About this file
This is a Questions and Answers document for federal contract N6817126QN003, a household goods transportation and logistics solicitation for the Naples area. The document clarifies ambiguities identified by potential contractors regarding pricing, service specifications, and operational requirements.
Key pricing and administrative clarifications include: price quotes must remain firm for 120 days from the solicitation closing date (per Volume IV addendum, superseding the standard 30-day FAR requirement); contractors must provide proof of active SAM registration either as a PDF document or by providing their UEI and CAGE code at time of quote submission and prior to award. Regarding service specifications, contractors must provide wooden crates with approximate dimensions of 220 cm x 220 cm x 120 cm at their own expense; weights are measured in US pounds with Net Hundred Weight equal to 100 US pounds; the term "each" for ELIN A008 refers to containers or crates, and pricing should be per container only; assembly/disassembly services apply to single government-owned containers; drayage beyond the area of performance must not exceed 25 miles; and containers for household goods (HHG) are wooden crates while unaccompanied baggage (UB) shipments are typically cardboard boxes on pallets. Additional clarifications address that intra-city moves involve same-city pickup and delivery while intra-area moves involve different cities within the same geographic area; the Government cannot guarantee warehouse locations across all four designated service areas (Campania, Lazio except Rome, Rome only, and Puglia/Basilicata regions); no fixed annual container quantities are guaranteed as needs vary; and Non-Temporary Storage (NTS) services are not included under this contract. The document concludes with representative photographs of contractor-furnished containers and government-furnished containers for reference.

Questions & Answers
Q1:
We have noticed a “discrepancy” regarding the Period of Acceptance of Offers between:
d) Volume IV: Price
4. Currency and Validity:
* All prices must be in Euros.
* The price quote must be firm for 120 days from the solicitation's closing date.
and FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services. (Sep 2023)
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
Please kindly clarify.
A1:
The standard clause language states “...30 calendar days...unless another time period is specified in an addendum to the solicitation.” According to the addendum to 52.212-1 ‘Instructions To Quoters', Volume IV, the price quote must be firm for 120 days from the solicitation's closing date.
Q2:
SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION
SAM Registration and Provisions and Certifications. Important: The contractor shall be registered in the SAM database when the quote is submitted and prior to the award of the contract.
The contractor shall provide proof of active SAM registration by either providing a PDF document of their current SAM profile showing an Active registration OR by providing their Unique Entity ID (UEI) and CAGE code.
Our understanding is that a Contractor, who does not provide a PDF document of their current SAM profile showing an Active Registration (during the submission of quote and prior to the award of the contract), may alternatively provide his/her UEI and NCAGE Code to be fully compliant with the mandatory SAM Active Registration Requirement. Is that correct?
A2:
According to FAR 52.204-7, the contractor shall be registered in the SAM database when the quote is submitted and prior to the award of the contract.
The Contractor shall provide proof of their active SAM registration as either a PDF document or by providing their UEI and CAGE code.
Q3:
Please note that the work to be performed in the Schedules awarded are not the same as outlined in individual Contract Line Item Number (CLIN) items in Attachment A-G3. In fact the attachment A-G3 mismatches with the attachment 14- Bundle pricing. So please can you send an attachment where every Clin is well specified?
For example, a lot of items are not clear of the 2.1. Attachment 14 – Bundle pricing such as:
• Quantity: is it the weight? Is it in pounds or kilos?
Please see the unit description column “E” for each ELIN. In addition, please see the RFQ attachment “2.1 Attachment 6 - PWS Attachment A-G-5” for the acronym definition. The weight is in US pounds, and Net Hundred Weight = 100 US pounds.
• Each: is it the single container, box, crate or the single item of the resident?
For the ELINs A008, the term “each” refers to container or crate as specified in each standard
• Contractor - Furnished Containers and Contractor - Furnished Containers Overseas Pack Overflow:
can you specify if they should be in lumber, in plywood, mountable crates or something else? What is the size and the weight? Does the contractor provide such containers at its own expense? Commercial Standard ASTM- D4169 and SDDC Pamphlet 55-12 don’t specify the size and the weight.
The crate must be made of wood, with approximate dimensions of 220 cm x 220 cm x 120 cm. There is not a specific standard for the weight. When needed, the contractors will procure the crates at their quoted price. See Appendix A-G, pages IV-A-G-7 and IV-A-G-8 for additional information.
