Requirement Description: This requirement provides non-personal services to the leadership and staff of the Combined Joint Task Force – Horn of Africa (CJTF-HOA), [Camp Lemonnier, Djibouti (CLDJ),] with analysis and insight into local culture, politics, communications, policies, and advice on strategies to engage the population and key leaders within the local community. CJTF-HOA [and CLDJ] operate within a multicultural environment where effective engagement with the local communities and an understanding of regional cultural dynamics are essential for mission success.
CJTF-HOA [and CLDJ] Areas of Responsibility (AOR) encompass the northeast region of Africa, with routine interactions occurring amongst personnel within Djibouti and at times Somalia, Kenya, and Ethiopia. While primary support is needed within Djibouti, periodic needs may arise for other regions within the CJTF-HOA [& CLDJ] AOR, for which Contractor support may be requested.
2. Objectives: The objectives of this requirement are to ensure CJTF-HOA [& CLDJ] has accurate insight and guidance pertaining to local customs, politics, policies, translations, and engagement strategies. Together, these provide CJTF-HOA [& CLDJ] an opportunity to improve and sustain positive working relations with both leadership and the population of the communities it engages with, while increasing situational awareness of the operational environment to further the interests of US Government.
3. Assignment of Service: This requirement supports [both CJTF-HOA and CLDJ]. While these entities have unique missions, priorities, and leadership, [each organization shares this requirement]. In attempting to clearly define this requirement, specific identification of CJTF-HOA [& CLDJ] stakeholders have been made throughout this PWS. This is to ensure an accurate picture of the requirement is provided, while also ensuring an accurate accounting of the various levels of support needed. As such, anticipated stakeholders which will require support for specific tasks and deliverables, which have been identified when possible.
Given the operational environment and the variety of requirements for [both CJTF-HOA & CLDJ], there is increased risk for unclear priorities and requirements, as well as differing directions being assigned by organizations and stakeholders. As such, it is imperative for both the Contractor and Government to ensure open communication and transparency in discussing details and priorities in the tasks required under this PWS. To implement this, a Contracting Officer Representative (COR) will be identified and shall work in conjunction with the overarching Contracting Officer to ensure a consistent and unified point of engagement for the Contractor. Should any matter not be able to be resolved through discussion with the CORs, the Contractor should engage the Contracting Officer and Contract Specialist for resolution.
4. Scope of Work: The scope of this requirement encompasses the full range of culture/community relations support. This includes services such as news analysis, reporting, briefing, advisory services, liaison support, linguistic, and language support. Direct support is anticipated for the following primary stakeholders:
