About this file
This is a Questions and Answers document from a federal contract solicitation dated 9/8/2026 regarding chemical delivery services for water and wastewater treatment facilities at Naval Air Station (NAS) I and NAS II in Sicily.
The solicitation covers chemical storage container management and delivery services under CLIN 0002. At each facility, four chemical storage containers are included: NAS I Water Treatment Plant contains 5 tanks of sodium hypochlorite, caustic soda, citric acid, hydrogen peroxide, and antifoam (1,000 L each); 2 tanks of Nutrient B (1,000 L each); 1 tank of sodium hypochlorite for the Wastewater Treatment Plant (500 L); and 1 tank for the Reclaim Water System (1,040 L). NAS II has similar configurations with slight variations in Nutrient B capacity (2,600 L total). Monthly inspection and cleaning requirements apply only to Water Treatment Plant containers, not Wastewater Treatment Plant containers. The minimum quantity per delivery is 100 liters for each chemical product at both WTP and WWTP facilities. Chemical storage containers are International Bulk Container (IBC) type, HDPE construction, with dimensions of 1.00 m length × 1.20 m width × 1.16 m height, and typical operating fill levels of 150 to 200 liters. Deliveries are scheduled based on plant manager requirements on a case-by-case basis with at least 48 hours advance notice. The contractor is compensated on a fixed-price basis per kilogram of chemicals delivered and accepted, with no separate compensation for emergency deliveries exceeding the historical estimate of three per year. Sodium hypochlorite must meet concentration requirements of 12.5% to 15.0%, with 10% minimum acceptable at Government discretion only. Hydrochloric acid concentration must be between 33% and 40% only. Delivery coordination with Technical Points of Contact is required, and unsuccessful deliveries due to Government-caused unavailability are addressed under FAR 52.212-4 commercial terms and standard dispute procedures.

2. Are all of these containers subject to the monthly inspection and cleaning requirements, or do the monthly cleaning requirements apply only to the WTP containers described in the Statement of Work?
Answer: WTPs containers only. No inspection and cleaning to be performed at the WWTPs
3. For each chemical storage container included under CLIN 0002, could the Government also provide, if available:
storage capacity (liters or gallons);
approximate dimensions;
construction material (e.g., HDPE, FRP, steel);
typical operating fill level during routine cleaning;
any available drawings or photographs.
Answer: storage capacity (liters or gallons); All containers at the WTPs have a maximum volume of 1,000 liters. Approximate dimensions; All containers at the WTPs are IBC type with the following size: length 1,00 mt, width 1,20 mt, height 1,16 mt. Construction material (e.g., HDPE, FRP, steel); HDPE typical operating fill level during routine cleaning; from 150 to 200 liters any available drawings or photographs. No pictures available.
4. Minimum Quantity per Delivery What is the minimum quantity of each chemical product that the Government may request for each scheduled delivery?
Answer:
WTP: The minimum quantity of each chemical product that the Government may request for each scheduled delivery at WTP is 100 liters WWTP: The minimum quantity of each chemical product that the Government may request for each scheduled delivery at WWTP is 100 liters
5. Number of Monthly Deliveries – WWTP According to the SOW, deliveries to the WWTP are scheduled on a biweekly basis (every other Friday) and include the chemical products required for the facility. If, due to Government requirements, the number of requested deliveries exceeds the frequency specified in the SOW, will the Contractor be compensated separately for any additional deliveries?
Answer: Delivery information has been changed in the SOW.
6. Emergency Deliveries The SOW indicates, for historical reference, approximately three emergency deliveries per year.
If the actual number of emergency deliveries requested by the Government exceeds this historical estimate, will the Contractor be compensated separately for the additional emergency deliveries?
Answer:
No. In accordance with SOW Section 1.6 and Ordering Procedures Section 1.0, this is a fixed-price requirement where payment is based solely on the unit price per kilogram of chemicals 'delivered and accepted.' The historical estimate of three emergencies per year in SOW Section
3.1.2 is provided for reference only as historical workload data to assist offerors with proposal pricing, not as a binding maximum or a separate billable event once exceeded. The contractor's unit price per kilogram must be all-inclusive of all performance costs of routine deliveries (SOW Section 3.1.1), and emergency delivery readiness and execution (SOW Section 3.1.2), and no separate line item (CLIN) or additional compensation will be provided for emergency deliveries exceeding the historical estimate.
7. Method of Communication for Delivery Requests How will delivery requests be communicated to the Contractor, including the required quantities, type of chemical products, and delivery location (NAS I and/or NAS II)?
