About this file

This is a welding certification letter template (Form TAHEF-105) used by the Naval UnderSea Warfare Center Division Newport (NUWCDIVNPT) for vendors providing tactical welding support. The letter requires vendors to specify their Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR) numbers in compliance with technical publications S9074-AR-GIB-010/278 and S9074-AR-GIB-010/248.

The letter establishes that for new fabrication weldments, vendors must provide both WPS and PQR numbers, while for repair work on existing welds, only the WPS number is required. The document must be completed with the vendor's company information, POC details, and receive approval from NUWCDIVNPT Towed Systems ISEA. The form is specifically tied to TAHEF Work Orders with filenames formatted as 'SOW_WXXXXX' and requires TAHEF QA personnel verification of the vendor's welding documentation prior to formal contract award.

Dear Mr. Smith:

This document certifies that the solicited vendor for tactical welding support will utilize the following WPS & PQR and that documents are IAW S9074-AR-GIB-010/278 and S9074-AR-GIB-010/248 technical publications.

Towed Array Handing Equipment Facility (TAHEF) tactical component contracts that require new fabrication weldments must have the vendor associated WPS & PQR procedure numbers identified for all solicited welding service Request For Quotes (RFQ) submitted by TAHEF. For tactical component contracts that will require repairs only to existing component welds, only the vendor WPS procedure identification number will be necessary. Vendor shall provide ‘N/A’ within the space below for the PQR procedure number for weld repairs only.

This form will be issued to all solicited welding vendors for various tactical welding support as outlined within the Statement of Work (SOW) created for necessary outside service support that is associated with a particular TAHEF Work Order Number. All SOW files that are provided to vendors for requested cost quotes will have a filename: ‘SOW_WXXXXX’. The ‘WXXXXX’ is the alphanumeric work order number assigned by TAHEF.

Upon TAHEF review and selection for outside service contract, vendor must provide noted WPS & PQR documents for necessary formal award of this service (if necessary). TAHEF QA personnel shall be responsible to ensure required documentation is on file for release of a formal contract for this SOW welding service per archive identification of selected vendor and associated welding procedure numbers identified for this task. TAHEF QA shall verify that the specified WPS & PQR (if applicable) for SOW has been previously formally approved by the designated government cognizant approval authority for this SOW WPS & PQR identified documents. If formal approval is not found then this letter will be forwarded to a government representative for the formal approval upon satisfactory inspection of vendor provided WPS & PQR documentation.
