About this file

This is a Justification and Approval (J&A) document for a sole-source procurement of spare parts by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT).

The procurement covers sixty (60) coolers required to support Imaging ISEA repairs for infrared (IR) modules at the Naval Expeditionary Rescue and Repair Center (NERRC). The Government requires exact replacement parts manufactured solely by L3CE due to the difficulty of IR Module repair; using alternative sources would result in substantial cost increases and unacceptable delays in fulfilling fleet submarine repair requirements. The total estimated value is $811,273.80, comprised of $297,490.80 in FY25 base award funding and $513,783.00 in FY26 option funding currently being exercised. This represents an increase from the original J&A estimate of $738,000 total value. The procurement is funded using OPN (Operations) funds. L3CE is identified as the only source capable of meeting minimum requirements and preventing unacceptable delays. A synopsis notice was published on SAM.gov on September 28, 2026, inviting all responsible sources to submit quotes; no alternative sources came forward. The rationale emphasizes that sourcing from another vendor would require extensive system redesign and engineering analysis (estimated at $2,000,000 and 2 years), plus additional configuration management, qualification testing, and other costs totaling $2,110,000 with a 2-year, 7-month, 2-week schedule impact. The procurement is authorized under 41 U.S.C. 1901 (Commercial Products and Services), and the Contracting Officer has determined the anticipated cost to be fair and reasonable. The document includes certifications from Technical/Requirements personnel, the Contracting Officer, and Division Head approval authority.

Failure to procure the Coolers will inhibit the Imaging ISEA’s ability to repair IR Modules at the NERRC resulting in a reduction of situational awareness capabilities of Fleet submarines.

Estimated Dollar Value

FY25 (base award, already funded) FY26 (one and only option, currently being exercised by this action)

Totals

OPN $297,490.80 $513,783.00 $811,273.80

Total $297,490.80 $513,783.00 $811,273.80

The total estimated value of this acquisition is $811,273.80. The procurement will be funded using OPN funds.

This represents an increase of the total value of this award from the initially signed J&A. The estimated dollar value from the original J&A appears as follows:

Estimated Dollar Value

OPN $360,000 $378,000 $738,000

Total $360,000 $378,000 $738,000

Based on the above, L3CE is the only source capable of meeting the Governments minimum requirements and prevent unacceptable delays and substantial increase of costs to the Government.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A synopsis notice was published publicly on the Government-wide Point of Entry (GPE), SAM.gov, on 28 September 2026 . The notice stated the intention of NUWCDIVNPT to award a modification at to L3. The notice also invited all responsible sources to submit a quote for the consideration of the Government. No additional sources came forward during the solicitation period.

No additional research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any source other than L3CE to fulfill this requirement. No challenges were presented to the sole source justification nor alternatives suggested. If a responsible source submits a capability statement for consideration by the Government prior to contract award, it will be brought to the attention of the Competition Advocate.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/ covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, Code 34 Imaging ISEA does not foresee the ability to compete future contracts for the types of supplies covered by this document. However, if another potential source emerges, Code 34 Imaging ISEA will assess whether competition for future requirements is feasible.