Answer:
As outlined in the Ordering Procedures and the Statement of Work (SOW), delivery requests will be issued in by delivery order for the whole period and specific delivery instructions during that period as follows.
Initial Ordering: The NAVSUP FLCSI will issue a delivery order for a specified total quantity of chemicals with a set delivery period, Ordering Procedures, Section 1.0, page 5 of the solicitation.
Specific Delivery Communication: After the initial order, the specific details for each delivery will be issued as follows:
Quantities and Types: The plant managers for the Water Treatment Plant and Wastewater Treatment Plant will determine and communicate the exact quantities and types of chemicals required for each delivery on a case-by-case basis (SOW, Section 3.1.1). The Government will notify the contractor of the quantity of each chemical to be delivered at least 48 hours in advance of the scheduled delivery (SOW, Section 1.4).
Coordination: The contractor is required to coordinate all deliveries with the appropriate Technical Point of Contact for the delivery site (Ordering Procedures, Section 2.0).
Delivery Locations: The specific delivery locations for NAS I and NAS II are explicitly listed in the Statement of Work under SOW, Section 3.2, which includes:
SOW, Section 3.2.1: Water Treatment Plant NAS II (Building 494) and NAS I (Building 183).
SOW, Section 3.2.2: Wastewater Treatment Plant NAS II (Building 402) and NAS I (Building 229).
8. Delivery Hours Are there specific time windows established for chemical deliveries, or may deliveries be performed during normal Base working hours, approximately from 7:30 a.m. to 4:00 p.m.?
The SOW establishes the specific days for routine deliveries but does not define a fixed time window (e.g., 7:30 a.m. to 4:00 p.m.) for when those deliveries must occur.
SOW, Section 3.1.1 sets the schedule for the Water Treatment Plant and for the Wastewater Treatment Plant.
The Ordering Procedures, Section 2.0, requires the contractor to "coordinate all deliveries with the appropriate TPOC for the delivery site."
Therefore, while the SOW does not mandate a time, the exact delivery time on the scheduled days should be coordinated directly with the Technical Point of Contact to ensure plant personnel are available to receive the delivery. Delivery timing is subject to this coordination.
9. Unsuccessful Delivery Due to Site or Government Personnel Unavailability If the Contractor arrives at the designated delivery location on the agreed date and time, but the delivery cannot be completed due to the absence of authorized Government personnel, site unavailability, or other circumstances beyond the Contractor's control, will the Contractor be compensated for the unsuccessful delivery attempt and any additional trip required to complete the delivery?
Answer:
As stated in the Ordering Procedures, Section 1.0, the contractor shall only invoice the Government for chemicals that are "delivered and accepted."
This acquisition includes FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services).
In accordance with FAR 52.212-4(f), if a delivery is delayed or fails due to causes beyond the control and without the fault or negligence of the contractor (such as Government-caused site unavailability or failure of Government personnel to be present for acceptance), the contractor will not be held at fault.
In the event of an unsuccessful delivery caused by the Government, the contractor must immediately document the incident and notify the Contracting Officer and the Technical Point of Contact. The Contracting officer will investigate the facts of the situation. If the Government is found responsible, the issue will be resolved in accordance with standard commercial dispute and adjustment procedures. Failure to follow the ordering procedures, Section 2.0, which mandates coordinating all deliveries in advance with the TPOC, is required to prevent these occurrences and failure to on the contractors part doesn’t hold the government liable.
10. Minimum Sodium Hypochlorite Concentration The SOW requires sodium hypochlorite to have a concentration between 12.5% and 15.0% and states that, when product within this range is unavailable at the time of delivery, the Government may, at its discretion, accept sodium hypochlorite with a concentration of not less than 10%.
Considering that sodium hypochlorite is not manufactured locally and must be transported to Sicily from facilities located outside the region, and that its concentration may decrease during transportation and storage, particularly during the summer months, would the Government consider accepting a minimum concentration of 5%, consistent with what was accepted under the previous contract, in order to ensure continuity and availability of supply?
Answer:
WTPs and WWTPs : the concentration must respect the SOW requirements, with a minimum concentration of 10% acceptable at the Government’s discretion only.
11. Hydrochloric Acid Concentration The SOW requires Hydrochloric Acid (HCl) with a concentration between 33% and 40%.
Considering the commercial availability of the product, please confirm whether the Government would accept Hydrochloric Acid with a concentration of 32%, provided that all other technical, quality, and certification requirements specified in the SOW are met.
Answer:
The Government would accept Hydrochloric Acid with a concentration between 33% and 40% only.
