PERFORMANCE WORK STATEMENT (PWS)

Community Relations Services

Combined-Joint Task Force – Horn of Africa HOA

(CJTF-HOA) and Camp Lemonnier, Djibouti (CLDJ)

1. Requirement Description: This requirement provides non-personal services to the leadership and staff of the Combined Joint Task Force – Horn of Africa (CJTF-HOA), Camp Lemonnier, Djibouti (CLDJ), with analysis and insight into local culture, politics, communications, policies, and advice on strategies to engage the population and key leaders within the local community. CJTF-HOA and CLDJ operate within a multicultural environment where effective engagement with the local communities and an understanding of regional cultural dynamics are essential for mission success.

CJTF-HOA and CLDJ Areas of Responsibility (AOR) encompass the northeast region of Africa, with routine interactions occurring amongst personnel within Djibouti and at times Somalia, Kenya and Ethiopia.

While primary support is needed within Djibouti, periodic needs may arise for other regions within the CJTF-HOA & CLDJ AOR, for which Contractor support may be requested.

2. Objectives: The objectives of this requirement are to ensure CJTF-HOA & CLDJ have accurate insight and guidance pertaining to local customs, politics, policies, translations, and engagement strategies.

Together, these provide CJTF-HOA & CLDJ an opportunity to improve and sustain positive working relations with both leadership and the population of the communities it engages with, while increasing situational awareness of the operational environment to further the interests of US Government.

3. Assignment of Service: This requirement supports both CJTF-HOA and CLDJ. While these entities have unique missions, priorities and leadership, each organization shares this requirement. In attempting to clearly define this requirement, specific identification of CJTF-HOA & CLDJ stakeholders have been made throughout this PWS. This is to ensure an accurate picture of the requirement is provided, while also ensuring an accurate accounting of the various levels of support needed. As such, anticipated stakeholders which will require support for specific tasks and deliverables, which have been identified when possible.

Given the operational environment and the variety of requirements for both CJTF-HOA & CLDJ, there is increased risk for unclear priorities and requirements, as well as differing directions being assigned by organizations and stakeholders. As such, it is imperative for both the Contractor and Government to ensure open communication and transparency in discussing details and priorities in the tasks required under this PWS. To implement this, a Contracting Officer Representative (COR) will be identified for each organization, (e.g., CJTF-HOA & CLDJ), representing each of their respective stakeholders, working in conjunction with the overarching Contracting Officer to ensure a consistent and unified point of engagement for the Contractor. It is imperative that the Contractor understands this and can identify the distinctions where they are required and communicating with both CORs when clarification is needed. Should any matter not be able to be resolved through discussion with the CORs, the Contractor should engage the Contracting Officer and Contract Specialist for resolution.

4. Scope of Work: The scope of this requirement encompasses the full range of culture/community relations support. This includes services such as news analysis, reporting, briefing, advisory services, liaison support, linguistic, and language support. This requirement extends through both CJTF-HOA & CLDJ stakeholders. While each stakeholder may have unique requirements for support, the overall scope is limited to the scope defined within this PWS. While these may fluctuate throughout the period of performance (PoP), direct support is anticipated for the following primary stakeholders:

CJTF-HOA Primary Stakeholders: CLDJ Primary Stakeholders:

Civil Affairs Team (HOA-CA) TRIAD/Protocol (CLDJ-TRIAD)

Public Affairs Office (HOA-PAO) Public Affairs Office (CLDJ-PAO) Women, Peace, & Security (HOA-WPS) Legal (CLDJ-Legal)

Religious Affairs (HOA-Chaplain) Religious Affairs (CLDJ-Chaplain) CJ5 Strategy & Plans (HOA-CJ5)

Command Element (HOA-Command)

5. Performance Requirements:

5.1. Task 1 – Contract Administration & Management

The Contractor shall provide administrative and management support necessary to ensure completion of all required tasks and deliverables. The Contractor shall ensure a primary point of contact (POC) is identified (Contractor Lead) to coordinate with the Government. Given the various stakeholders and tasks, the Contractor shall ensure sufficient administrative and management support is provided to ensure the tracking of all tasks and deliverables, to include delivery of a Monthly Status Report. At a minimum, the Monthly Status Report shall include a description of the activities performed during the prior month, any issues needing resolution, and activities planned for the next month. This shall also include a list of all deliverables submitted in the prior month, along with planned deliverables for the upcoming month. Finally, the Monthly Status Report shall include a self-assessment of performance with respect to the PWS Acceptable Quality Levels (AQLs) (See PWS Section 6 “Performance Standards”).

The Contractor Lead POC shall be responsible for primary communications between the Government and Contractor regarding performance of this requirement. It is anticipated that a COR will be designated for both CLDJ & CJTF-HOA. While each of the stakeholders identified in PWS Section 4 might identify an internal stakeholder POC for Contractor personnel to work with, the CJTF-HOA & CLDJ CORs will be the primary POC for the Contractor Lead POC to coordinate with. This will ensure all stakeholders support is coordinated through the appropriate COR while reducing the potential for contradictions or unclear expectations for the Contractor. In addition to coordination with the designated CORs, the Contractor shall ensure coordination with the U.S. Embassy in Djibouti. Refer to PWS Section 3 for additional details.

5.1.1. Subtask 1 – Strategic Planning (CLDJ-TRIAD)

The Contractor shall provide strategic planning support to ensure contemplated and planned initiatives, events, and strategies achieve the objectives identified in Section 2 of this PWS. As part of this support, the Contractor shall develop and maintain a CLDJ Cultural Strategic Plan. This plan shall align with the Government provided CLDJ Event Schedule, which covers projected events for the next six-months.

This plan shall include recommendations in which planned events may further support community relationships or additional considerations which should be made.
