ATTACHMENT 2 – QUESTIONS AND ANSWERS

1. Q. DELIVERY INFORMATION. The delivery date indicate 15 Days for each of the 5 modules. If our durations diver from the indicated 15 days, can we adjust to fit the 5 modules into the total 75 Days?

A. These classes do not have to be done in 15 day modules for each class. They can be adjusted tan appropriate length to deliver the classes correctly and successfully. A change has been made to the

Peformance Work Statement indicating that training will begin in September 2019 and must be completed no later than 31 March 2020.

2. Q. PERFORMANCE WORK STATEMENT. The latest edition of NFPA 1001 require NFPA 1072 for the HAZMAT requirements. Can we submit training and Assessments for NFPA 1072 and not NFPA

472?

A. Yes NFPA 1072 may be used as long as the individuals get an IFSAC or ProBoard Certificate.

The Performance Work Statement has been amended to indicate NFPA 472 or NFPA 1072.

3. Q. Can we plan to train and assess the group of 25 at the same time, or will they be split in smaller groups? Will this affect the total 75 Days?

A. The vendor is responsible to provide multiple courses of action to facilitate the customers work schedule. A work schedule can be provided on request. Customer expects all training to be complete no later than 31 March 2020.

4. Q. As we are based in South Africa, we are not registered with the American Safety & Health Institute and Department of Transportation. All medical training are done in compliance with international recognised practises and protocols.

A. American Safety & Health Institute and Department of Transportation requirements should be met.

5. Q. We use the IFSTA or Jones & Bartlett curriculums for the NFPA training material.

a. Are the expectation that these material must be translated?

b. Do we need to submit a costing for the translation?

A. Per the performance work statement, the vendor is required to provide all course materials in

Italian and to provide an Italian translator.

6. Q. Does NSA Naples Fire and Emergency Services have access to a practical burn area for JPR’s in

NFPA 1001 Fire Fighter 1 and 2?

A. Yes.

7. Q. Must we include cost for accommodation and travel to and from training area, or will NSA Naples

Fire and Emergency Services provide accommodation and transport?

A. NSA Naples will not provide anything that is not stipulated in the performance work statement.

8. Q. Please confirm that contractors are required to bid on all five training lots.

A Yes. It’s necessary to provide quotes for all aspects of the training program. Quotes for piecemeal portions will be considered to be incomplete and will not be evaluated.

9. Q. Can you confirm that the Naval Base fire training ground is fully equipped with fire trucks and equipment? Is it possible to provide an outline of the equipment you have available?

A. Equipment includes, but not limited to; standard structural PPE, Scott SCBA, a fire apparatus, 1.75, 3, and 6 inch hose, nozzles, fire ground hand tools (haligan bar, axes, forcible entry tools, rope, roof ladder with hooks, 24ft. and 35 ft. ground ladders, etc.), rescue randy, approved Class “A” burn trailer with stairs, wood pallets (to burn), portable radios, fire hydrant, etc.

10. Q. Will there be a requirement for specific maritime training as part of this contract and is there a facility to carry this out?

A. There is no requirement for maritime training.

11. Q. Are the learners military or civilian staff?

A. Civilian Italian Local Nationals

12. Q. Is there an incumbent provider who currently delivers this training?

A. No. This is a new requirement.
