About this file
This is a Performance Work Statement (PWS) for maritime stevedore services supporting provisions loading and stowage operations for U.S. Navy vessels stationed at Naval Station Rota, Spain.
The contractor shall provide liaison coordination and load/stow services for subsistence and supplies onboard SURFLANT vessels and transient units at Rota. The Government anticipates processing approximately 220 pallets per month with average evolutions of 30 pallets, each up to one cubic meter maximum. Estimated pallet amounts and evolution dates will be specified through monthly Blanket Purchase Agreement (BPA) Calls. Work encompasses two primary tasks: (1) TASK 1—Coordinate/Liaison support for all phases of provisions load-out operations, perform quality control, provide project management functions, and submit daily end-of-day reports signed by the Ship Supply Officer documenting number of pallets, ship name, cancellations, and rescheduled deliveries; and (2) TASK 2—Load and stow subsistence items from pier staging areas to designated shipboard locations using daisy chain, dolly, cart, or conveyor methods. For daisy chain operations, the contractor must position employees no more than 10 feet apart, with minimum distances of 150 feet for small ships (DDG/CG/LCS) and 100 feet for submarines (SSN/SSBN/SSGN). Work hours are 0800-1600, seven days per week including holidays. The Government provides 24-hour advance notification of deliveries and delivery sequences, but contractors should expect last-minute notification for homeported and transient ships. Cancellation policy requires 24-hour notice; cancellations with less than 24-hour notice limit Government liability to 10 pallets. The contractor must maintain at least one English-speaking representative on-site and comply with CTF 65/DESRON 60 safety standards and Navy occupational safety regulations. The Government furnishes cranes, conveyors, lifting equipment, conveyor vehicles, forklifts, and trucks when available; the contractor provides only personal protective equipment. Monthly status reports are due by the 10th working day of the following month, and a management/quality control plan must be submitted within five working days of contract start.
