: Technical Approach, Corporate Experience, Subcontracting Structure, and Personnel Qualifications.
Volume II - Past Performance Volume
Six copies of the Past Performance volume are to be provided. Include all data and information for evaluation and exclude any reference to cost and pricing information. This volume shall be limited to 20 pages and should address each identified element.
The past performance volume must cover the following elements: Quality of Service, Timeliness of Service, Ability to Manage Cost/Control Cost, and Responsiveness to Customers.
Volume III - Cost Volume:
No Page Limit. Three copies of the Cost Volume are to be provided as hard copy volumes, along with one copy of the cost volume in electronic format, specifically a CD in a Microsoft Excel format with an .xls file extension. Please note that the spreadsheets should be formatted with proper page breaks to allow the evaluator to print copies without needing to reformat each page. The prime contractor’s name shall appear in the header of each page of the proposal.
Written Content Requirements
Cover Letter: Identify at a minimum the enclosures being submitted, proposed subcontractors and a statement regarding Representations and Certifications being incorporated or attached to the submission.
Each volume of the proposal shall contain a Table of Contents with reference to topic, applicable paragraph/subparagraph and page number.
Submissions must be typewritten in a type size not smaller than a type print similar to “elite” on 8-1/2 by 11-inch paper. Any pages exceeding the limitation shall be removed prior to evaluation. Size of pages must be uniform; however, double size foldout charts or diagrams may be used and will count for two pages each.
The page limit INCLUDES pages such as: Table of Contents, lists of tables/figures, tab pages, acronym listing, etc.
The ability of the offeror to present a technically complete, clear, coherent and legible proposal shall be indicative of the offeror’s ability to provide the high quality services that will be necessary to compete for future TOs.
The information submitted should clearly indicate the offeror’s understanding of the proposal requirements through the submission of a satisfactorily completed proposal. Statements of the nature that the offeror understands, can or will comply and meet the solicitation requirements, or which merely paraphrase the specification or parts thereof are considered inadequate. Phrases such as “Standard procedures will be employed” or “Well known techniques will be used” are also inadequate and unsatisfactory. A proposal which does not address any of the proposal requirements described in the following sections will be considered non-responsive to that requirement and may be a basis for eliminating the proposal from further consideration.
The proposal shall include information/documentation in sufficient detail to clearly identify the offeror’s overall qualifications to accomplish the scope of the work listed in the Statement of Work (SOW). The technical proposal shall be subdivided into the following sections, in the order listed, and shall be written to match the following format:
I. Technical – The technical volume shall be submitted as a separate volume. The technical volume shall include information/documentation in sufficient detail to clearly identify the offeror’s overall qualifications to accomplish the scope of the work in the SOW. The technical proposal shall include the following elements:

Corporate Experience (element of technical): The contractor shall demonstrate and provide details of the depth and breadth of its corporate and its teaming partner/subcontractors' corporate experience relevant to those tasks required by the SOW by creating a Corporate Experience Matrix, and providing a narrative for each contract listed in the matrix. The narrative should summarize experience gained in each task area of the SOW and address the direct relevancy to the SOW task areas. Clearly identify the company whose experience is referenced. Do not reiterate the work statement task descriptions as that is ineffective in supporting your claim of having gained experience in a given task area. You may also provide information on problems encountered on the identified contracts and the corrective actions taken. If you are a multi-function firm, include only experience for work completed by the segment of the firm (division, group, unit, etc.), which would perform under the prospective task order. Address the following for the Corporate Experience element:

References should be able to provide information about the firm’s performance during the past 3 years (from the issue date of the solicitation) regarding: Quality of Service, Timeliness of Service, Ability to Manage Cost/Control Cost, and Responsiveness to Customers.
The following information must be provided along with each reference: Contract number, contract value, short description of service, contract award date, point of contact, phone number for each point of contact, E-mail address (if available). If this information is not provided, it could have an effect on the past performance rating.
The Government reserves the right to use past performance information obtained from these sources or from sources other than those identified by the Offeror, such as the Navy's Contractor Performance Assessment Reporting System (CPARS). Since the Government may not necessarily interview all sources provided by the Offeror, it is incumbent upon the Offeror to explain the relevance of the data provided. The Government does not assume the duty to search the data to cure the problems it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the Offeror.
