About this file
This is a Questions and Answers document for a Draft Performance Work Statement (PWS) for Stevedoring Services at Naval Station Rota (NAVSTA Rota), RFQ N6817125QT004. The document does not address specific pricing terms, response dates, or award dates, as it is limited to operational clarifications.
The government provided responses to six key contractor questions regarding workload expectations, staffing requirements, performance standards, security procedures, operational conditions, and after-hours support. Historical data indicates approximately six Blank Purchase Agreement (BPA) calls per month, with staffing requirements of 12 to 15 personnel per evolution. Performance expectations focus on proper and complete movement of all required pallets as directed, with no established quantitative benchmarks (such as pallets per hour) for assessment. Base access requires submission of security pass requests at least 48 hours prior to the effective date. Staging areas on the pier are non-standardized and vary based on vessel type, simultaneous evolutions, and operational factors, with conveyor use sometimes infeasible due to space limitations or ship configuration. After-hours and weekend operations may occasionally be required and are conducted under identical procedures and performance expectations as regular daytime evolutions, with no modifications to standard protocols.

Questions / Comments – Draft PWS
Stevedoring Services – NAVSTA Rota (N6817125QT004)
1. Workload & Planning:
Can the Government provide historical data regarding the frequency of BPA calls and average duration of each loading evolution to support staffing and operational planning?
Based on historical data, the average number of BPA calls is approximately six per month. The average duration of each loading evolution is difficult to estimate, as it is highly dependent on multiple operational variables.
2. Staffing Requirements:
What is the typical number of personnel required per evolution to meet expected performance timelines for various ship classes?
A: between 12 and 15 pax per evolution.
3. Performance Expectations:
Are there established performance benchmarks (e.g., pallets per hour or evolution completion timelines) that the Government uses to assess contractor performance?
The performance expectation is for all required pallets to be properly and completely moved as directed. There are no established benchmarks to asses contractor performance.
4. Base Access & Security:
What are the requirements and estimated timelines for contractor personnel to obtain base access and credentials at NAVSTA Rota?
A: Typically, security office requires submitting base pass at least 48h prior to effective date.
5. Staging & Operations:
Will staging areas on the pier be standardized, or should the contractor plan for variable layouts depending on vessel and operational conditions?
Staging areas on the pier are not standardized and may vary depending on the type of vessel, simultaneous evolutions taking place, and other operational factors. In certain cases, the use of the conveyor may not be feasible due to space limitations or ship configuration.
6. Surge / After-Hours Support:
To what extent are after-hours, weekend, or surge operations expected, and how should contractors account for these scenarios in planning?
On some occasions, evolutions may be required during afternoon or weekends. These afterhours operations are conducted in the same manner as regular evolutions, with no change to standard procedures or performance expectations.
