The solicitation requires five separate proposal volumes: Volume I addresses Facilities Security Clearance and Essential Services (requiring active Secret-level facility clearance verification); Volume II addresses Technical Approach (12-page limit each for Staffing/Management and Performance Approach subfactors); Volume III addresses Past Performance (10-page limit, up to three contracts within five years); Volume IV addresses Cost/Price (no page limit, Microsoft Excel required); and Volume V addresses Small Business Participation Approach (no page limit). Personnel must maintain Secret clearance levels, and offerors must provide resumes, letters of commitment, and past performance references that submit evaluation forms directly to the contracting officers. The contract assumes a 12-month base period plus four 12-month option periods with potential six-month extensions under FAR 52.217-8. Questions must be submitted by July 17, 2026, and technical exhibits are available upon request with a signed Non-Disclosure Agreement.
