The contractor shall conduct five-day courses in "Application and Interpretation of GD&T" and "Reviewing and Extended Principles of GD&T" for a maximum of twenty attendees per class. The training must take place at a contractor-provided facility within ten miles of the Naval Undersea Warfare Center Division in Newport, Rhode Island. The courses will cover topics such as GD&T principles, functional gage design, and additive manufacturing controls according to various ASME standards. The contractor must provide all necessary computer equipment, course materials, and issue certificates of completion. This requirement is sponsored by Code 10 of the Naval Undersea Warfare Center Division and funded using the organization's overhead funding.

STATEMENT OF WORK

(SOW)

Geometric Dimensioning and Tolerancing (GF&T) Training Courses PR No. 1301087132

1.0 Background

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). We provide research, development, test and evaluation, engineering, analysis, and assessment; as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems; and stewards existing and emerging technologies in support of undersea warfare.

1.1 Places of Performance

Performance will take place at a contractor provided facility within 10 miles of NUWCDIVNPT, Newport, RI.

1.2 Authorized Users

NUWCDIVNPT Code 1016 is the sole authorized user of this purchase order.

1.3 Sponsors

This purchase order will be sponsored by NUWCDIVNPT Code 10.

1.4 Types of Funding

This purchase order will be funded using NUWCDIVNPT Overhead funding.

2.0 Scope

The contractor shall conduct the following courses for twenty (20) students per class:

2.1 Application and Interpretation of Geometric Dimensioning and Tolerancing, five (5) day course

2.2 Reviewing and Extended Principles of Geometric Dimensioning and Tolerancing, five (5) day course

The contractor shall provide all computer equipment and software necessary to teach the courses.

A training certificate for each individual shall be delivered upon class completion. The contractor shall provide an off-site location within ten (10) miles from NUWCDIVNPT for face-to-face training.

3.0 Reserved

4.0 Technical Requirements

4.1 Course: “Application and Interpretation of Geometric Dimensioning and Tolerancing”

The contractor shall conduct the five (5) day course entitled “Application and Interpretation of Geometric Dimensioning and Tolerancing.” The contractor shall provide all required course materials (i.e. laptop, course manual, and course file DVD/USB) for a maximum of twenty (20) attendees. The typical audience for this workshop consists of design engineers, process engineers, planners, machine programmers, tool and gage designers, toolmakers, machinists, quality engineers, managers and project leads. The course objective is to teach a uniform method of specifying GD&T on design drawings and to provide a common interpretation of GD&T to drawing users. The class shall explore design requirements and tolerances that allow economical manufacturing and inspection methods. Students learn that creating production drawings is a team effort between design, drafting, manufacturing and quality control. The course shall require students to perform sample GD&T problems through the practical application of principles learned in class. The sample problems shall require students to practice the course material through the definition of proper GD&T, inspections and understanding of specification requirements. The course shall cover (but is not limited to):

• Knowledge of GD&T to interpret and generate drawings

• ASME Y14.5-2018 (American Society of Mechanical Engineers) Dimensioning and

Tolerancing Engineering Product Definition and Related Documentation Practices

• Screw Thread and Envelope Rules

• Axis and Center Plane Straightness Control

• Circularity, Cylindricity and Conicity Control

• Datum Definition, Placement, Targets and Selection.

• Parallelism, Perpendicularity, and Angularity Control

• Position and Fastener Theory

• Circular, Concentricity and Total Runout Control

• Position tolerance of non-cylindrical features

• Symmetry

• Non-rigid parts

• Simultaneous requirements

• Virtual Condition Rule

• Material Condition Modifiers

• Profile Control

• Graphical Inspection Analysis (Paper Gaging)

• Functional Gaging

• Tolerance zone shapes (Fundamental and Derived zones)

• Tolerance distribution techniques (Fixed, Floating and Double Fixed Fasteners

• Composite Position/profile Control

• Review of the ASME Y14.41-2003 Standard

4.2 Course: “Reviewing and Extended Principles of Geometric Dimensioning and

Tolerancing”

The contractor shall conduct the five (5) day course titled “Reviewing and Extended Principles of Geometric Dimensioning and Tolerancing.” The contractor shall provide all required course materials for a maximum of twenty (20) attendees. This course is intended for design and manufacturing personnel who require use of extended principles of GD&T to communicate design intent for more complex parts and assemblies. This course shall cover (but is not limited to):

• Functional Gage Design

• Loop Diagrams and Stackup Analysis

• Advanced Fixed and Floating Fastener Calculations

• Least Material Condition (LMC) Applications

• Patterns of Features

• Casting/Forgings/Sheet Metal

• Limits and Fits

• Slots

• Knurls

• Student Drawing Exercises (Sample Design and Practical Application of GD&T)

• Training shall include ASME Y14.5-2018 coverage mainly, but also specifically cover material from ASME Y14.5-2009; ASME Y14.5M-1994 and ASME Y14.5M-1982 to contrast important differences as USN drawings regularly invoke various versions.

• The International Organization for Standardization (ISO) publishes a group of standards known collectively as the Geometric Product Specifications or ISO GPS Standards and these shall be briefly covered with a contrast to the more commonly used ASME Y14.5-2018 standard.

• Further discussions of the functional gauges and fixture design

• Introduce the standard for Fixtures and gauging principles (ASME Y14.43-2011) with some discussions of applicability to GD&T application on part design and manufacturing.

• Introduce concepts of GD&T related to Additive manufacturing control, which will include topics covered not only in ASME 14.5-2018, but also relevant topics discussed within Y14.46-2017.

PREREQUISITE: Successful completion of the Application and Interpretation of Geometric Dimensioning and Tolerancing (GD&T) is a prerequisite.
