SERVICE ORDER REQUEST

USS FRANK CABLE (AS 40) WORK ORDER REQUEST

USS FRANK CABLE 250K PULL MACHINE CALIBRATION

1.0 ABSTRACT

1.1 The contractor will provide all necessary labor, material, transportation, equipment, technical expertise, procedures for calibration, and test documentation required for the calibration of the AJT 250,000lb Pull Machine in the Weight Test Shop.

5.1 All modifications must have written approval by MSC SSU Contracting Officer prior to work commencing.

5.2 The ISO/IEC 17025 qualified contractor, W72D work center Supervisor, and Lead Chief Petty Officer shall perform a joint safety brief daily in accordance with FRANK CABLE 4732.1M. The 4732.1M is the FRANK CABLE’s weight test instruction that has a provided safety brief for required work on the ship in the weight test shop. Copies of the safety brief will be provided to the contractor. The safety brief will be conducted at 0800 Monday—Friday for the duration of the period of performance of the calibration.

7.1 The contractor will provide all necessary labor, material, transportation, equipment, technical expertise, procedures for calibration, and test documentation required for the calibration of the 250,000 lbs. Weight Test Pull Machine. Work Center W72D will

provide escort for the contractor, as well as base and ship access. The work center will remain with the contractor for the duration of the calibration and certification of the Pull Machine. The contractor shall contact the Technical Point of Contact (TPOC) 30 days prior to travel to obtain base and ship access.

7.2 Contractor shall perform the calibration of the installed 250k pull test machine and load cell (S/N 14106). Contractor shall perform the calibration of the installed 250K Pull Test Machine and Load Cell (S/N 14106). The Weight Test Pull Machine is a permanently installed machine on the USS Frank Cable that is used to weight test and certify weight test and ordinance handling equipment used on Ships forward deployed out of Guam and other units in the Seventh Fleet visiting Guam.

7.3 Contractor must be ISO/IEC 17025 (ISO/IEC 17025 enables laboratories to demonstrate that they operate competently and generate valid results. It covers testing and calibration performed using standard methods, non-standard methods, and laboratory-developed methods.) Calibration laboratory capable and knowledgeable in the Test35 program and able to carry out calibration in accordance with ISO 7500- 1:2004. These standards are a civilian accreditation and the vendor will provide a scope of accreditation to the Frank Cable that proves their ability to certify the weight test pull machine as well as a Certificate of Calibration that certifies the calibration done on the pull machine.

7.4 This load cell system, with two ranges shall be calibrated from 1% to 100% of the maximum capacity of the load cell. The vendor will provide a Certificate of Calibration showing all information from the calibration and certification.

7.5 The load cell must be calibrated to ASTM E4, +/- 1%, traceable to the National Institute of Standards & Technology (NIST) with a lower limit of 2,500 lbs. to an upper limit of 250,000 lbs. This will be verified by the Frank Cable Work Center Supervisor, LCPO, and Division Officer.

7.6 All modifications must have written approval by MSC SSU Contracting Officer prior to work commencing.

7.7 Work is scheduled from 0700-1600 and overtime to 2000 if required. Additional overtime is not authorized. Any possible over time till 2000 is part of the proposed quote. Ships force would receive permission from the Weapons Officer (Frank Cable Weight Test Department Head) if overtime till 2000 is required.
