SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1: Can the Government share the contract number for the incumbent?

A1: GS00Q14OADS128/ N6817119F0016

Q2: Since the scope of this requirement has increased, can the Government please clarify which two positions are new for this requirement?

A2: Please reference GS00Q14OADS128/ N6817119F0016 Q3: The solicitation does not specify if the contractor must provide a replacement or backfill if they are absent for an extended period for any reason. Is the contractor required to backfill the position when the selected candidate is on annual or sick leave? At what time must a replacement be provided if the candidate is no longer able to perform their duties or absent for an extended period?

A3: If the candidate is on annual or sick leave a backfill is not required. If duties are no longer able to be performed the contractor should solicit for a backfill the position within 3 weeks.

Q4: RFP indicates a page limit of 4 pages for this section. Can the Government confirm that required resumes and documents for 5 personnel are not included in this page count?

A4: Reference RFQ page 26, II REQUIREMENTS FOR QUOTE CONTENT (2): “Resumes shall not count against the page limit for technical volume, but instead will be limited to two (2) pages each.”

Q5: Can the Government allow the Volume One 4-page limit to be increased to a maximum of 10 pages? An increase in page count would allow for a more thorough and complete explanation of technical approach.

A5: Yes, the maximum number of pages is increased to 8 pages.

Q6: Volume III, Price: 3. This volume shall also include any information required to support the quoter’s proposed prices and to support the Government’s price analysis of quotes received.

Can the Government indicate what type of documentation is required to support proposed prices?

A6: Information is required to support proposed prices which should indicated how the quoted prices were obtained and developed.

Q7: What is the annual level of effort for this contract? (e.g., 1880, 1912, 1920, 2000, 2080, etc.)

A7: The annual level of effort for this contract is 1920.

Q8: If quoting in Pounds, what is the conversation rate the Government will use?

A8: The Government will use the current Fiscal Year (FY) 2023 foreign currency exchange rate. The FY2023 Enacted Rate for the United Kingdom is 0.7922.

Q9: PWS paragraph 4.2 Transition states, “Throughout the contractor’s phase-in/phase-out of services, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out.”

(a) Can the government provide a minimum/maximum time for phase-in/phase-out to be complete? For example, no less than 1-week and no more than 2-weeks?

A9 (a): The phase-in period maximum of 2 weeks Is the incoming contractor authorized to invoice the government for the phase-in period?

A9 (b): No, the contractor may not submit a separate invoice for the phase-in period. The period of performance will begin on 15 June 2023. As the contractor shall invoice monthly, the phase-in period will be included in the first month and based upon the contracted CLIN amount.

Q10: If there is an incumbent contractor, were they required to have a written phase-out plan and will this be provided to the incoming contractor?

A10: All quoters should comply with the Instructions to Quoters providing a phase-in plan. The phase-out will be coordinated during the two-week phase-in period.

Q11: Does the Government want a management structure physically located in Europe?

A11: A management structure in Europe would be preferable but a contractor will not be disqualified if they do not have one. However, travel will not be reimbursed for site visits by program manager/contractor representative.

Q12: Does the Government want a contractor representative that shall be available by telephone or email from 0800 hours to 1700 hours British Summer Time /Greenwich Mean Time?

A12: A contractor representative available during BST/GMT would be preferable but a contractor will not be disqualified if they do not have one. However, travel will not be reimbursed for site visits by program manager/contractor representative.

Q13: PWS 5.0 Place of Performance states, “Contractor personnel will work in West Ruislip, UK. Temporary Duty Travel (TDY) locations may include: Japan, Chile, Brazil, Prague, Singapore, or the United States. Travel to the United States, on the order of once per year, may also be required for all FTEs.”

Do all of the FTE positions travel or only certain positions? Can the Government give an estimated number of days that travel may typically be required?

Q15: Can we perform remotely from the US?

A15: No, remote work is not authorized Q16: Will the customer assist the contractor with obtaining country clearance?

A16: As stated in the solicitation, III Quote Content (1)(i), Country clearance information is available at the Department of Defense Foreign Clearance Guide website at https://www.fcg.pentagon.mil Q17: What is the anticipated start date for this contract?

In order to allow Industry adequate time to respond as a result of this change, it is requested that the Solicitation due date be extended to June 5, 2023.

A19: As cited in N6817123Q0035 Amendment 0001 the solicitation response date/time will not be extended.

Q20: Please confirm that the applicable NAICS of 541611 and Size Standard at $21,500,000 is not changing due to the change in the acquisition type from Unrestricted to 100% Small Business Set Aside.

A20: NAICS 541611 Size Standard changed to $24,500,000 Q21: Is the Government’s requirement for staff to obtain a Public Trust Clearance, what is the United Kingdom equivalent of a U.S. Public Trust clearance?

A21: As stated in 4.0 Special Requirements 4.1.1 Security, the positions created under this contract are Positions of Public Trust. This is a U.S. Government clearance. The Contractor shall complete a Standard Form (SF) 85P and submit it to the Office of Personnel Management (OPM) for investigation, to include a National Agency Check (NAC) or its foreign equivalent, and final access approval. Pending final OPM approval, ONRG's Security Office may permit access by granting an Interim Position of Public Trust based upon the submitted SF85P.

Please provide the contractor’s name and contract number.

A23: Miracle Systems LLC GS00Q14OADS128/N6817119F0016 Q24: Regarding the referenced solicitation, please confirm that the Government will accept bids from qualified SBA approved Mentor Protégé small business Joint Ventures.
