Section M – Evaluation Factors for Award

1.1 General Information

The Government intends to award a single contract as a result of this RFQ. Award will be made to the Lowest Priced Technically Acceptable Offeror. In order to be determined technically acceptable:

1) Offerors must receive a Pass rating on the requirement to provide evidence in the form of a copy of the certification in .pdf format of its ISO 9001:2015 Quality Management Systems or AS9100D Quality Management Systems certification.

The Government will evaluate- responses as follows:

1) Assess that the Offeror’s Technical Approach demonstrates a clear understanding of the scope and nature of the subtasks in the SOW and demonstrates the offeror is capable of performing all aspects of the SOW tasks and subtasks.

2) Evaluate the Offeror’s description of its:

a) Manufacturing Management Program and its application of Society of Automotive Engineers (SAE)

AS6500: Manufacturing Management Program for the In-Water Subsystem;

b) Identification of manufacturing technologies, producibility, production capacity, production facilities and tooling, and manufacturing risk identification; and

c) Its plan to perform Factory Acceptance Test (FAT).

3) Consider past performance references submitted in accordance with Section 4.0 of Section L. The Government may also consider past performance information contained in the Supplier Performance Risk System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS), other information such as the Contractor Performance Assessment Reporting System (CPARS), or other data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact, and to contact references other than those provided by the Offeror.

4.0 Price

The Government may evaluate proposed prices by performing a price analysis as specified in FAR 15.404-1(b) procedures.

(1) For CLINs 0002 and 0004: The Government will calculate the weighted average price for each production year.

The following is an example for CLIN 0002:

Production Year 1 CLIN Description Unit Price

1 each Unit Price

2 each Unit Price

3 each Unit Price

4 each Unit Price

5 each Total Price

0002 USC $200 $190 $180 $170 $160 -

Evaluated $200 $380 $540 $680 $800 $2,600

The total price for CLIN 0002 is $2,600 (sum of all five (5) unit price quantities multiplied by unit price values).

The average unit price is $2,600 divided by 15 (total of all quantities 1-5 summed) = $173.33.

The total weighted price for first production year 1 = $173.33 * 5 = $866.66.

The Government will repeat the calculations above for all production years.

The weighted average prices for production years 1, + 2, + 3, + 4, and + 5 = total weighted average price.

NOTE: The above prices are examples only. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total weighted average prices.

The following is an example for CLIN 0004:

Ordering Period - Year 1

CLIN Proposed Labor Category

Proposed Labor Hours

Unit Price

Extended Unit Price (hours x unit price)

0004 Labor Category I 469 $120 $56,280 Labor Category II 469 $130 $60,970 Evaluated 938 $250 $117,250

The total price for CLIN 0004 is $117,250 (sum of two (2) unit prices multiplied by labor hours, per each labor category).

The average unit price is $117,250 divided by 938 hours = $125.

The total weighted price for first ordering period, year 1 = $125 * 2 = $250.

The Government will repeat the calculations above for all ordering period years.

The weighted average prices for ordering period years 1, + 2, + 3, + 4, and + 5 = total weighted average price.

NOTE: The above prices are examples only. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total weighted average prices.

(2) Total Evaluated Price (TEP): The TEP will be the total line amount for CLIN 0001, plus the total line amount for CLIN 0003, plus the total weighted prices calculated for CLIN 0002 plus CLIN 0004.