• A007 and A015: Storage all areas: please clarify. Does the contractor have to have a warehouse in every area?
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”. The Government is not requesting vendors to have a warehouse in all the areas.
• A008: Containers all areas: please clarify the materials: lumber, plywood or what else? What is the size, the weight and so on?
Please see above answers.
• A008: Containers all areas: in the CLIN A008AA, A008AB and A008 AC of the 2.1. Attachment 14
– Bundle pricing do we have to provide the cost for the provision of each containers ? or for what?
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”.
Attachment 14 specifies the quantity and unit for each line item. For units listing “Each” such as A008AA and AB-- pricing is for each container only. Actual weights are described and prices elsewhere. Input the unit price for each container and for each Ordering Year, and the spreadsheet will calculate the extended price by multiplying unit price by the estimated QTY.
• A009AC: Assembly/Disassembly: please clarify
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”. Input the price to either assemble or disassemble a single government-owned container as described on page IV-A-G3-11.
• A010 and A020: Drayage Beyond the Area of Performance ALL AREAS: please clarify
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”. For your price, please consider that services must consist of drayage of packed shipments beyond the contract area of performance, not to exceed 25 miles.
• Schedule II - Inbound service: Does HHG and UB arrive at the contractor ‘s warehouse where to be performed the service?
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”.
• A012 and A013: does it mean the HHG and UB arrive from the different areas to contractor’s warehouse?
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3” for complete descriptions of each task.
Q4:
Please can you confirm that the term carrier used in the 2.1 Attachment 1- PWS Appendix A-G is referred to the contractor?
A4:
The term “carrier” refers to the contractor responsible for performing the transportation and related logistics services under the contract.
Q5:
Can we have a picture of Contractor - Furnished Containers Overseas Pack Overflow, Contractor - Furnished Containers and Government- Furnished Containers?
A5:
Representative pictures are provided for reference at the end of this document.
Q6:
Non-temporary storage: please clarify
A6:
Non Temporary Storage (NTS) refers to the long-term storage of HHG at the contractor’s warehouse facility when shipments are not scheduled for immediate delivery or onward transportation. Please note that NTS services are not performed under this contract.
Q7:
Please can you clarify if the stencil for permanent marking on container will be provided by the Government or by the contractor?
A7:
The stencil for marking services on the containers will be provided by the contractor. Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”
Q8:
How many containers is it required for Packing, Containerization And Local Drayage yearly?
A8:
The number of containers required yearly may vary depending on the volume of shipments. Therefore, no fixed annual quantity is guaranteed. The estimated quantities are based on historical data from previous years, and are provided only as a reference to support pricing and planning
Q9:
Please specify if there is a difference in materials, size of the container for HHG and for UB
A9:
The HHG are packed in wooden crates with approximate dimensions of 220 cm x 220 cm x 120 cm
The UB Shipments usually are packed in cardboard boxes, which are then placed and secured on pallets for transportation
Q10:
Can you specify where the containers of UB and HHG for outbound and inbound service should be transported?
A10:
For outbound shipment, HHG crates and UB shipments are transported from member’s residence or designated pickup location to the contractor’s facility for containerization and preparation for onward transportation to the appropriate port, airport or transportation terminal
For inbound shipments, containers or palletized shipments are received from the port, airport, or transportation terminal and transported to the contractor’s facility for delivery to the member’s residence
Q11:
Can you tell us what and where storage warehouses, air and surface transportation terminals, military installation shipping offices and ocean or river terminals/piers are in Campania Region, Lazio Region (except for Rome) , Lazio Region (only Rome) and Puglia and Basilicata region?
A11:
The Government is unable to provide all the locations where the services may be performed. For your price, please consider that services will be performed within the four designated areas
Q12:
Please can you specify INTRA-CITY AND INTRA-AREA MOVES?
A12:
Intra-City moves refer to services where the pick-up and delivery locations are within the same city.
Intra-Area moves refer to shipments where the pick-up and delivery locations are within the same geographic area covered by the contract, but outside the same city.
Please see the description of the services in the RFQ attachment “2.1 Attachment 4 - PWS Attachment A-G-3”
