About this file
This is a federal contract amendment for a Cultural Relations Specialist solicitation (N6817125R4002) issued by the Department of the Navy. The solicitation is a small business set-aside for providing non-personal cultural analysis and community engagement services for Combined Joint Task Force - Horn of Africa (CJTF-HOA) and Camp Lemonnier, Djibouti (CLDJ). The requirement involves supporting leadership with cultural insights, community relations, news analysis, reporting, advisory services, and linguistic support across northeast Africa, with primary focus in Djibouti and potential periodic needs in Somalia, Kenya, and Ethiopia.
Key solicitation details include a proposal submission deadline of 12 March 2025 at 1300 hours CET, with a base performance period from 28 March 2025 through 27 March 2026 and an optional 6-month extension through 27 September 2026. Offerors must submit a two-volume proposal package via email, including mandatory documentation demonstrating technical approach, past performance, and SAM registration. The contract anticipates approximately 44 working hours per week, with potential for an additional 5 hours per week at the Commanding General's discretion, and requires responsiveness within 3 hours for emergent situations outside normal duty hours.
