About this file

Summary

This is a Request for Quotation (RFQ) issued by the Naval Regional Contracting Center, Naples, for an on-site system assessment of the Clear Water Rinse System (CWRS) at Keflavik Air Base, Iceland. The solicitation number is N6817126QN048, with a solicitation issue date of May 29, 2026, and an offer due date of June 3, 2026, at 2:00 PM local time. This is a women-owned small business (WOSB) set-aside with an unrestricted acquisition under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance). The contract is designated as a firm fixed price arrangement for one lot of services.

The Statement of Work requires the contractor to dispatch a minimum of three highly experienced factory-trained technical personnel to conduct a comprehensive on-site diagnostic assessment of the non-operational CWRS system. Core tasks include visual and physical inspection of all system components, full functionality testing to identify mechanical, electrical, and I/O communication failures, bypassing system lock-outs for diagnostics, and performing field-expedient interim repairs if technically feasible. The contractor must complete all on-site assessment work for five consecutive days and deliver a consolidated Diagnostic & Recommendation Report within thirty calendar days of contract award. This report must include a root cause analysis, a complete Bill of Materials for parts required to restore full operational capability, a firm fixed-price cost estimate for follow-on repair work, and recommended optional system upgrades. The place of performance is Keflavik Air Base, Iceland, with base access coordinated by the Government Technical Point of Contact, LCDR Michael "Dan" Marino. Quoters must submit pricing support documentation detailing labor category rationale, escalation justifications, and breakdowns of other cost elements. The Government will evaluate quotes for reasonableness using price analysis techniques, with ratings of either "Acceptable" (price determined fair and reasonable) or "Unacceptable" (allowing opportunity for quoter to revise pricing and resubmit).

Continuation of Description

STATEMENT OF WORK (SOW)

On-Site System Assessment of the Clear Water Rinse System

Keflavik Air Base, Iceland

1. Scope of Work: This SOW defines the requirements for the Original Equipment Manufacturer (OEM) to conduct a comprehensive on-site diagnostic assessment of the non-operational Clear Water Rinse System (CWRS) located at Keflavik Air Base, Iceland. The primary objective is to perform a root cause analysis of the system's failures, determine the full extent of necessary repairs, and provide actionable recommendations and a cost estimate to restore the system to full factory specifications.

2. Background: The CWRS was installed by a third-party company who procured the system from the OEM. Following installation, the system was never successfully commissioned and has remained non-operational. Multiple subsequent attempts by both the installer and Government users to diagnose and correct the failures have been unsuccessful. The system is currently in a locked-out state, preventing operational use or testing. Due to the CWRS system's complexity and the potential for catastrophic damage from issues, a specialized assessment by the OEM is required.

3. Technical Requirements/Tasks: The Contractor shall provide all necessary personnel, expertise, and resources to execute the following core tasks:

3.1 On-Site System Assessment

3.1.1 Dispatch a minimum of three (3) highly experienced factory-trained technical personnel (e.g., engineering director, senior installation specialist, and senior automation program engineer) to Keflavik Air Base.

3.1.2 Conduct a comprehensive visual and physical inspection of all system components, including but not limited to:

control systems, water cannon vaults, pumps, nozzles, and electrical wiring.

3.1.3 Perform full functionality testing to identify all mechanical, electrical, and I/O communication failures.

3.1.4 Bypass system lock-outs as required to perform diagnostics safely.

3.2 Interim Repairs

3.2.1 During the on-site assessment period, if technically feasible, the Contractor shall perform field-expedient repairs to restore the system to a partial or limited operational status. This effort remains secondary to the primary goal of complete system assessment.

3.3 Assessment Reporting

3.3.1 Upon concluding the site visit, the Contractor shall compile their findings into a consolidated Diagnostic & Recommendation Report. This report shall include:

3.3.1.1 A root cause analysis identifying the specific reasons for system failure.

3.3.1.2 A complete Bill of Materials (BOM) for parts required to restore the system to full operational capability.

3.3.1.3 A Firm-Fixed-Price (FFP) cost estimate for the full scope of follow-on repair work.

3.3.1.4 A list of recommended optional system upgrades to enhance reliability or maintainability.

5. Government Furnished Property: Not Applicable

6. Period of Performance (POP): The Contractor shall complete all on-site assessment tasks and final reporting for a full five (5) consecutive days and within thirty (30) calendar days of contract award.

7. Place of Performance: Keflavik Air Base, Iceland

8. Base Access: Access to the Keflavik Air Base will be coordinated by the Technical Point of Contract.
