Is the Government’s intention to make a single award for all 5 years, or will the award be a base year of 12 months with 4, 1- year options?
The Government will issue a single -award with an ordering period of five (5) years. There will be no base period or options in the resultant award.
6. Att 2 – CLIN Schedule Pricing
Section L Factor 3 – Section B instructs the Offeror not to change the Unit Type, Total Number of Units, or Estimate Travel, Shipping, Hardware, Materials and Equipment Rental amounts listed in Att. 2 CLIN Schedule.
Is the CLIN Schedule Pricing in Att. 2 for a 12-month ordering period or for the entire period from 30 September 2021 through 29 September 2026?
The CLIN Schedule Pricing in Attachment 2 is for the entire five (5) year ordering period.
7. Att 2 – CLIN Schedule Pricing
The CLIN structure in Attachment 2 does not provide the Offeror to present annual escalation for labor rates.
Will the Government indicate how the Offeror should provide an annual escalation for the IDIQ labor rates?
This is a Firm Fixed Price (FFP) requirement. Attachment 2 shall reflect the total FFP amount for the total five (5) year ordering period. Escalation shall be accounted for in the total proposed FFP amount.
In order to determine the proposed prices to be fair and reasonable, the Government will perform a price analysis in accordance with FAR 15.404-1(a)(2).

The Government request Offerors to propose a monthly bill rate for the two
(2) FTEs (one month per technician).

The proposed unit price should reflect the price for one (1) technician for one
