About this file

This document is an amendment to a solicitation for administrative and analyst services in West Ruislip, United Kingdom. The Naval Supply Systems Command is seeking contractor support for five positions including a travel administrator, executive assistant, strategic communications specialist, IT/knowledge management specialist, and IT tier 1 support specialist. The Office of Naval Research Global in London requires these services to enhance its ability to execute responsibilities in travel administration, executive support, strategic communications, knowledge and content management within its international science and technology operations. Contractors must have administrative expertise, understanding of the Navy's business processes overseas, and strong communication skills for interacting with other U.S. government agencies and foreign research institutions abroad. The amendment modifies the evaluation language for technical approach, past performance, and price factors.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

The Government intends to award a single firm-fixed-price contract to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The evaluation and award are being conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

The Government intends to award a contract without exchanges with quoters. Accordingly, each quot er should submit its most favorable terms from a price and non-price standpoint. However, the Government reserves the right to conduct exchanges if later determined by the Contracting Officer to be necessary. The Government emphasizes that FAR subpart 15.3 Source Selection procedures do not apply to this solicitation.

Quotes will be evaluated on each of the following evaluation factors:

Factor 1 – Technical Approach

Factor 2 – Past Performance

Factor 3 – Price

Factor 1 and Factor 2 when combined, are significantly more important than price. All the non -price factors have the same importance.

Factor 1 - Technical Approach, will be assigned a Combined Technical-Risk rating as described in Table 1. The

Combined Technical Risk ratings provide an assessment of the quoter’s capability and understanding of the

Government’s requirements, and includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses and deficiencies in determining technical ratings. Assessment of technical risk considers potential for disruption of service, increase in costs, degradation of performance, the need to increase Government oversight, or the likelihood of unsuccessful contract performance. Quoters are advised that during the evaluation process, an “Unacceptable” rating for any factor may result in the entire quote being found unacceptable and thus eliminated from the competition.

The Government will evaluate whether the Quoter has submitted all requ ired documentation per the Instruction to

Quoters and the Quoter’s ability to meet and carry out the performance requirements in the PWS. The evaluation criteria are as follows:

(i) Factor 1 – Technical Approach

The quote will be evaluated to determine whether:

(i) The quoter understands the process for obtaining country clearances for the United Kingdom, if needed;

(ii) Provides a clear phase-in plan that demonstrates contractor personnel will begin work by the performance start date;

(iii) The quoter will be evaluated on how well its staffing approach demonstrates a complete understanding of and the capability to fully implement and execute all requirements contained in the PWS.

Table 1. Combined Technical-Risk Ratings

Adjectival Rating Description

Outstanding

Quote demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low

Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable

Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is un -awardable.

(i) Definitions.

(A) Strength. An aspect of a quoter’s quote that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

(B) Weakness. A flaw in the quote that increases the risk of unsuccessful performance.

(C) Significant weakness. A flaw that appreciably increases the risk of unsuccessful contract performance.

(D) Deficiency. A material failure of a quote to meet a Government requirement, or a combination of significant weaknesses in a quote that increases the risk of unsuccessful contract performance to an unacceptable level.

(ii) Factor 2 – Past Performance

The purpose of the past performance evaluation is to allow the Government to assess the Quoter’s ability to perform the effort described in this RFQ, based on the Quoter’s demonstrated present and past performance. Each Past

Performance effort will be evaluated initially for recency and relevancy and, then once recency and relevance are determined, evaluated for Confidence Assessment. The first part of the evaluation is to evaluate the recency of the contractor’s past performance. Past performance will be considered recent if the work has been performed within three (3) years before the RFQ closing date.

The second part of the evaluation is to evaluate the relevance of the quoter’s past performance. The Government will evaluate the relevancy as follows:

Rating Definition

Very Relevant (VR) Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant (R) Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant (SR) Present/past performance efforts involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant (NR) Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Past Performance Quality: The third aspect of the past performance evaluation is to establish the overall quality of the quoter’s past performance. The Government will review all past performance information collected and determine the quality of the quoter’s performance, including general trends and usefulness of the information, and will incorporate this into the overall past performance confidence assessment rating.

Past Performance Confidence Assessment: The overall assigned rating for past performance will be the Past

Performance Confidence Assessment rating, defined in the table below. The assignment of this rating will be based on the overall quality of the recent and relevant past performance and will also consider the source of the information, the context of the data, and general trends in the quoter’s performance. The quality of performance under a past performance reference that has no relevance to the instant requirement will not be considered in the overall assessment of past performance confidence. Evaluation will focus only on work already performed. Work yet-to-be performed and work prior to the last three years as of the closing date of this solicitation will not be considered. In addition, performance data will only be assessed for those references demonstrating at least one year of completed performance prior to the closing date of this solicitation .

Rating Definition

Substantial Confidence Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the contractor will successfully perform the required effort.

Satisfactory Confidence Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the contractor will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the quoter’s recent/relevant performance record, the Government has a low expectation that the contractor will successfully perform the required effort.

No Confidence Based on the quoter’s recent/relevant performance record, the Government has no expectation that the contractor will be able to successfully perform the required effort.

Quoters with no recent/relevant performance record shall receive the rating “Neutral Confidence,” meaning the rating is treated neither favorably nor unfavorably. Additional past performance information may be obtained from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment

Reporting System (CPARS), Supplier Performance Risk System (SPRS), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (ESRS), other databases, the

Defense Contract Management Agency, and interviews with Government personnel.

(iii) Factor III – Price

Price will not be assigned an adjectival rating but will be evaluated for completeness and reasonableness.

(A) Completeness: All price information/data required in the RFQ has been submitted.

(B) Reasonableness: Price, to include all options, is fully justified and supported and is considered fair under current market conditions. Reasonableness may be determined by comparison with the Government estimate, comparison with other quotes received, or any other applicable price analysis technique. The Contra cting Officer must determine the contractor’s price to be fair and reasonable in order for the quote to be eligible for award. Price will be evaluated in accordance with FAR 13.106-3(a).

(C) A written notice of award or acceptance of an offer, mailed or o therwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(D) To be eligible for award of a contract hereunder, a quoter must be determined by the contracting Officer to be a responsible prospective contractor in accordance with FAR 9.1.
