About this file

This document is a Specifications for Work to be Accomplished for USS Oscar Austin (DDG 79), specification number NAPL-007-27, issued by the Department of the Navy, FDRMC Naples, and includes all changes through October 8, 2026.

The specification outlines multiple work items for ship maintenance and repairs on the Arleigh Burke-class destroyer, which is 509 feet in length with a full load displacement of 9,211 long tons. Category I includes 27 standard FY-27 items applicable to the job order covering general criteria, environmental compliance, toxic substance control, quality management, confined space entry, fire protection, asbestos handling, government property control, technical data provision, cable procedures, safety planning, facility maintenance, compartment closeout, and various operational and testing requirements. Category II identifies three items that may be invoked during execution: insulation and lagging, cleaning and painting requirements (updated June 6, 2025), and piping system testing. The work items requiring contractor performance include: crane and rigging services to relocate two AFFF concentrate pumps weighing approximately 1,000 pounds; installation of a seawater pump discharge check valve in Auxiliary Machinery Room One; lagging and insulation work across 16 compartments totaling approximately 500 linear feet of piping and 400 square feet of bulkhead insulation; hydrostatic testing of three steam jacketed kettles in the galley; pumping services for removal and disposal of up to 10,000 gallons of hazardous materials; and rigging, crane, and forklift services to support gas turbine module changeout, including 60 crane lifts at 20,000 pounds maximum and 25 forklift lifts at 15,000 pounds maximum, with scaffolding installation and 240 man-hours for rigging. All work requires compartment closeout inspections, work completion certifications, and compliance with NAVSEA standard items and referenced technical manuals.
