Statement Work Statement (SOW)

This is an Indefinite Delivery Indefinite Quantity (IDIQ) Contract Request for a period of 5 Years

BACKGROUND – WATER TREATMENT PLANT.

Naval Facilities Command Europe Africa Central (NAVFAC EURAFCENT) manages facility project planning and design, including all related acquisition, construction, leasing, environmental, maintenance, and contingency support required by the Navy and Department of Defense commands where the Navy is designated as the lead agent in Europe, Southwest Asia, and the Gulf of Guinea, Africa, and the Horn of Africa. The Public Works Department (PWD) Sigonella provides facilities support service to each installation throughout the area of responsibility.

The PWD produces and provide safe and palatable drinking water through Water Treatment Plants (WTP). Water comes from several groundwater wells located off-base. The wells draw water from the confined deep aquifer beneath the Plain of Catania. Water is pumped to the WTP and treated using sand filters and a reverse osmosis membrane filtration system, followed by disinfection prior to distribution. Regardless of differences in the source or the treatment process, all drinking water provided to the Naval Air Station (NAS) Sigonella community must meet the same performance standards.

Sigonella’s drinking water fully complies with the DoWs Italy Final Governing Standards (FGS), which are derived from the Overseas Environmental Baseline Guidance Document,U.S. Environmental Protection Agency (EPA) and Italian drinking water standards.

Navy instruction CNIC 5200 “Drinking Water Chemical Standards for US Navy Installations Overseas” concerning potable water, requires the same practices and products used in the United States of America to provide the same drinkable water quality to the military and civilians working overseas.

The following instructions/guidance included in CNIC 5200 require use of NSF60 certified products for the water treatment plant that produce water that “Fit for human consumption”:

- CNICINST 5090.1A, Navy Overseas Drinking Water Quality Ashore, 6 Jan 2026

- UFC 3-230-03 dated 01 September 2018, Water Supply: Water Treatment, Section 8-1

- NAVMED P-5010-5 (Rev .7-2019), Manual of Naval Medicine, Chapter 5, Water Supply Ashore, Section 5-5 - Policy;

- NSF International Standard I American National Standard NSF/ANSI 60-12, Drinking Water Treatment Chemicals- Health Effects

In 2015 and 2016, water contaminated with bromate, a human carcinogen, was discovered at levels above the maximum contaminant level (MCL) allowed by Italian legislation and the DoW Final Governing Standards (FGS) for Italy. The investigative study concluded that the most probable reason for the high level of bromate was the sodium hypochlorite at that time used for drinking water disinfection.

PWD Sigonella currently procures water treatment chemicals from a local vendor. The chemicals provided have been developed based on raw water analysis, production plant characteristics and regulations to meet required standards.

They have demonstrated to be effective without causing bromate or other exceedances.

BACKGROUND – WASTEWATER TREATMENT PLANT.

The Naval Air Station Sigonella (NASSIG) consists of two separate sites, NAS I and NAS II.

Each site is served by its own individual wastewater treatment plant (WWTP). NAS I contains residential housing, barracks, a hotel, commissary, a few small restaurants, a school, and NASSIG’s health care facilities. NAS II contains the flight line and hangars, the aircraft and automotive repair shops, and NASSIG’s Public Works, Environmental, and Seabee support facilities. NAS II also contains the majority of NASSIG’s administrative facilities, a few fast-food restaurants, a galley, as well as housing (e.g., bachelor officer and bachelor enlisted quarters). Other than the occasional discharge from a wash rack at NAS II, neither WWTP receives any known or significant contribution of industrial waste.

The NAS I WWTP is located south of the hospital within the NAS I compound. Currently, both NAS1 and NAS2 plants are characterized by two different technologies: activated sludge plant (AST) and membrane bioreactor plant

(MBR).

Based on recent laws, updating the removal of nitrogen and phosphorus is required. The addition of nutrients is required to eliminate them. Furthermore, the membranes require cleaning using chemicals.

To comply with current regulations, both WWTPs (NAS I and NAS II) also require sodium hypochlorite for the effluent disinfection process.

1. GENERAL REQUIREMENTS: The contractor shall provide all supplies, materials, management, labor, equipment, facilities, and transportation required to provide:

-- Twice per week delivery of treatment chemicals (from the list provided in Section 2.1 of this SOW) to the NASSIG Water Treatment Plant (WTP) located at NAS I and NAS II;

-- Biweekly delivery of treatment chemicals (from the list provided in Section 2.2 of this SOW) to the Wastewater Treatment Plant (WWTP) bulk storage containers, located at NAS I and NAS II;

-- Monthly chemical storage container cleaning.

1.1 Personnel: The contractor shall provide the required number of trained personnel required for safe delivery of treatment chemicals. Government personnel shall not perform handling of Contractor equipment required for the delivery of treatment chemicals. Entry requirements will be communicated to the Contractor by the TPOC.

1.2 Equipment: Contractor shall exercise care and required safety protocols when operating equipment onboard NAS, Sigonella.

1.3 Security Compliance: While operating on the Government installation, the contractor shall comply with all installation safety and security instructions and notices. All Contractor employees required to deliver services on the Government installation shall be able to obtain and retain required vehicle passes and badges. Vehicles, driver and contractor employees used/involved in transportation, shall comply with all applicable requirements of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).

1.4 Quantities of Treatment Chemicals to be delivered: The Government will notify the contractor of the quantity of each chemical to be delivered at least 48 hours in advance of scheduled delivery.

1.5 Monthly Reports: By the 5th working day of each month, the contractor shall provide a report in a spreadsheet format, summarizing the volumes of chemical delivered to the WTPs and WWTPs and inspection/cleaning results during the previous month.

1.6 Billing: The chemical delivery services, product supplies, container cleaning, and reports shall be quoted as kilograms per unit price. Billing shall be monthly based on receipts accumulated during the previous month.

1.7 Health and Safety: All work shall be performed under sanitary conditions. Chemical delivery shall be performed without spills and delivery shall be in sanitary condition as per the “European requirements Hazard Analysis Critical Control Point” (HACCP) and “European Agreement concerning the International Carriage of Dangerous Goods by Road” (ADR).

1.8 Chemical Strength Testing: The sodium hypochlorite shall have a strength percentage between 12.5% and 15.0%.

If sodium hypochlorite within this strength range is not available at the time of delivery, the government representative may accept, at its discretion, sodium hypochlorite with strength no less than 10% and no more than 23%.

However, such acceptance does not relieve the Vendor from its obligation to propose and to provide sodium hypochlorite within the required sodium hypochlorite strength percentage of 12.5% - 15%. Before receipt of each delivery, a government representative will perform a strength test to authorize the sodium hypochlorite delivery. If the chemical fails the strength test, the delivery shall be rejected at no cost to the Government, and the contractor shall provide a compliant replacement within the same working day.
